LITERACY CONSIDERATIONS FOR ELA LEARNERS
What should I know about the 3rd Grade Reading Law for ELs?
- EL Guidance from MDE
- Big Ideas:
- Exercise "Good Cause Exemptions" for ELs with less than 3 years of instruction in English.
- Use a portfolio in the language of instruction to demonstrate attainment of the ELA standards.
- Use guidance from the Office for Civil Rights (OCR) that states that ELs are guaranteed meaningful access to age appropriate curricula.
- It is a violation of civil rights to retain students when their English Language Proficiency is the most likely cause for not attaining a passing score on the M-STEP.

Key Instructional Resources:

- Pre-K
- K-3
- 4-5
- 6-12 (coming soon!)
- EL Considerations for the MAISA GELN K-3 Essential Instructional Practices
- Big Ideas:
- Capitalize on students' native language, knowledge, & cultural assets
- Integrate all 4 language domains: reading, writing, listening, & speaking
- Attend to comprehensible input: pictures, charts, movements, multimedia, props, videos, photos, acting, paraphrasing, etc.
- Increase student interaction
- Direct instruction of key vocabulary
- Look for similarities between English sounds and those of the native language
- Use caution with "nonsense" words with ELs
- Use the WIDA Instructional Framework to differentiate
- Use language & content objectives
- Include diverse reading materials & choices
- Encourage reading development in the home language
- Communicate with families in a language they understand
