SY 2021-2022 ~ OVCA
Oklahoma State Law regarding attendance and truancy policies was reformed in May 2020.
As such, the OVCA attendance and truancy procedures were revised in July 2020, and again in June 2021 with implementation beginning August 2021.
This resource is intended to provide families with further explanation of the school year 2021-2022 attendance and truancy policies and procedures for OVCA. You may also view this information at Nearpod and enter the code 2PE3I.
House Bill 2905: The Virtual Charter School Transparency and Reform Act of 2020 was enacted on May 22, 2020
HB 2905, the Virtual Charter School Transparency and Reform Act of 2020, addresses and unifies transfer, attendance, student engagement and truancy policies.
The bill addresses attendance and student engagement policies for the virtual charter schools by defining the first date of attendance and membership and defining and changing the number of instructional activities required for each student.
requires students to have 72 instructional activities per quarter
and holds students accountable for being consistently engaged.
What has changed for School Year 2021-2022?
Logging in to school is not enough to count for attendance.
Students must consistently complete instructional activities.
So what DOES count for attendance?
Students need to consistently do these 2 things:
1. Attend Class Connect sessions, AND
2. Complete course work and assignments.
i.e. OLS/ OMHS course work
i.e. assigned class programs such as ExactPath, MindPlay, etc.
You can also receive attendance credit for:
- completing school assessments
- instructional meetings with teachers
- attending orientations
- attending school outings, whether in person or virtual
So what does that mean at OVCA?
Truancy is supported by multiple parties as outlined below:
Tier 1 Students
Completed over 75% of instructional activities.
Supported by teachers.
Regarding Truancy, these students are considered in good standing.
Example: In the 3rd week of the quarter, this is over 18 instructional activities.
Tier 2 Students
Completed 60%-74% of instructional activities.
Supported by CFA.
Regarding Truancy, these students are slightly at risk.
Example: In the 3rd week of the quarter, this is 14-18 instructional activities.
Tier 3 Students
Completed 45%-59% of instructional activities.
Support by Community Engagement Specialists, Counselors, Paraprofessionals, Social Workers, Student Family Resource Coordinators, and/ or School Academics Truancy Specialist.
Regarding Truancy, these students are more at risk for being withdrawn from OVCA.
Example: In the 3rd week of the quarter, this is 11 -13 instructional activities.
Tier 4 Students
Completed less than 45% of instructional activities.
Supported by Counselors or School Academics Truancy Specialists.
Regarding Truancy, these students are at risk of being withdrawn from OVCA. A letter will be sent to the family's residence with notice of withdrawal for truancy.
Example: In the 3rd week of the quarter, this is less than 11 instructional activities.
A little further math explanation
Notice that the number moves.
By week 4, the student should complete 32 assignments (4/9 of 72 = 32) to be in good standing.
Tier 4 would be 45% completion of 32 expected activities, which = 14.
So the student would need to do more than 14 things by week 4 or they will remain on the Tier 4 list.
By week 5, the student should complete 40 assignments (5/9 of 72 = 40) to be in good standing.
Tier 4 would be less than 45% completion of 40 expected activities, which = 18.
So the student would need to do more than 18 things by week 5 or they will remain on the Tier 4 list.
A little further explanation of state law
By OVCA Board policy, if a student stays at less than 75% of expected instructional activities for 3 consecutive weeks and reaches Tier 4 on the 3rd week,, they are withdrawn from OVCA. Their account will be locked and the withdrawal would occur on Monday.
Notice this does not include being on track to complete 72 instructional activities for the quarter.
For example, if a student has completed 72 activities in the first two weeks of a quarter (meaning they will never be in Tiered support for the quarter), but then doesn’t do anything for the next 15 days AND has a course average below 60%, they are required to be withdrawn for actual truancy.
