Borders
Borders are boundaries that define where one thing starts and another thing ends.
Examples: City limit, school district, school zone, construction zone, demilitarized zone, county line, state border, international border, occupied territory, etc.
Powers
Governments possess political power- the power to control or enforce behavior. The area a specific government controls is called a political region, and a sovereign government maybe included for even more supreme authority. Each political region is capable of having different levels of government.
