CARES and COVID-19 Related Updates
The Texas Legislature has requested data to be collected in the 2021 Survey of LEA COVID-19 Pandemic and Winter Storm Uri Costs. This survey will give the Legislature important information as they are making funding decisions, so I encourage every LEA to respond. The full bulletin and the survey link are below:
2021 Survey of LEA COVID-19 Pandemic and Winter Storm Uri Costs
Survey Due Date: Tuesday, April 6, 2021, by 11:59 p.m. CT
This survey is being collected in response to a request from the Texas Legislature. Data will be provided for their consideration in future funding decisions. Please submit the survey by the survey due date in order for your LEA’s data to be reported.
Please only include costs that your LEA has paid or expects to incur as a result of COVID-19 and Winter Storm Uri. Report reimbursements already received or expected, but do not include costs that are budgeted in your federal grants, such as ESSER I.

This notice has been sent to all Chief Financial Officers and Business Managers listed in AskTED. A courtesy copy is also being distributed to Superintendents.
Coronavirus Relief Fund (CRF) Updates: Operation Connectivity Prior Purchase Reimbursement Program (PPRP) Reimbursement Percentage Announced
The PPRP program will reimburse 84.6% of the eligible costs submitted by LEAs by the application submission deadline. This is an increase from the original 75% reimbursement for the program! Please note that this is only for LEAs that had already applied for reimbursement funds from PPRP; the application is already closed.
***The LEA must submit the required PPRP survey indicating its use of the
reimbursement funds before TEA can send the reimbursement payment to the LEA.***
LEAs that have not received the PPRP survey or are experiencing issues completing it should contact email@example.com for assistance. Unfortunately, we cannot provide you with your survey link - that assistance will have to come from TEA.

General ESSA Updates
Supported Browsers for eGrants System Access
Beginning April 15, 2021, eGrants users will need to use a current version of the Google Chrome browser to access the eGrants system. Internet Explorer should not be used to access the eGrants system any longer due to the fact that functionality is no longer available or the application may not work as expected.
If you are not already a Google Chrome user, you can download the Google Chrome browser at https://www.google.com/chrome/

Parent and Family Engagement Updates
2021 Statewide Parental Involvement (PI) Conference Update
The 2021 Statewide PI Conference will be held December 9-10, 2021, in a virtual setting. This decision was made to protect attendees in this uncertain environment. There will still be exciting keynote speakers and breakout sessions.
The Mark Your Calendar notice and Call for Proposal are attached below. The conference website will go live on April 15, 2021.
If you have questions or need more information, please contact the PFE Statewide Initiative at firstname.lastname@example.org. Once the conference website goes live, the Federal Program Compliance Division will be sharing this information via GovDelivery Bulletin, and we will also share the information with all Region 11 LEAs.
Title III Updates
Title III 20-21 Random Validation Meetings Are Underway with Selected LEAs and TEA
- LEAs have already been notified and have scheduled meetings with TEA in March and April.
- PR3002 TIII, Part A-ELA:
- 2 LEAs per region (independent, no SSAs)
- Part 6: Program Implementation-Questions 2-4 (Parent, Family, Community Engagement)
- 10 LEAs across the state
- Part 3: Program Implementation-Questions 1 (PNPs) and 2 (Enhanced Instructional Opportunities)

Migrant Education Program (MEP) Updates
Please remember to add the Family survey to all student packets (New Student, Transfer Student, and Returning Student packets/online registration). See attached documents, or you can find them on our Title 1 Part C website at https://www.esc11.net/migrant.
