A part, share, or number considered in comparative relation to a whole.
The size of the fish is exaggerated, giving the picture more of a cartoon like feeling.
Here again we have exaggeration of the size of the dog giving the image a fun, playful feeling.
Proportion matters, seeing this design side by side shows how the origninal looks and then the same design but more or less at half of the size of the original.
"Chibi" is a style in which you draw the characters head bigger than the rest of their body making it have a more cartoon like look.
Having the snake next to the berry can show you how much smaller it is by proportion.
Anime is known for having the eyes be more exaggerated and large.

Growing up Dali was drawing and sketching at an early age. Dali attended the Royal Academy of Fine Arts of San Fernando, Dali left the Academy without graduating stating that no one at the Academy was good enough to critique his work. Cubism and Surrealism is what he is most known for "The Persistence of Memory," became icons of the Surrealist movement.
