New Grant Opportunity: 24-25 Stronger Connections Grant Program
Eligibility
Local educational agencies (LEAs) that meet the TEA definition of a high-need LEA, any LEA with high numbers of students living in poverty, as well as LEAs with high percentages of students living in poverty (e.g., at least 40%) where students recently experienced a natural disaster or traumatic event, including the pandemic.Funding
A total of approximately $89,285,990 is available for this grant program.
Description
The purpose of this program is to support systemic change in the way that school districts address and respond to bullying, violence, and acts of hate. Supporting the academic and nonacademic needs of students by providing safe, inclusive, and supportive learning environments will result in improved academic achievement and mental, behavioral, emotional, and physical health and well-being of students.Application Deadline

TEA Message: May 11, 2023: SC5003, Applicant Designation and Certification (ADC) Forms, and Planning Amounts for LEAs Now Available for the 2023-2024 Consolidated Applications
SC5003 – Formula Grants Consolidated Schedule
The SC5003 – Formula Grants Consolidated Schedule is now open in eGrants. Local educational agencies (LEAs) eligible to apply for one or more of the following grants must first complete the SC5003 – Formula Grants Consolidated Schedule:
- 2023–2024 Every Student Succeeds Act (ESSA) Consolidated Federal Grant Application
- 2023–2024 Perkins V: Strengthening Career & Technical Education for the 21st Century and Institutions
- 2023–2024 Special Education Consolidated Grant Application (Federal)
- 2023–2024 Special Education Consolidated Grant Application (State)
The SC5003 must be submitted to access these grant applications once they are available. Only one SC5003 per LEA is available to submit. LEAs must collaborate with appropriate LEA staff to coordinate their responses on the SC5003.
To access the SC5003, log into TEAL and select eGrants as the application. Once in eGrants, click on Special Collections on the menu bar.
Applicant Designation and Certification (ADC) Forms
The 2023-2024 Applicant Designation and Certification (ADC) form is now available for the following grants and grantees:
- Every Student Succeeds Act (ESSA) ADC for ESCs only
- Special Education (Federal) ADC for all LEAs
- Perkins V and Perkins V Institutions ADC for all LEAs
Eligible applicants must first complete the SC5003 – Formula Grants Consolidated Schedule to access the ADC. To access the ADCs, log into TEAL and select eGrants as the application, then click on Grants on the menu bar.
Once the ADC form is certified and submitted by the grantee official, the grant application will be available in eGrants on the specified date below:
- Every Student Succeeds Act (ESSA) – May 18, 2023
- Special Education (Federal) – June 7, 2023
- Perkins V and Perkins V Institutions – June 15, 2023
Eligible applicants must apply through the eGrants system by 5:00 p.m. Central Time, September 1, 2023.
2023–2024 LEA Planning Amounts
Planning amounts for LEAs for formula grants associated with the following are now available and can be viewed on the Entitlements webpage:
- Every Student Succeeds Act (ESSA)
- Individuals with Disabilities Education Act, Part B (IDEA-B) Formula (611) and Preschool (619)
- Strengthening Career and Technical Education for the 21st Century Act (Perkins V)
Please note that these amounts are estimates and based on the latest available information, including US Department of Education (USDE) budget tables. For the grants associated with the 2023–2024 ESSA Consolidated Federal Grant Application, Revised Planning Amounts will be calculated in July/August 2023 when TEA receives its federal Grant Award Notifications (GANs) from USDE.
Completed Gun Free Schools (GFS) & Campus Reports should be submitted after the LEA's last day of instruction.
Submission of the Gun-Free Schools Report is required of all LEAs that request any federal funds in 2023-2024 for any of the programs authorized by the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA).
If an LEA does not submit its Gun-Free Schools Report, TEA cannot issue NOGAs for the LEA’s federal grants.
The due date for the district and campus report(s), if applicable, is June 29, 2023.

Steps for districts
LEAs can review the sample copy of the 2022-2023 SSSP Campus Survey, which can be accessed here.
The AskTED administrator for each LEA and open-enrollment charter school must review and update the contact information for each campus by Friday, May 19, 2023. The link to the instrument will be sent to each campus principal for the district. Open-enrollment charter school TED administrators should submit requests to update AskTED to charteraskted@tea.texas.gov.
Campus principals should look for email with link on June 1, 2023, to be sent from safeandsupportiveschoolprogram@tea.texas.gov.
SSSP Campus reports are due to the agency by the June 30th deadline.

TEA Federal Program Compliance Division Released Statewide Trainings for June 2023
ESSER Updates
COVID-19 School Health and Support Grant (Cycles 1, 2, and 3)
- TEA will be contacting around 55 LEAs about enhanced monitoring, which will ask LEAs to provide local financial documentation for expenditures for this grant program.
- Generally, LEAs will have 10 business days to respond to TEA’s request for documentation regarding expenditures.
CRRSA ESSER II Liquidation Extension Information
- TEA received information from USDE last week regarding the ESSER II liquidation extensions request.
- Information will be sent out to LEAs via GovDelivery and a TTAA letter in the next couple of weeks.
- Obligations for ESSER II must be made by September 30, 2023, and certain obligated costs are subject to the liquidation extension (see 34 CFR § 76.707 – When obligations are made).
- 09/30/2023 - End of grant period for CRRSA ESSER II.
- 09/30/2024 - End of grant period for ARP ESSER III.
