Political machines was owned by the political bosses who where leaders that tried to get votes from graft people. Graft people are people that are easy to get to go your way.In 1872 it cause a scandal in the pacific railroad called the credit mobilier. There was named boss named tweed and he was an american politician most notable for being the boss of Tammany hall. The political bosses would use patronage to get more votes from patrons. Pendleton Civil Service Act made them choose the people based on they skill not by how close you are with a person.
