Adrian Gurzau grew up in the town of Cluj-Napoca Romania, he obtained a bachelors degree at the Orthodox theological institution. He entered politics as a youth and quickly rose through the ranks of PDL, a Romanian liberal political party, as a member of the PDL, he covered all stages, from simple member of the youth organization to Vice President of the county organization of PDL. Adrian Gurzau later joined the new PMP party in 2015, eventually becoming national deputy, member of the Romanian Parliament. In 2016 he runs for elections as Cluj-Napoca's mayor.

Supervise personnel and departments by conducting performance evaluations, providing counsel as needed, performing hiring functions, administering the budget, and assisting department directors with management decisions and ensuring division operations are running smoothly and efficiently.
Manage the development and implementation of the assigned departments’ goals, objectives, policies, procedures and priorities; establishes, within City policy, appropriate service and staffing levels.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
Represent the City and the City Manager to management staff, elected officials, community groups and organizations, and outside agencies; explain, justify, and defend programs, policies and activities; and negotiate and resolve sensitive, significant, and controversial issues.
Manage and participate in the development and administration of the City budget.
Participate in the selection, training, motivation, coaching and evaluation of the management staff; provide or coordinates training and work with employees to correct deficiencies; and implement and administer disciplinary and termination procedures.
Plan, direct and coordinate, through subordinate-level managers, the assigned departments’ work plan; meet with management staff to identify and resolve concerns and problems; assign projects and programmatic areas of responsibility; and review and evaluate work methods and procedures.
Prepare for and participate in meetings by presenting agenda bills at Council meetings, attending Board meetings, listening to proposals and attending local Kerrville functions.
Coordinate assigned departments’ activities with those of other departments and outside agencies and organizations; provide staff assistance to the City Manager and City Council; and prepare and present staff reports and other necessary communications.
Meet and confer with citizens and business interests to handle inquiries and discuss and remedy concerns and problems and discuss City policies and procedures; respond to and solve sensitive inquiries and complaints from both internal and external sources; act as City Manager as required.
Review and sign all higher-level communication, including ordinances and contracts.
Attend City Council meetings and take necessary action regarding Council agenda items.
Provide or coordinate staff support to a variety of boards and commissions; and serve on intergovernmental and citizen committees.
Attend and participate in professional group meetings; and stay abreast of new trends and innovations in the fields of public administration and public relations.
Review and analyze reports, legislation, court cases, and related matters; and direct or personally conduct studies, research, and investigations on a wide variety of administrative and technical areas.
Serve as Acting City Manager in the absence of the City Manager.
Perform other related duties as may be assigned.
