Special Education Plans
- The purpose of the webinar was to train school districts on the Special Education Plan requirements and the new FRCPP system.
- Special Education Plans for Phase 1 and Phase 3 LEAs are available in the FRCPP.
- Special Education Plans for Phase 2 LEAs will be available in July 2022.
- Special Education Phases for LEAs are aligned with the Phases assigned for Comprehensive Plans. Refer to the Comprehensive Plan master list here.
Important Reminders:
- Users must be assigned to the Special Education Plan by the LocalUserAdmin in the "Admin" tab of the FRCPP and assigned the appropriate roles to be able to complete it.
- The Superintendent/CEO information within the "Profile" page is populated from EdNA. If the information is incorrect, please make the changes in EdNA and then allow 48 hours for the integration to occur.
- The print function is available for Special Education Plans within the "Plan Reports and Print" tab.
- If you have any questions about the Special Education Plan process or the transition to the Future Ready Comprehensive Planning Portal, please do not hesitate to contact your assigned Special Education Advisor or Amy Deluca, Division Chief, at amdeluca@pa.gov.
Comprehensive Plans
Not sure what Phase your LEA is for Comp Planning?
- Check the master list here.
Reminder: Ready, Set, Go, along with the Induction Plan (Chp 49), Professional Education (Act 48) Plan, and Gifted Education Plan (Chp 16) require a 28-day public review and Board Approval.
Phase 2 Single Entities (Charters/Cyber Charters/CTCs, AVTs) who are also TSI/Title I or Schoolwide Title I
- Title I plans were due on 9/1/21 in the FRCPP. This is comprised of the “Ready, Set, Go” portion of the plan within the FRCPP.
- When this portion is complete and the building principal has signed the "Approvals and Signatures" page, please email your Federal Programs regional coordinator (if you know who he/she is) AND Amy Lena (PDE) at alena@pa.gov to let them know. The FRCPP will not allow for actual submission to occur without the State Required Reports being complete.
- The State Required Reports, Board Affirmation, and CEO signature are due on August 30, 2022 in the FRCPP, and at that time, you can use the "Submit" button.
- “Ready, Set, Go” and the State Required Reports make up your Comprehensive Plan. Prior to final submission, the Comprehensive Plan, Professional Development Plan, and Educator Induction Plan must be posted for public inspection for 28 days prior to board approval.
Phase 3 Title I Single Entities (Charters/Cyber Charters, CTCs, AVTs)
- Phase 3 Single Entities who are also Title I will complete their Title I Plan in the FRCPP for 2021-2022. This consists of the Ready, Set, and Go sections within the portal.
- Since next year’s Title I Plan overlaps with the Comprehensive Plan, Phase 3 Single Entities will complete the Ready, Set, and Go sections and the State Required Reports by August 30, 2022. The Ready, Set, and Go sections will serve as the Title I portion. Ready, Set, and Go combined with the State Required Reports will serve as the Comprehensive Plan for 2022-2025.
- 2021-2022 - Title I due Sept 1, 2021 (Ready, Set, and Go in the FRCPP)
- 2022-2023 - Title I (Ready, Set, and Go in the FRCPP) due August 30, 2022 (instead of Sept 1st) with the State Required Reports to complete the Comprehensive Plan for 2022-2025.
Implementation of the Comprehensive Plan can begin as soon as it is approved by PDE but must begin by: (Note: these do not change even with the new due dates.)
Phase 1 – July 1, 2020 (Plan covers July 2020 - June 2023)
Phase 2 – July 1, 2021, *Begin immediately if submitted after that date.* (Plan covers July 2021 - June 2024)
Phase 3 – July 1, 2022 (Plan covers July 2022 - June 2025)

- This document provides an interpretation of the symbols users will see within the plan that requires revisions and provides guidance on how to resubmit.
- This document outlines how to download a Word/PDF version of a report/plan.
- This feature allows you to easily create a report for the Comprehensive Plan, Induction Plan, Gifted Education Plan, and Professional Development Plan that can be posted for the required 28-day public review period.
FRCPP Features
Plan Monitoring
- Once a plan has been submitted, the "Plan Monitoring" tab will become active.
- Within this section, you can monitor your progress toward your measurable goals, action plans, and action steps.
- You will not be able to adjust your measurable goals but you will be able to make adjustments to your action plans and professional development needs.
- Locate the section labeled, "Other Required Reports."
- Click on the "Gifted Education Plan Assurance (Chapter 16)" link.
- Scroll down to the grey box and click where it says, "Check if Charter/Cyber Charter School or Occupational CTC and gifted services are not provided."
- A green checkmark will now appear for that report.

FRCPP Updates
2020-2021 School Plans
- 2020-21 school year plans have been archived.
- To access them please select "2020" in the "Year" field when searching within the FRCPP.
- Next year’s School Plans were released on January 31, 2022.
K-12 Guidance Plan (339)
- The K-12 Guidance Plan (339) is available in the FRCPP for all phases.
- Click here for the Master Phase configuration list. (This is now aligned with Comp Plan and Special Education Phases.) The following letter went out to the field on 3/11/22 to address the change in phases for LEAs.
- If you need assistance completing the K-12 Guidance Plan, a how-to guide can be found here.
- Guidance Plans are due the year after the Comprehensive Plan is due.
Comprehensive Planning Update
The Academic Standards and Assessment section in the Chapter 4 report has been updated in the portal to reflect the Act 13 guidelines, which were recently approved.
- As with Act 82, Charter Schools are exempt from Act 13. However, if they choose to follow Act 13, they should answer the questions. If they are not following Act 13, they can use the checkbox to opt-out.
- The drop-down choices under “Elementary School, Middle School, and High School” have been updated to include “Does Not Apply” since some LEAs do not have teachers at every grade level.
When a new School Improvement Plan goes live:
- The "Ready" and "Set" sections will be prepopulated for users.
- The "Go" section will have "analyzing" and the measurable goals prepopulated and users will be able to add in new targets.
When a new Comprehensive Plan goes live:
- The "Ready" section will be prepopulated for users.
- The “Set," "Go," and all State Required Reports which are submitted as part of the Comprehensive Planning process will need to be updated.
*Please note:
- No pre-population will occur between a school-level plan and a district-level plan unless the LEA is a single entity. In that case, the school and the LEA Comprehensive Plan are one and the same. Therefore, a single entity will check and update Ready, Set, Go yearly if they are designated (CSI, ATSI, TSI, Schoolwide Title 1).
Reminder:

COVID Resources:
In response to rising case numbers and requests from school leaders for additional support, the Pennsylvania Department of Education (PDE) and Pennsylvania Department of Health (DOH) implemented changes to the K-12 school COVID-19 case and close contact reporting process as of Friday, October 8, 2021.
LEAs can now log into the FRCPP to view the changes and access the notification letters and the reporting survey. Both are located in the FRCPP Resources section.

Act 13 Educator Effectiveness Resources Toolkit and Webinar Series
With the implementation of Act 13 Educator Effectiveness, the Department has published a toolkit and has set a schedule of webinars to address critical topics surrounding effective implementation of Act 13.

PDE Data Summit
A New Beginning: Cultivating Safe and Equitable Systems for School Improvement
The Pennsylvania Department of Education's (PDE) 2022 Data Summit is being scheduled for onsite in Hershey. However, the team does have a contingency plan, and we will be ready to go virtual, if necessary. If the Summit must be held virtually, there will be a price reduction from what you originally see from our onsite registration costs. Either way, participants will have opportunities to learn, connect, ask questions, and discuss education data with school staff and educators from across the state. Keynote speakers and breakout sessions will offer information, resources, and tools on a wide variety of topics, from reporting school data and improving data quality, to school improvement, to equity and inclusion, making data decisions, cybersecurity, and more. Our goal is for attendees to experience impactful professional learning opportunities, gain technical skills, and leave with a better understanding of data and how it can be used to support and benefit the school communities they serve.

Finding Root Cause
Identifying root cause is a critical step in school's continuous improvement process. However, it is sometimes short-changed, discussed at a surface level, or skipped altogether. This webinar will first provide a brief background on why this process is so critically important in the selectin of evidence-based strategies and the development of action plans and how data informs decisions about the highest impact variables to consider those that are likely influencing the outcomes noted. This session will also offer several processes and protocols that can be helpful in providing structure to the root cause identification process. Tools such as the Fishbone, 5 Whys, Affinity protocols, and LAUNCH will be explored, along with how to incorporate the Digging Deeper Guides into a structured process.

Two Views of Data Use - Analyzing District Data & Supporting Principals in Data Use

Finding the Most Powerful Root Cause(s) Based on Scatterplot Data!
Using the PVAAS Scatterplot reports can help a data team begin to hone in on the variables that might be at the root of what is seen in the data. For example, variables that might be responsible when there is high achievement and low growth are likely different from those where there is low achievement and high growth, or low achievement and low growth. This webinar will provide information on the use of PVAAS scatterplots in order to delve more deeply into how to determine the starting point(s) and highest impact variables when engaged in the exploration of root cause. Auditing Your Assessments: Is What You Are Using Working?
We have an assessment map/plan, but is it designed to meet the needs of our students? How do we know this? How often do we evaluate and/or revise our assessment map? Auditing your assessment map is an annual task that can be effectively undertaken with the application of a few key strategies that focus on features such as the purpose of the assessment, timing of the assessment and results availability, cost, and other important factors. Auditing for redundancy, consistency, vertical articulation, balance and comprehensiveness across a K-12 system will be discussed in this webinar. Preparing for an Efficient Roster Verification Process
Preparing for PVAAS Roster Verification is critical as the data counts toward an educator's evaluation with the spring 2022 roster verification process serving as data to support year one data in a teacher's three-year rolling average. This session will provide an overview of the PVAAS roster verification process and the key responsibilities of teachers, principals, and district administrators throughout the eight-week process. Tips will be shared on how staff can efficiently use their time in the four roster verification phases to ensure rosters are accurate and verified during the allotted timeframes. Time will be allotted for questions and a review of available resources.

Building Capacity to Support English Learners & Your ESL Program: A Look at How PVAAS Can Support that Work
PVAAS is a powerful tool to assist educators in planning instruction and resources to best meet the needs of students, including your English Learners. It can also be a valuable tool, when used with other data, in helping to evaluate and assess your ESL services. This webinar will focus on analyzing the impact of your ESL program with several key PVAAS reports, and how other PVAAS student-level data can be used to support goal setting and the determination of supports for your English Learners.

PA Data Powershots
- PA Data Powershots are short videos, generally, less than 10 minutes, designed to support educators in the understanding and use of data within the context of decision-making at the district, school, grade/subject, classroom, and student levels.
- Each PA Data Powershot is focused on a specific concept, skill, report, or use of data – and can be used for individual educator learning or within larger groups such as data team meetings or professional learning communities.

As we plan for the 2021-22 school year, the Pennsylvania Department of Education (PDE), PA Intermediate Units (IUs), and Pennsylvania Training and Technical Assistance Network (PaTTAN) provide this resource bank for school leaders with the goal of helping teachers, support staff, families, and students emerge from these unprecedented times and start a new school year stronger than ever and focused on accelerating learning.
To offer support, we turn our focus to these critical needs and opportunities and offer a new phase of the Roadmap: Accelerated Learning through an Integrated System of Support.
This new series provides a systematic process and technical support for school communities to make key decisions for the start of the new year. It introduces a Cycle of Continuous Improvement mindset that will lead to strategic vision, needs assessment, planning, implementation, monitoring, and adjusting. Most importantly, each system supports the success of the others.
