LCAPs Coming Down the Home Stretch
During the final review process we use the CCSESA LCAP Approval Manual as our guide to ensure all the criteria for approval has been addressed. If all required information is present and reported you will receive an email from the LCAP Advisory Service Department that your LCAP has been reviewed and meets the criteria for approval pending budget review. Formal LCAP and Budget approval letters will come out before September 15.
If information is missing or inaccurately reported, we will seek clarification from using a Clarification Table. This document will be sent to districts identifying the specific issues needing clarification and/or revision. A district can provide the required clarification directly on the table and resubmit it to the SCCOE.

LCAP Template Redesign Update
At the last session, the CDE shared some potential options they were considering but was adamant that nothing has been decided. Recent amendments to legislation will require that the new template include expenditure summary tables that show how each action is funded and which actions are marked as contributing to the increased and improved service requirement. How this will be organized is still being determined.
The CDE plans to take a draft to the State Board of Education at the September Board meeting and hopes that the redesigned template is adopted at the November meeting.
2019-20 AAN/SF Network Lunch and Learn Meetings
We have extended the time a bit to include additional network time and more time to share over lunch. Meetings will be from 11:15-2:00 with the last half hour dedicated to specific breakouts. Put the following dates on your calendar. 9/26/19, 10/24/19, 11/21/19, 1/23/20, 3/26/20, 4/23/20, & 5/21/20.
We hope you will plan on joining us.

- Addendum Submission deadline: June 30, 2019
- LCAP Addendum must be local board approved before being submitted (date required)
- After Submission- individual departments will review/ask for clarification and give final approval.
- Approvals will go to SBE in fall

Districts & Teachers Needed to Pilot the OPTEL (Observation Protocol for Teachers of English Learners)
The California Department of Education and West Ed are looking for teachers to volunteer to participate in a pilot study of a new instrument to standardize criterion 2 of the reclassification criteria. We seek to collect teacher ratings about English learner (EL) students’ language use in the classroom as they engage in academic content learning. Pairs of teachers will collect ratings on four EL students between August 12 and September 4. We need teachers with a variety of expertise (including content area teachers, special education teachers, new teachers, and teachers who are not familiar with 2012 California’s English Language Development Standards). We will be collecting ratings on EL students at all levels of English language proficiency, including EL students who have Individualized Education Programs and Section 504 plans.

Access to Assessment Results Available for Local Use
Student scores for the CAASPP for ELA and math are currently available in the Online Reporting System (ORS). Aggregate to student level information is available. If you have not accessed ORS please see the quick guide. The Assessment Target Reports provide the most granular aggregate information. Proficiency level and areas of strength/weakness information is provided by LEA and school grade levels. The uploading of rosters is required to view these reports at the student group or classroom level.
Additionally, student scores for the ELPAC are available in the Test Operations Management System (TOMS). Both data systems are secure and accessible to approved administrators and/or testing coordinators who are trained in protecting student privacy.
The early results will give LEAs timely information about student learning to support instructional planning for the coming year. Student achievement and proficiency results may also inform the development of LCAPS and educational programs. Assessment results from the ORS and TOMS are not embargoed. Districts are encouraged to use their results for local planning, including public meetings with your local governing board.
This preliminary data will not include information for the California Alternate Assessments (CAA) for ELA and Mathematics, the CAA for Science, the California Science Test, or the California Spanish Assessment.
Final data for the CAASPP and ELPAC will be released publicly by CDE later this year, and will be available on the CDE public reporting site.
Revised Self-Reflection Tool for Priority 3 (Family Engagement)
On March 14, 2019, the State Board of Education approved a revised self-reflection tool for Priority 3 (Family Engagement) to inform reporting in the 2019 Dashboard.
The revised self-reflection tool was developed based on current research, the requirements of AB 2878, and the recommendations of the Ad Hoc Family Engagement Workgroup. The new tool asks LEAs to engage in a self-reflection process focusing on three areas: Building Relationships, Building Partnerships for Student Outcomes, and Seeking Input for Decision-making. LEAs are expected to engage stakeholders to determine their level of implementation of specific practices and identify focus areas for improvement, including how the LEA will improve the engagement of underrepresented families. As described in the instructions, the results of the self-reflection process should be used to inform the development of the LCAP.

Save the Date: CAASPP & ELPAC Pretest Workshop
The purpose of this workshop is to provide information to LEA coordinators on how to prepare for and administer the Smarter Balanced Summative Assessments for ELA and math, California Science Test (CAST), California Alternate Assessments (CAAs), California Spanish Assessment (CSA), and Initial and Summative English Language Proficiency Assessments for California (ELPAC).
The target audience for the pretest workshops is LEA CAASPP coordinators and ELPAC coordinators who are responsible for disseminating information to their test administration staff. Registration and more information will be announced in the coming months; please save one of the following dates to attend:

Supporting Continuous Improvement at Scale
Continuous improvement is a holistic and research-based approach to education grounded in the belief that every system is designed to achieve the results it gets; therefore, change must be system-wide, not piecemeal. California is a national leader in the continuous improvement movement that is spreading throughout school districts. At its annual conference in February 2019, PACE convened a panel of California educators working on the cutting edge of continuous improvement. In this brief, three leaders share details of their work including how they started, the challenges faced, and the lessons they’ve learned along the way:
- Christine Roberts, an improvement specialist for the Central Valley Networked Improvement Community (CVNIC);
- Yee Yang, principal of Caroline Wenzel Elementary School in Sacramento City Unified School District; and
- Sujie Shin, deputy executive director of the California Collaborative for Educational Excellence.
