Hello CTE Friends!
Does anyone else feel like when November 1st rolls around, that time speeds up? We start preparing for the holiday rush, all the wonderful celebrations, traditions, food, and start looking forward to some time off with family. I won't say to rest, because I think this is a time to enjoy, but rarely a time of rest. Well, it happened, the calendar turned to November, and I feel a little like the holiday race has commenced!
As we prep for finals, check spring semester schedules, and begin planning for this semester to wind down so our family life to take center stage for a bit, I challenge all of you to find small ways to think of and do for those that will not easily have a joyful Thanksgiving. Encourage your CTSO's to engage in service projects. Find ways to celebrate and show how thankful you are for your work family. Be intentional about building time in your schedule to reflect on the wonderful things you have all accomplished in this crazy year of 2021. How might you fill the bucket of those around you, so they feel appreciated? Sometimes a simple note or thank you is all that is needed to make someone's day.
Let me be the first to say, I'm thankful for all of you. Thankful for the love you put into serving students and caring for your co-workers. The world is a better place because of what you do every day! I was grateful for those I was able to see last week at our Pathways to Texas CCMR Summit and look forward to more opportunities to gather with all our wonderful CTE family.

What’s New in Performance Reporting
Accountability System Development
The Accountability Technical and Policy Advisory Committees convened at the end of September to discuss the 2022 accountability rating system. To view meeting materials and notes, visit the 2022 development webpage.
The committees will reconvene next week and at the beginning of December to discuss the accountability system redesign scheduled for implementation in 2023.
2021 Reporting
Performance Reporting is resurrecting the Texas Performance Reporting System (TPRS) next week. This comprehensive and dynamic reporting system will replace the Texas Academic Performance Report (TAPR) HTML System and will be updated on a rolling basis as new data are available.
The preliminary 2020–21 TAPR PDF will be released in November, with the final version to follow in January. The final version will only differ for eligible campuses that opt into the 2021 optional alternative evaluation and have an Acceptable label applied.
Performance Reporting Q&A
Where can I find resources related to the College, Career, and Military Readiness component?

Proposed New 19 TAC Chapter 127, Texas Essential Knowledge and Skills for Career Development, Subchapter G, Education and Training; Subchapter I, Health Science; Subchapter J, Hospitality and Tourism; Subchapter M, Law and Public Service; and Subchapter O, Science, Technology, Engineering, and Mathematics
Summary: The proposed new sections would update the standards to ensure the standards remain current and better support the revised career and technical education programs of study.

September 2021 SBOE meeting
Public Comment Period:
October 8, 2021-5:00 p.m. on November 12, 2021. The SBOE will take registered oral and written comments on the proposal at the appropriate committee meeting in November 2021 in accordance with the SBOE board operating policies and procedures. A form for submitting public comments on proposed SBOE rules is available on the proposed SBOE rules web page.
Proposed Effective Date:
20 days after filing as adopted with the Texas Register

When will the 2022 College, Career, and Military Readiness (CCMR) Tracker be released?
The 2022 CCMR Tracker will be updated next spring with students who were enrolled in grades 9–12 on the 2021–22 PEIMS snapshot (October 29, 2021). Performance Reporting will follow a similar timeline as this year and update the tracker in two stages.
- March 2022: CCMR outcomes reported for TSDS PEIMS, TSIA results, and OnRamps course completion through the 2020–21 school year
- Summer 2022: CCMR outcomes for SAT, ACT, AP, IB, and level I/II certificates through the 2020–21 school year

PEIMS Extract and CTE Tiered Funding
In the past, when all CTE courses received the same weighted funding, a student’s enrollment could be compiled up to a maximum of V6 and multiplied by 1.35. The new Tiered funding complicates this process, resulting in changes to reporting.
New rule impacted by:
- An individual student will still max out on CTE funding at the V6 level.
- The most any individual CTE course can receive is V3. (No CTE class can earn more than the equivalent of three class periods of instruction.)
What this looks like:
A student may total up to V6 and not have all of this receive the same weighted funding.
V1 for Business Law 13011700 (Tier 2 funding) + V1 for Professional Communications – 13009900 (Tier 2 funding) (for one semester) + V3 for Career Prep I – 3 credits 12701305 (Tier 3 funding) + V1 for Anatomy and Physiology 13020600 (Tier 3 funding).
Semester 1: V1 + V1 + V3 + V1 = V6
Semester 2: V1 + V3 + V1 = V5
But they are not all worth the same financial value.
Tier 1 = 1.10
Tier 2 = 1.28
Tier 3 = 1.47
Student Total = V6 for first semester and V5 for second semester under old system.
- Semester 1: V2 x Tier 2 funding and V4 x Tier 3 funding
- Semester 2: V1 x Tier 2 funding and V4 x Tier 3 funding
Now reporting now must be done based on an individual course (Using the course ID PEIMS code) due to the different levels of funding.
Change to CTE Code
Currently, CTE courses are codified in 19 TAC Chapter 130. Due to the current structure of Chapter 130, there are not enough section numbers available to add all of the proposed new courses in their assigned subchapters.
To accommodate the addition of these new courses and future courses, the CTE TEKS in Chapter 130 are proposed to be moved to the existing 19 TAC Chapter 127, Texas Essential Knowledge and Skills for Career Development, and that the chapter be renamed "Texas Essential Knowledge and Skills for Career Development and Career and Technical Education." The move of CTE subchapters from Chapter 130 to Chapter 127 will take place over time as the TEKS in each subchapter are revised.
The proposed new sections address the areas of education and training, health science, hospitality and tourism, law and public service, and STEM and would introduce new standards for early learning, healthcare administration, nursing, pharmacy, and computer-aided design. The proposal recommends that the new sections be implemented over the course of three school years from 2022-2023 to 2024-2025 in order to allow sufficient time for districts to prepare for the implementation of new standards and for the development of instructional materials and other resources.

College Board Fall Counselor Workshops
The College Board has posted the Fall Counselor Workshops for on-demand viewing. These 90-minute live workshops were initially presented online, August 26–October 7. If you were not able to participate in the scheduled workshop, follow the links below for a recording. The Fall 2021 Counselor Workshops cover key updates on SAT Suite of Assessments, AP Program, BigFuture college planning resources, including College Board Opportunity Scholarships for the Class of 2022 and Student Search Service.
- New Counselor Workshop: Designed for high school counselors with 0–2 years of experience, this workshop will provide the traditional Counselor Workshop updates with additional details to support newer counseling professionals.

Dual Credit MOU Review and Resources
The Texas Education Agency (TEA) has engaged a research team at The University of Texas (UT) to collect and review Dual Credit Memorandum of Understanding (MOU) agreements school districts have with institutions of higher education. Findings will be used to support districts in developing MOUs and sharing best practices. Districts that serve students in grades 9-12 are asked to complete the short survey and upload all current Dual Credit MOUs by November 15, 2021.
College Board Opportunity Scholarships
The College Board Opportunity Scholarships for the class of 2022 is underway. Students complete six activities for a chance to win a $500 scholarship for each activity. If students complete all six activities, they will be entered into a chance to win a $40,000 scholarship. Please see the timeline below on when each activity ends throughout the year. Note that two of the activities must be completed by the end of October.

Drones in the Classroom Conference and the ARISE Drone Challenge
Drones in the Classroom Conference
Registration is now open for the Drones in the Classroom Conference on November 20, 2021. You can find the registration link on the ARISE website or simply go to https://smu.nbsstore.net/drones-in-the-classroom-virtual-conference-registration-4.
Who: This conference is for teachers, administrators, drone developers, curriculum developers, drone trainers, and students.
When: November 20, 2021, at 9:00 a.m. - 5:00 p.m. CST
Where: LexGo Conference Interface. The conference will be virtual again in a new interactive environment.
What: There will be presentations and exhibits on drone curriculum, drone competitions, drone hardware and software, the drone industry, drone safety, drone regulations, and much more.

ARISE Drone Challenge
We are currently preparing the kickoff for the first ARISE Drone Challenge. We are developing this competition as a high school-level engineering design team challenge. The tournaments will be in the spring of 2022. This fall, we will host virtual coaches’ clinics for interested teams. The first will be a Kickoff event where we will reveal the rules of the game and drone missions. The next three events will be coaches’ clinics to prepare the drone team coaches for the season. During these workshops, you will learn about the drone platform, more about the rules and missions, drone curriculum that you can use with your team, and even how to host a tournament in your area.
If you are interested in learning more about this competition, please contact DroneEd@smu.edu or watch for more announcements in other newsletters. Currently, we have four regions for the competitions: 1) Dallas, TX, 2) Chicago, IL, 3) New York and northeast, and 4) California and west. Each region has a coordinator who will be organizing the tournaments in the region.

Battle of the Blooms
Birdville ISD is excited to be hosting its first annual BCTAL’s Battle of the Blooms Floral Design Contest. This event, scheduled for December 7th, will offer individual, team, and teacher competition categories so that everyone can get involved.
Students do not have to be FFA Members and can compete in both the individual and team categories! Registration is open on JudgingCard.com and will close on November 12th!
