A message from the Superintendent
Dear Parents and Patrons,
Budget preparation time of the year is upon us again. I say preparation because your Fulton Board of Education and Administrative Team diligently monitor and adjust the current budget, including revenues and expenditures, monthly. Even though your Board of Education is beginning the upcoming 2016-2017 (2017 Fiscal Year or FY17) School Year budget process, perhaps a quick review of the current year might be beneficial for future discussions of next year.
District revenue sources include:
Local funds: ad valorem taxes (property taxes), state wide sales tax (proposition C)
State funds: state aid (school district foundation formula), classroom trust fund (gaming revenue)
Federal funds, special education and other restricted funds.
These are the major fund categories that contain many minor subcategories and restrictions.
The Special Revenue (Teachers Fund) and Incident Fund, known as our Operating Funds include:

Why the comparison? We need to understand that state support is decreasing. The Missouri Legislature is realigning school funding to the local level. To maintain a Fulton quality education, our community will be asked to increase local support.
Where does the money go? Operating revenue is used for salaries, benefits, services, supplies and most every item a student needs in the classroom. Eighty-one percent (81%) of the current operating budget or $16,164,948 is paid as salary or benefits to Fulton faculty and staff. It is interesting to note that of the $12.4 million in annual payroll, 75% or $9.3 million is paid to individuals within the 65251 zip code. Of the remaining 19%, $3.7 million is dedicated to supplies and services, and approximately $900,000 is paid to vendors in the Fulton community.
Please note the preceding discussion did not include Debt Service or Capital Expenditures which will be reviewed in future discussions along with budget development for next year.
