What branch of government does Article 1 deal with?

Article 1 deals with the Legislative branch.

Qualifications of Congressmen

Representatives must be 25 years old, they must be citizens of the United States for 7 years, and residents of the state they represent. Senates must be at least 30 years old and must have been citizens of the United States for at least 9 years.

Meeting times of Congress

The 20th Amendment, was ratified in 1933, this Amendment has changed the date of the opening of the regular session of Congress to January 3rd.

Rules of Congress
