The 27th Amendment allows congress to ask the citizens (we the people) for a pay raise during their term when they feel that they should be paid more than what they are making for their work they are doing to help their nation.

Came up with the idea of the 27th amendment but never got adopted until a Texas University student discovered the paper in a book while doing research for a school paper and later accepted in 1992.
