Submit your SC5003 Consolidated Schedule under the Special Collections tab for the ESSA application to open.
The 2023-2024 ESSA Consolidated Grant Application is now available in eGrants. Allocations for eligible applicants are available and can be viewed on the Entitlements page. The Application Designation and Certification (ADC) form must be submitted before the grant application is available in eGrants, but please remember that eligible applicants must first complete the SC5003 – Formula Grants Consolidated Schedule to access the ADC. Opened May 18th and closes September 1, 2023.

- Summer School - Make sure student demographics are obtained for all ESSER funded summer school programs; this will be needed for the next USDE ESSER report.

2022-2023 ESSA Compliance Reports
TEA is announcing the availability of the following compliance report, authorized under the Elementary and Secondary Education Act (ESEA) of 1965, as amended by the Every Student Succeeds Act (ESSA).
- 2022-2023 ESSA Consolidated Compliance Report
Description
Each program under the 2022-2023 ESSA Consolidated Grant Application for Federal Funding has a program compliance report. All LEAs that applied for funding on their own, as fiscal agents, or as members of shared services arrangements in the 2022-2023 grant year are required to complete applicable compliance reports. The reports are designed to collect data on program participation, expenditures, and program compliance. A sample of the compliance reports, instructions, and training videos are available on the Federal Program Compliance Division web page through the Division Resources section.
Reporting Deadline
Compliance reports are due via eGrants by September 29, 2023.

State's School Safety/Mental Health Training Requirements
Visit the state’s school safety/mental health state training requirements that include the TEC code, TASB policy, and many other items a district needs to be aware of under our District Resources page.
Title IV, Part A Federal funds cannot be used to meet state or local safety and mental health requirements. LEAs and ESCs can use this chart to help with Title IV, Part A use of funds questions.
Below are links to several state and local required activities that overlap with Title IV, Part A Federal Programs. The LEA would have to meet these requirements before using Title IV, Part A funds to supplement additional needs.

ESSER II, III, & SUPP
Grants END dates including tydings period:
- ESSER II ends on September 30, 2023
- ESSER SUPP ends on August 31, 2023
- ESSER III ends September 30, 2024
ESSER II Liquidation Extension - LEAs may request a liquidation extension through TEA for up to 14 additional months after the standard liquidation period (until February 2025). All costs under ESSER II, must be fully obligated by September 30, 2023. Certain obligated costs may continue to be received and paid during the liquidation period extension. The extension does not cover all types of costs, i.e., staff salary or travel.
ESSER SUPPLEMENTAL REMINDER: You must spend 62.5% on enrichment/learning loss activities as outlined in the ESSER Supplemental grant.
ESSER III - RIPICS Plan reviews/updates are not required after 9/30/2023. If audited, you must have documentation of the required RIPICS Plan reviews/updates every six months through 9/30/23.

Fiscal Validations
ESSER I, ESSER II, and ESSER III Fiscal Validations
LEAs receive notification of fiscal validation and have 10 days to submit documentation via a secure link.
Title I Equitable Services Update
On May 17, the U.S. Department of Education (Department) published updates to the document, Title I, Part A of the Elementary and Secondary Education Act of 1965, as Amended by the Every Student Succeeds Act: Providing Equitable Services to Eligible Private School Children, Teachers, and Families (Title I Equitable Services Non-regulatory guidance).
The updated guidance, as well as a summary of the Department’s response to comments that it received on the draft update to the guidance that was released on November 10, 2022, are available here: https://oese.ed.gov/offices/office-of-formula-grants/school-support-and-accountability/title-i-part-a-program/resources/.
The updates to the Title I Equitable Services Non-regulatory guidance primarily focus on long-standing requirements concerning consultation and extrapolation of survey data. The purpose of the updates is to share with the entire field additional information about these requirements to support their implementation.

- Notify parents of their right to request and receive information regarding the professional qualifications of the student’s classroom teachers. ESSA Section 1112 (e)(1)(A)
- Consult with parents and families to jointly develop or revise and agree upon and distribute the District and Campus Parental Engagement Policies. ESSA Section 1116 (a)(2) and (b)(1)
- Consult with parents and families to develop or revise and agree upon the School-Parent Compact. ESSA Section 1116 (d)
- Each Title I, Part A campus has a school-parent compact that outlines how the parents, the entire school staff, and the students share responsibility for improved student achievement and by the means the school and parents will build and develop a partnership to help children achieve the State’s high standards. ESSA Section 1116 (d)
- Schedule two (2) fall Title I, Part A Annual Parent Meetings – different days and different times during the day, per TEA (usually convene meeting in September). ESSA Section 1116 (c)(1)
- Shall provide assistance to parents in understanding the challenging State standards, State and local assessments, and how to monitor a child’s progress. (This can be provided at a time other than August.) ESSA Section 1116 (e)(1)
- Shall provide materials and training to help parents to work with their children to improve their children’s achievement. (This is frequently provided as an ongoing task through the school year.) ESSA Section 1116 (e)(2)
- Shall educate teachers, specialized instructional support personnel, principals, and other school leaders, and other staff members, with the assistance of parents, in the value and utility of the contributions of parents. (The training could be at a time other than August.) ESSA Section 1116 (e)(3)
