Important Due Dates
All plans listed below are to be completed/ submitted in the Future Ready Comprehensive Planning Portal (FRCPP).
- Phase 1 - Due November 30, 2022 (Opening in the FRCPP in August 2021.)
- Phase 2 - Due November 30, 2021 (Extension granted by PDE)
- Phase 3 - Due March 30, 2022 (Extension granted by PDE)

Reminder: Induction (Chp 49), Professional Education (Act 48), and Gifted Education (Chp 16) Plans require 28-day public review and Board Approval.
Phase 2 Single Entities (Charters/Cyber Charters/CTCs, AVTs) who are also TSI/Title I or Schoolwide Title I
- Title I plans are due on 9/1/21 in the FRCPP. This is comprised of the “Ready, Set, Go” portion of the plan within the FRCPP.
- When this portion is complete and the building principal has signed the "Approvals and Signatures" page, please email your Federal Programs regional coordinator (if you know who he/she is) AND Amy Lena (PDE) at alena@pa.gov to let them know. The FRCPP will not allow for actual submission to occur without the State Required Reports being complete.
- The State Required Reports, Board Affirmation, and CEO signature are due on November 30, 2021 in the FRCPP, and at that time, you can use the "Submit" button.
- “Ready, Set, Go” and the State Required Reports make up your Comprehensive Plan. Prior to final submission, the Comprehensive Plan, Professional Development Plan, and Educator Induction Plan must be posted for public inspection for 28 days prior to board approval.
Phase 3 Title I Single Entities (Charters/Cyber Charters, CTCs, AVTs)
- Phase 3 Single Entities who are also Title I will complete their Title I Plan in the FRCPP for 2021-2022. This consists of the Ready, Set, and Go sections within the portal.
- Since next year’s Title I Plan overlaps with the Comprehensive Plan, Phase 3 Single Entities will complete the Ready, Set, and Go sections and the State Required Reports by June 30, 2022. The Ready, Set, and Go sections will serve as the Title I portion. Ready, Set, and Go combined with the State Required Reports will serve as the Comprehensive Plan for 2022-2025.
- 2021-2022 - Title I due Sept 1, 2021 (Ready, Set, and Go in the FRCPP)
- 2022-2023 - Title I (Ready, Set, and Go in the FRCPP) due June 30, 2022 (instead of Sept 1st) with the State Required Reports to complete the Comprehensive Plan for 2022-2025.
Implementation of the Comprehensive Plan can begin as soon as it is approved by PDE but must begin by:
Phase 1 – July 1, 2020 (Plan covers July 2020 - June 2023)
Phase 2 – July 1, 2021, *Begin immediately if submitted after that date.* (Plan covers July 2021 - June 2024)
Phase 3 – July 1, 2022 (Plan covers July 2022 - June 2025)
To help organize your planning efforts, the PA Planning Team and IU contacts across the state have developed suggested timelines for your reference. Feel free to use these to organize how your LEA will tackle the comprehensive planning process.
Special Education Plans:
- Phase 1 - Due May 1, 2022
- Phase 2 - Due May 1, 2023
- Phase 3 - Due March 1, 2022 *UPDATED*
- The purpose of the webinar was to train school districts on the Special Education Plan requirements and the new FRCPP system.
- Special Education Plans for Phase 3 LEAs are now available in the FRCPP.
- Users must be assigned to the Special Education Plan by the LocalUserAdmin in the "Admin" tab of the FRCPP and assigned the appropriate roles to be able to complete it.
- The Superintendent/CEO information within the "Profile" page are populated from EdNA. If the information is incorrect, please make the changes in EdNA and then allow 48 hours for the integration to occur.
- The print function is available for Phase 3 Special Education Plans within the "Plan Reports and Print" tab.
- Special Education Plans for Phase 1 LEAs will be live in the FRCPP in late summer/early fall 2021.
- If you have any questions about the Special Education Plan process or the transition to the Future Ready Comprehensive Planning Portal, please do not hesitate to contact your assigned Special Education Advisor or Amy Deluca, Division Chief, at amdeluca@pa.gov.
School Improvement Plans (CSI and A-TSI)
The next submission date is June 30, 2022.
Title I Schoolwide Plans for Non-designated Schools and TSI Designated Schools
The next submission date is September 1, 2021.
Charter School Annual Report
- These were due for submission by August 1, 2021.
Users must be assigned to the CSAR by the LocalUserAdmin in the "Admin" tab of the FRCPP and assigned the appropriate roles to complete it.
- The Charter School Office has provided the following training video to help schools navigate the FRCPP and complete the Report.

Helpful Hints for Submission of Plans Within the FRCPP
This document includes:
- a thorough explanation with screenshots on how to register for the FRCPP and gain access to plans.
- directions for the LocalUserAdmin on how to assign users to plans and give them permissions to those plans.
Selecting the Correct User Role for the FRCPP
- This document highlights the differences between the LocalUserAdmin and LocalUser roles to help determine which role to register for. (Note - users can only hold ONE of these roles, not both.)
Helpful Hints for Submission of Plans Within the FRCPP
- This document provides troubleshooting ideas for the most common issues we see when people are working within the FRCPP and unable to submit and/or sign off on plans.
- This document provides specific tips for uploading affirmation statements, signing off on plans, and submitting plans.
Plans Requiring Revisions
- This document provides an interpretation of the symbols users will see within the plan that requires revisions and provides guidance on how to resubmit.
- This document outlines how to download a Word/PDF version of a report/plan.
- This feature allows you to easily create a report for the Comprehensive Plan, Induction Plan, and Professional Development Plan that can be posted for the required 28-day public review period.
FRCPP Features
Plan Monitoring
- Once a plan has been submitted, the "Plan Monitoring" tab will become active.
- Within this section, you can monitor your progress toward your measurable goals, action plans, and action steps.
- You will not be able to adjust your measurable goals but you will be able to make adjustments to your action plans and professional development needs.
- Locate the section labeled, "Other Required Reports."
- Click on the "Gifted Education Plan Assurance (Chapter 16)" link.
- Scroll down to the grey box and click where it says, "Check if Charter/Cyber Charter School or Occupational CTC and gifted services are not provided."
- A green checkmark will now appear for that report.

FRCPP Updates
Single-entity Comprehensive Plans and School Plans
How-to guides have been created to help users with accessing and completing their new School Plan in the FRCPP. Please use the links below to access these resources.

When a new School Improvement Plan goes live:
- The "Ready" and "Set" sections will be prepopulated for users.
- The "Go" section will have "analyzing" and the measurable goals prepopulated and users will be able to add in new targets.
When a new Comprehensive Plan goes live:
- The "Ready" section will be prepopulated for users.
- The “Set," "Go," and all State Required Reports which are submitted as part of the Comprehensive Planning process will need to be updated.
Reminder:
- Phase 2 CSI and ATSI Single Entities are required to submit their State Required Reports, Board Affirmation, and CEO signature if they haven't already done so by November 30, 2021.
- Prior to final submission, the Comprehensive Plan, Professional Development Plan, and Educator Induction Plan must be posted for public inspection for 28 days prior to board approval.
*Please note:
- No pre-population will occur between a school-level plan and a district-level plan unless the LEA is a single entity. In that case, the school and the LEA Comprehensive Plan are one and the same. Therefore, a single entity will check and update Ready, Set, Go yearly if they are designated (CSI, ATSI, TSI, Schoolwide Title 1).
When system maintenance needs to occur within the FRCPP, users will see a message a few days before in the "News and Updates" on the FRCPP Home Screen.

Accelerated Learning Through An Integrated System of Support
As we plan for the 2021-22 school year, the Pennsylvania Department of Education (PDE), PA Intermediate Units (IUs), and Pennsylvania Training and Technical Assistance Network (PaTTAN) provide this resource bank for school leaders with the goal of helping teachers, support staff, families, and students emerge from these unprecedented times and start a new school year stronger than ever and focused on accelerating learning.
To offer support, we turn our focus to these critical needs and opportunities and offer a new phase of the Roadmap: Accelerated Learning through an Integrated System of Support.
This new series provides a systematic process and technical support for school communities to make key decisions for the start of the new year. It introduces a Cycle of Continuous Improvement mindset that will lead to strategic vision, needs assessment, planning, implementation, monitoring, and adjusting. Most importantly, each system supports the success of the others.
