Important Due Dates
- All Comprehensive Plans are to be submitted in the FRCPP.
- Phase 1 - Due November 30, 2022
- Phase 2 - Due November 30, 2021 (Extension granted by PDE)
- Phase 3 - Due March 30, 2022 (Extension granted by PDE)
Reminder: Induction (Chp 49), Professional Education (Chp 48), and Gifted Education (Chp 16) Plans require 28-day public review and Board Approval.
Implementation of the Comprehensive Plan can begin as soon as it is approved by PDE but must begin by:
Phase 1 – July 1, 2020 (Plan covers July 2020 - June 2023)
Phase 2 – July 1, 2021, *Begin immediately if submitted after that date.* (Plan covers July 2021 - June 2024)
Phase 3 – July 1, 2022 (Plan covers July 2022 - June 2025)
To help organize your planning efforts, the PA Planning Team and IU contacts across the state, have developed suggested timelines for your reference. Feel free to use these to organize how your LEA will tackle the comprehensive planning process.

Special Education Plans:
- All Special Education Plans are to be submitted in the FRCPP.
- Phase 1 - Due May 1, 2022
- Phase 2 - Due May 1, 2023
- Phase 3 - Due March 1, 2022 *UPDATED*
A mandatory pre-recorded webinar was released on April 1, 2021, for all school districts identified in Phase 3. It can be accessed by clicking here.
The purpose of the webinar was to train school districts on the Special Education Plan requirements and the new FRCPP system.
Special Education Plans for Phase 3 LEAs will be live in the FRCPP on May 1, 2021.
Special Education Plans for Phase 1 LEAs will be live in the FRCPP in late summer/early fall 2021.
A demo of the FRCPP specific to Special Education Plans will become available in May on the PaTTAN website.

School Improvement Plans (CSI and A-TSI)
All CSI and A-TSI Plans are to be submitted in the FRCPP.
The next submission date is June 30, 2021.
Title I Schoolwide Plans for Non-designated Schools and TSI Designated Schools
All Title I Schoolwide Plans are to be submitted in the FRCPP.
The next submission date is September 1, 2021.
Charter School Annual Report
- Charter School Annual Reports are to be submitted in the FRCPP.
- The next submission date is August 1, 2021.
- CSARs will be available in the FRCPP in early June.
- The Charter School Office will provide training materials to help the schools navigate the FRCPP and complete the Report.

FRCPP Features
Plan Monitoring
- Once a plan has been submitted, the "Plan Monitoring" tab will become active.
- Within this section, you can monitor your progress toward your measurable goals, action plans, and action steps.
- You will not be able to adjust your measurable goals but you will be able to make adjustments to your action plans and professional development needs.
Print a PDF of your plan from the Portal
- This feature allows you to easily create a report for the Comprehensive Plan, Induction Plan, and Professional Development Plan that can be posted for the required 28-day public review period.
- In the dark blue PDE banner that runs across the top of the portal, locate and click on "Plan Reports and Print."
- You will be given the option to download a PDF or Word version of the plan.
- After you select PDF or Word, you will be able to choose: Full Report, Single Page Report, or Customized Report. The Customized Report will allow you to choose which sections are included and/or omitted.
Single-entity Plans for Charters, Cyber-Charters, CTCs/AVTS
For additional information regarding Single-entity plans we have the following webinars available:

- Phase 1 and 2 Non-designated Schools
Charters, Cyber Charters, CTCs/AVTS are not required to complete a Gifted Education Plan. In order to be able to submit your comprehensive plan, all of the "other state-required reports" within the portal must have green checkmarks beside them. Here's how to get the green checkmark to appear for the Gifted Education Plan for these entities:
- Locate the section labeled, "Other Required Reports."
- Click on the "Gifted Education Plan Assurance (Chapter 16)" link.
- Scroll down to the grey box and click where it says, "Check if Charter/Cyber Charter School or Occupational CTC and gifted services are not provided."
- A green checkmark will now appear for that report.

FRCPP Updates
Single entity Comprehensive Plans and School Plans are live in the FRCPP!
How-to guides have been created to help users with accessing and completing their new School Plan in the FRCPP. Please use the links below to access these resources.

When a new School Improvement Plan or Comprehensive Plan goes live:
- the "Ready" and "Set" sections will prepopulate for users.
- the "Go" section will have "analyzing" and the measurable goals prepopulated and users will be able to add in new targets.
When system maintenance needs to occur within the FRCPP, users will see a message a few days before in the "News and Updates" on the FRCPP Home Screen and receive a pop-up message within the FRCPP on the day of the maintenance window.
The FID Application opened on April 1st in the FRCPP.
- Users must be assigned to the FID application by the LocalUserAdmin in the "Admin" tab of the FRCPP and assigned the appropriate roles to be able to complete it.
- The Superintendent/CEO/Executive Director fields within the Profile will be populated from EdNA beginning in May.
- The print functionality for the FID application will be available in May.

This new series provides a systematic process and technical support for school communities to make key decisions for the start of the new year. It introduces a Cycle of Continuous Improvement mindset that will lead to strategic vision, needs assessment, planning, implementation, monitoring, and adjusting. Most importantly, each system supports the success of the others.
