The two sides of the learning coin.
Recognition and reinforcement on both an academic and social/behavioral level leads to improvements in achievement in all students not simply the bright ones. By recognizing and reinforcing positive gains instead of only high achievement it encourages struggling students to continue to grow while still rewarding those with high grades. To increase target behaviors or accomplishment level adjusting the frequency of the recognition or reinforcement will help move students to a teacher's desired goals.
