Recognition of Great Oak High School Because Nice Matters Week (September 23-27)
Because Nice Matters Week Campaign
GOHS' Because Nice Matters Program, now in its eighth year, was recognized by the Board. It is a cornerstone of TVUSD and the successful program was adopted by the City of Temecula two years ago to support their "city with the heart" initiatives.
Lisa Balka, GOHS teacher and Peer Leadership Class Advisor, serves at the helm and spearheads the Because Nice Matters Program at GOHS. The mission is to focus on kindness and unify the world we live in. The district-wide program is celebrated throughout TVUSD K-12 schools with activities hosted by individual school campuses.
Mrs. Balka and students from the Peer Leadership class shared how they are accomplishing their mission. On the GOHS campus, students are challenged every day of the week to commit acts of kindness. The activities range from random compliments, picking up trash, sharing appreciation and thanks, and apologizing to someone they have wronged or done harm. For the elementary and middle schools, GOHS Peer Leaders developed assemblies and lesson plans to share. The theme for the elementary schools is "How to Grow Your Garden" and includes the components of character, friendship, and new beginnings. The focus is to show students how they can grow in kindness and compassion.
The final student speaker summed up the goal beautifully, "Kindness is a lifestyle."
CONSENT CALENDAR
The Board approved all items listed on the Consent Calendar. The Consent Calendar typically consists of contracts and routine items that do not require discussion and is approved in one motion as a group. The Consent Calendar also included approval of previously proposed policies:

INFORMATION AND REPORTS
Anna Tapley and Chris Dixon, Curriculum, Instruction, and Assessment Directors shared information about the LCAP (Local Control Accountability Plan) elementary services. The services are aligned to a framework of multi-tiered systems of support and a continuous improvement cycle. The services have been organized in a playbook. The playbook includes a graph and pictorial of what happens to our students when they enter TVUSD and what students will receive academically and behavior/social-emotional supports, based on individual student needs.

VAPA (Visual and Performing Arts) Secondary Needs
Jodi McClay, Deputy Superintendent of Educational Support Services and Superintendent Ritter shared background information and data regarding the funding of current VAPA and athletic co-curricular programs in TVUSD.
The secondary co-curricular visual and performing art programs consist of 10 programs. The secondary co-curricular athletics program consist of 66 programs. The Board received detailed information including the funding sources, site and district allocations, and related costs including stipends, and field and facility maintenance.
Ms. McClay reviewed the recent survey data of twenty-two VAPA program directors. She noted that she received feedback from fifteen respondents. The greatest needs identified overall includes instrument repairs, equipment in general, and facility upgrades. The most common programmatic needs includes sheet music, travel costs, transportation, and instrument repair. She also provided a summary of additional comments provided in the survey that includes the need to evaluate stipends, equity with programs, less fundraising, facilities needs, an arts strategic plan, and a need for a District VAPA coordinator.
The Board discussed next steps and requested that staff investigate the issues of equity raised; develop a formula for allocating funds for co-curricular programs; and, revisit the budget to include VAPA needs per the Arts Strategic Plan.

Proposed Changes to Board Policies
Gamut, a service offered by the California School Boards Association, is an online policy information service that incorporates a policy update reference manual that is updated continually as laws are changed and updates are made. Board Policies were updated with all district policies on January 16, 2018. Gamut updated the following policies and district administration reviewed the changes.
The Board reviewed recommended changes to the following Board Policies:
Board Policy (BP) 3312.2 - Educational Travel Program Contracts
Board Policy (BP) and Administrative Regulation (AR) 3320 - Claims Against the District
The policies will be brought back for the Board's approval consideration at a future meeting.
