Does salt melt ice?

The whole thing has to do with melting points. Water usually freezes at 20 Fahrenheit. Salt dissolves rapidly in ice which effects the freezing point while melting it. Salt bods in the water making it hard for ice to be formed. After this, the temperature is lowered. The ocean is made of salt so it dose not freeze well.
