How to Make a bill, a law.

Step One.

Someone has an idea

Step Two.

The Bill is introduced to the congress.

Step Three.

Bill given tittle and number.

Step Four.

Sent to standing committee.

(Pass the Bill)

-Mark changes (if needed)

-Replace with new bill

-Ignore the bill and let it die

-Kill the bill with majority vote

Step Five.

Congressional members where the bill is introduced for debate.

-Senate may attach riders

-Rules committee determines terms for debate

-Filibuster can end if 3/5 members vote for cloture

Step Six.

Voting in Congress

- House and Senate must pass the same bill (if not they compromise)

Different types of voting

  • Voice vote (Yes or No)
  • Standing vote
  • Roll- Call vote *recorded*

Step Seven.

President's APPROVAL or DENIAL.

  • Denial - Veto
If president Veto's a Bill to be a law it can be overrode with a 2/3 vote from congress.

Nothing can be done for 10 days.

If Congress is not in session, bill dies.

Or if he approves, it will be made into a law!
