In an effort to assist school districts in implementing safety initiatives more effectively, Region 3 will provide relevant school safety guidance, resources, training opportunities, professional development, technical assistance and TEA updates.

Survey of Estimated Disaster Remediation Costs for School Districts and Charter Schools Affected by the February 2021 Winter Storm

A school district or open-enrollment charter school located all or in part of an area declared a disaster area by the Governor under Texas Government Code, Chapter 418, and that incurs disaster remediation costs because of the February 2021 Winter Storm event may apply to the Commissioner for disaster aid assistance during the two-year period following the date of the Governor’s initial proclamation or executive order declaring a state of disaster.

TEA Extending the 2019-2021 School Safety and Security Grant

TEA will be extending 2019-2021 School Safety and Security Grant period to 05/31/2022.

This grant provides funding to public schools for additional safety and security equipment (campus hardening).

Withdrawal of Proposed New 19 TAC Chapter 103, Health and Safety, Subchapter EE, Safe and Supportive School Program

The proposed new subchapter would have implemented Senate Bill 11, 86th Texas Legislature, 2019, by establishing rules for the safe and supportive school program (SSSP) and trauma-informed care. In seeking to better align the SSSP and trauma-informed care policy and training rules with other agency strategic priorities, Texas Education Agency has withdrawn the proposed version of the rules and will repropose them at a future date.

NetSmartz Internet Safety Train-the-Trainer Announced

Target Audience: School Resource Officers, Law Enforcement Personnel, Volunteer Trainers, and Educators

When: Thursday, March 11, 2021

This Internet Safety Train-the-Trainer Program is specifically designed to teach school resource officers, law enforcement personnel, volunteer trainers, and educators how to deliver comprehensive Internet Safety Programs to children and parents.

Behavioral Threat Assessment Training

Region 3 will be hosting an in person Behavioral Threat Assessment training. BTAT provides a proactive, evidence based approach for identifying individuals who may pose a threat and for providing interventions before a violent incident occurs. Click the link here to register.

Texas School Safety Center (TxSSC) Advanced Behavioral Threat Assessment Training

Exclusive date for Region 3 participants only.


April 22, 2020- 8:30 AM to 4:30 PM.


The Advanced School Behavioral Threat Assessment Training leads participants through multiple tabletop exercises on different fact patterns, providing participants the opportunity to handle threat cases from start to finish, iron out their roles and responsibilities, and hone their procedures and decision-making, all with continuous trainer feedback.

Region 3 ESC Safe and Supportive Schools Summit

Region 3 ESC will be hosting a virtual 2 day summit that will showcase sessions related to school safety and the safe and supportive schools program (SSSP from SB11). Topics will include updates on SB11 and SSSP, school mental health initiatives, suicide prevention and intervention, digital technology concerns, bullying prevention, maintaining safe schools, cyber-safety, human trafficking, and much more!

Readiness and Emergency Management for Schools

REMS is providing several free virtual trainings and resources, covering a wide range of topics.


Modalities include the following (links are clickable):

  • Online Courses — self-paced virtual trainings that generate certificates upon completion;
  • Webinars — archived virtual trainings with subject matter experts;
  • Virtual Trainings by Request — interactive and dynamic virtual trainings delivered to your education agency by REMS TA Center’s trainers, available by request; and
  • Specialized Training Packages (K-12 only) — materials for school safety teams or school safety leaders to use to learn on their own or deliver trainings to colleagues and their sites.
