ESSER I (CARES) and Title I Fiscal Year (FY) 2022 Reminders
As a reminder, all funds from ESSER I and Title I FY2022 allocations must be encumbered (obligated) by Friday, September 30. LEAs may seek reimbursement (liquidated) for encumbered funds through Thursday, December 15.
For more information on obligations and liquidation of funds, please review the Title Grants and Support (TGS) Fiscal Handbook.
Pre-Application Update
The federal grants pre-application for the 2022-2023 school year (FFY2022/FY2023) has been released and was due on Friday, July 1. For any local education agencies (LEA) that have not submitted the federal grants pre-application, access to the pre-application, training videos, consultation forms, resource documents, and the JotForm submission link can all be found in the "Title Grants Pre-App" course on Moodle.
As in previous years, the pre-application must be in final approval status before Title budget applications will be approved. Expenses may be reimbursed retroactively to the date on which the pre-application was received or Friday, July 1, whichever is latest.
Please remember, all required consultation forms with appropriate signatures must be submitted with the pre-application before it can be approved. Additionally, please remember to use the Microsoft Word desktop application, not the Office 365 version, to ensure all functionality of the document works properly.
The TGS team is actively reviewing all pre-applications and will follow up via email with additional information and next steps.
Title I planning allocations should be released very soon. Once released, LEAs may begin working on the Title I budget application in the Title I App Center.

June Coffee Chat - Supports for Students Experiencing Homelessness
For those that were not able to join us for the June Coffee Chat, please feel free to view the recording here. The session provided information about Title I homeless reservation regulations, and served as a reminder of the importance of supporting students experiencing homelessness. It was a great conversation that encourages LEAs to think collaboratively and strategically about supporting student needs beyond just meeting compliance requirements.
An important note about using Title I homeless reservation funds - Title I funds must be used only as a last resort when funds or services are not available from other public or private sources, such as the USDA’s National School Lunch Program and Breakfast Program, public health clinics, or local discretionary funds (sometimes provided by the PTA) used to provide similar services for economically disadvantaged students generally (See ESEA section 1115(e)(2)).
