It takes 60 minutes for the 2nd balloon to land. This balloon takes 20 minutes longer than the first balloon. They both descend at the same rate, but balloon 2 starts higher in the air, that's why it takes longer. The red line is the 2nd balloon and the blue line is the 1st balloon.

It will take about 26.5 minutes for the 3rd balloon to land. It lands about 14 minutes faster than the 1st balloon. This balloon descends faster per minutes. It decreases 30 feet per minutes instead of 20 feet per minute. They both start at the same point (800 feet in the air) but the red line(3rd balloon) lands first because it decreases 30 feet per minute, and the 1st ballon is the blue line.

The first and the fourth balloon will be at the same altitude at 480 feet. The 1st balloon is the blue line, and the 4th balloon is the red line. The intersect shows where both of the balloons are at the same altitude.

The 3rd balloon has to be at 1200 feet in the air to land at the same time as the 1st balloon. With this equation it will take 40 minutes for both the 1st and the 3rd balloon to land at the same time.
