This quote was talking about how everyone's freedom was restricted throughout the world and how wherever they may be, no one was safe. There were telescreens surrounding every single square foot of everywhere people were walking and were online 24/7. At this part in the story, Winston thought that O'Brien was repelling against Big Brother and thought for sure that he was on the side of Brotherhood, but boy Winston thought wrong. Turns out that O'Brien was apart of the Party and was just trying to get information about him and Julia. Their conversation ended in disaster when O'Brien found out about Winston and Julia's "secret" hiding place and then later busted them through the act of the hidden telescreen behind the picture frame in the room upstairs.
