Gun-Free Schools (GFS) Report - Due June 29. 2023
Submit your SC5003 Consolidated Schedule under the Special Collections tab for the ESSA application to open.
The 2023-2024 ESSA Consolidated Grant Application is now available in eGrants. Allocations for eligible applicants are available and can be viewed on the Entitlements page. The Application Designation and Certification (ADC) form must be submitted before the grant application is available in eGrants, but please remember that eligible applicants must first complete the SC5003 – Formula Grants Consolidated Schedule to access the ADC. Opened May 18th and closes September 1, 2023.

- Please review that eContracts have been accepted by logging in here.
- Make sure the PR6000 (gun free report), SC5003 (you need to submit this for the ESSA application to open), and ADC are completed in TEAL
- Step-by-step instructions for the 23-24 ESSA Application Documents (Google forms) and SSA Budget Documents (Google sheets) are due no later than June 15, 2023. If you have questions about the forms, please contact Karla.Beltran@Region10.org.

- Review your ESSER SSA Budget Summaries in your Region 10 ESSER Google Drive. If you need to amend please contact Sonya.Carpenter@Region10.org or Penny.Douglas@Region10.org.
- ESSER Supplemental Final allocations have been communicated to you. Budget Summaries and District Statement sheets reflect the new amount.
- ESSER II Final SSA Amendments - Due June 13, 2023.
- ESSER III Website - Check your 6 Month Review due dates involving stakeholders.
Adopted School Safety Standards
TEA released a To the Administrator Addressed on June 1, 2023 concerning the Adopted School Safety Standards. These are the standards that LEAs must meet with the 2023-2025 School Safety Standards Formulary Grant, which has an application due date of August 1, 2023. The link to the Adopted School Safety Standards found in the TAA includes responses to public comments.

Region 14 (School Safety State Initiative) has posted this information on the TIVPA State Initiative Homepage and are working on updating the School State Safety Requirements and Grants website.
Anything in the Commissioner's Rules Concerning School Facilities is now a state requirement, and Title IV, Part A Supplement/Supplant requirements would need to be considered by the LEAs.
Gun-Free Schools Report Available
Submission of the Gun-Free Schools Report is required of all LEAs that request any federal funds in 2023-2024 for any of the programs authorized by the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA). This includes any program in the ESSA Consolidated, School Improvement, and Rural and Low-Income Schools grant applications.
Helpful hints when filling out the Gun-Free Schools Report:
- If an LEA answers NO on incidents in the PR6000 District Report, then the PR6100 Campus Report is not required.
- If the LEA accidentally starts the PR6100 Campus Report, the system will keep it as a draft with no adverse consequences.
- If an LEA answers YES on incidents in the PR600 District Report, then the PR6100 Campus Report must be completed.
If an LEA does not submit its Gun-Free Schools Report, TEA cannot issue NOGAs for the LEA’s federal grants.

SC5003, Applicant Designation and Certification forms
The SC5003, Applicant Designation and Certification (ADC) forms for ESCs, and planning amounts for LEAs are now available for the 2023-2024 Consolidated Applications. The SC5003 must be submitted before an LEA can complete the ADC. The ADC will open for LEAs May 18th, which is the same day the application will be available.

Objectives and Measurable Outcomes
Statewide Use of LEA Funds Data and Public Reporting
The federal statute, [ESSA, section 4104(a)(2)], requires TEA public reporting on how LEA Title IV, Part A funds are being expended. Title IV, Part A statewide data may be viewed on TEA’s Title IV, Part A webpage.
When planning for use of Title IV, Part A funds, LEAs will be reporting Objectives/Outcomes and progress of those objectives in the Special Data Collection Report in October.
Be mindful of NEW State Requirements for School Safety & Security before spending your Title IV, Part A Funds
Title IV, Part A Federal funds cannot be used to meet state or local safety requirements

State's School Safety/Mental Health Training Requirements
Visit the state’s school safety/mental health state training requirements that include the TEC code, TASB policy, and many other items a district needs to be aware of under our District Resources page.
Title IV, Part A Federal funds cannot be used to meet state or local safety and mental health requirements. LEAs and ESCs can use this chart to help with Title IV, Part A use of funds questions.
Below are links to several state and local required activities that overlap with Title IV, Part A Federal Programs. The LEA would have to meet these requirements before using Title IV, Part A funds to supplement additional needs.

ESSER II, III, & SUPP
Grants END dates including tydings period:
- ESSER II ends on September 30, 2023 - last amendment due 7-3-2023
- ESSER SUPP ends on August 31, 2023 - *last amendment due 6-2-2023 (see note below about New NOGA).
- ESSER III ends September 30, 2024 - last amendment due 7-5-2024
*ESSER Supplemental Adjusted Amounts:
- No action is required by the grantee at this time.
- TEA staff will initiate budget adjustments to incorporate the revised amounts.
- The grantee’s approved budget, on Schedule BS6001 – Program Budget Summary and Support, will be updated by TEA staff to reflect the revised amount.
- Once the adjustment process is completed, grantees will receive an email notification of the revisions to program budgets along with a revised Notice of Grant Award (NOGA) attached.
ESSER Supplemental Amendments:
If necessary, once it receives email notification of the revised budget and NOGA, an LEA may submit an amendment to revise the budget entered by TEA staff. Please refer to the When to Amend the Application guidance on the Grant Administration Division's Amending an Application webpage to determine whether an amendment is necessary.
NOTE: ESSER Supplemental does not have an extended liquidation period which means all purchases have to be encumbered and received by the grant end date, August 31, 2023.

ESSER I, ESSER II, and ESSER III Fiscal Validations
LEAs receive notification of fiscal validation and have 10 days to submit documentation via a secure link.
Title I Equitable Services Update
On May 17, the U.S. Department of Education (Department) published updates to the document, Title I, Part A of the Elementary and Secondary Education Act of 1965, as Amended by the Every Student Succeeds Act: Providing Equitable Services to Eligible Private School Children, Teachers, and Families (Title I Equitable Services Non-regulatory guidance). The updated guidance, as well as a summary of the Department’s response to comments that it received on the draft update to the guidance that was released on November 10, 2022, are available here: https://oese.ed.gov/offices/office-of-formula-grants/school-support-and-accountability/title-i-part-a-program/resources/.
The updates to the Title I Equitable Services Non-regulatory guidance primarily focus on long-standing requirements concerning consultation and extrapolation of survey data. The purpose of the updates is to share with the entire field additional information about these requirements to support their implementation.
