PRINCIPAL'S MESSAGE
Greetings Cascade View Families,
December is the shortest month of the school year with the upcoming break, but our amazing students continue to be engaged and excited in their learning. As was shared during the fall conferences students are still learning and working toward their academic growth goals in literacy and math. Please ask your student to share what they are learning in their classrooms. This could include them drawing pictures of what they are learning, writing a story about what they are learning, or even acting out what they are learning. It is always a great conversation to ask what is their favorite subject they are learning about because then the excitement really shows with the examples.
Reading is just like a sport. Children become more efficient readers by practicing. The more you read the better reader you become. Here are a few ways to get started with reading with your student. Find a time that fits into the family’s schedule for the student to read. This time can be at any time of the day. Keep a book or reading material that the student is interested in so they read as time permits. Keep in mind opportunities that involve reading such as signs, billboards, recipe cards, etc.
The first trimester has recently ended and the report cards will be coming home with students on Thursday December 15, 2022. Report cards give the opportunity to share where the students are in their learning with the standards at the end of the trimester. As the next trimester begins students will continue to build upon their learning and show even more critical thinking and creativity which we are all looking forward to experiencing.
We thank you for all that you do to keep our learning community safe during arrival and dismissal. Please consider these safety requests to be sure the adequate amount of visibility is there to see our students and families especially in this winter weather. Please see the below areas that we believe will continue to support the safety of our students, families, and the community. We thank you for your patience and understanding as our goal is to keep our learning community safe for arrival and dismissal. Thank you.
Please slow down when arriving and departing the school.
Please utilize the drop off and pick up zones.
Please be sure to not park, pick-up, or drop off in the crosswalks.
Please be sure to not drive or park against the flow of traffic.
Please be sure to cross the street at the designated crosswalks.
Please be sure to not park next to cones in the no parking areas.
Please be sure to not drop students off at the cones.
Please be sure to not enter the parking lot in the wrong direction.
We can and will assist with crossing, but we are not able to direct traffic.
If parking in the designated reserved ADA parking spaces please remember the state reserved parking permit is required.
If your student may need to change where they are dismissed for the school day please let their teacher know so they can have them go to the correct dismissal area.
We thank you and appreciate your partnership in your student’s daily attendance and their learning. Go CV Cougars!

Dr. Tenesha Fremstad

Q&A: RSV, FLU, and COVID IN KING COUNTY - WHAT SHOULD I KNOW?
Q: Why is Public Health worried about RSV, flu, and COVID this winter?
A: This fall, there have been many RSV and flu cases requiring emergency room visits – especially for young children. We might also see more COVID cases and hospitalizations this winter as people gather indoors and new COVID variants spread.
These diseases can make young children, older adults, and other vulnerable people very sick, and overload hospitals and clinics.
Q: What is RSV?
A: RSV is a common respiratory virus that spreads every winter. Anyone can get RSV, but this year we’re seeing a lot of cases in young children.
For healthy adults and older children RSV can feel like a cold, with symptoms like runny nose, less appetite, coughing, and fever. But it can be a very serious illness for babies, older adults, and others.
Q: How can I protect myself and others?
A: Stay home if you’re sick—even if you’ve tested negative for COVID-19—because you may have flu or RSV.
Wear a high quality, well-fitting mask in public indoor spaces and wash your hands often to help protect against all three viruses.
Q: Should I get a flu vaccine and an updated COVID booster?
A: Yes! Getting your flu shot and updated COVID booster now will help protect you and avoid needing to visit the hospital. People ages 5 years and older who had their last COVID shot at least 2 months ago can get the updated COVID booster.
Everyone ages 6 months and older should get a flu shot every year. Unfortunately, there is no RSV vaccine available yet.

VOLUNTEER AT CASCADE VIEW
JOIN THE PARENT ADVISORY COMMITTEE
The Tukwila School District is recruiting Parent/Guardian volunteers from Cascade View Elementary to represent and be a voice for students and families, Grade K-5. Meetings are monthly and you must be able to serve a one year term.
Purpose:
The intent of the Parent Advisory Committee (PAC) is to promote transparent and open communicative partnerships between families, students, district and schools in order to support student learning success and positive child/youth development in school, at home and in the community.
Goals:
The Tukwila School District recognizes that Parents are the first and lifelong teachers of our students and as such are valuable partners. We recognize that family and community engagement in education is essential to student success and is an important strategy to close achievement gaps. In creating a Parent Advisory Committee, the District wishes to promote respectful partnerships between educators, administrators and families in order to support students academically.
The main duties of the Parent Advisory Council will be:
- Advise on a variety of school district policies and practices (school climate, Title 1, attendance, dual-language, extracurricular activities, parent-student-school compacts, etc.)
- Recommend culturally responsive practices to promote and encourage open communication between Parents, schools and the district.
- Identify the concerns of Parents, Students and Community Members and assist in developing solutions in a positive and a safe environment, as well as ensuring confidentiality of committee discussions.
- Represent their school families and students in their input and feedback by actively participating in the process through listening and sharing information.
We look forward to hearing from you!
Please contact the Parent Advisory Committee Lead, Ava Anderson

Title 1 Complaints Process
Here is an overview of the citizen complaint process described fully in Chapter 392-168 WAC, Special Service Programs—Citizen Complaint Procedure for Certain Categorical Federal Programs.
- Find this WAC online: http://apps.leg.wa.gov/wac/default.aspx?cite=392-168.
A citizen complaint is a written statement that alleges a violation of a federal rule, law or regulation or state regulation that applies to a federal program.
- Anyone can file a citizen complaint.
- There is no special form.
- There is no need to know the law that governs a federal program to file a complaint.
STEP 1 Use Your Local Process First
If you have followed the citizen complaint process of your school district, ESD or school service provider (subgrantee) and are unable to reach a satisfactory solution, use this citizen complaint process through OSPI.
STEP 2 File a Citizen Complaint Through OSPI
A citizen complaint must be in writing, signed by the person filing the complaint, and include:
- Contact Information of the Person Filing the Complaint. Your name, address, telephone number and email, if you have one.
- Optional: If someone is helping you to file this citizen complaint, include 1) their contact information, and 2) your relationship to them — for example, family member, a relative, friend or advocate.
- Information About the School District, ESD or School Service Provider You Believe Committed This Violation. Name and address of the school district, ESD or school service provider (subgrantee) you think violated a federal rule, law or regulation or a state regulation that applies to a federal program.
- The Facts — What, Who & When. Include a description of the facts and dates, in general, of when you think the alleged violation happened.
- What specific requirement has been violated?
- When did this violation occur?
- Who you believe is responsible: names of all the people, and the program or organization involved.
- Optional: Did you file a written citizen complaint first with the school district, ESD or school service provider? Although not required by Chapter 392-168 WAC, it is helpful if we can review a copy of your citizen complaint and the results, if any.
- The Resolution You Expect. A proposed solution, if you think you know or have ideas about how the issue can be resolved.
STEP 3 Mail or Fax Your Written Citizen Complaint to OSPI
Office of Superintendent of Public Instruction
Attn: Citizen Complaint-Title I, Part A
P.O. Box 47200
Olympia, WA 98504
Fax: (360) 586-3305
STEP 4 OSPI Staff Process Your Complaint
Once federal program staff at OSPI receive your written complaint, here is what follows:
- OSPI sends a copy of your complaint to the school district, ESD or school service provider (subgrantee).
- The school district, ESD or school service provider begins a formal investigation led by a designated employee.
- The designated employee provides the written response of the investigation to OSPI — within 20 calendar days.
- OSPI staff will send you a copy of the results of the investigation conducted by the
school district, ESD or school provider (subgrantee).
Their response must clearly state one of two results:
- Denial of the allegations in your complaint and the reason for denial.
- Proposal of reasonable actions that will correct the violation.
STEP 5 Final Decision by OSPI
OSPI will send you the final decision in writing within 60 calendar days of the date federal program staff at OSPI received your written complaint — unless exceptional circumstances demand that this investigation take more time.
Here are the steps OSPI staff will follow to reach a final decision:
- Review all the information gathered related to your complaint. The review could include the results of an independent, on-site investigation.
- Decide independently whether or not the district, ESD or school service provider (subgrantee) violated a federal rule, law or regulation or a state regulation that applies to a federal program.
- Provide you with the final decision: Findings of fact, conclusions, and reasonable measures necessary to correct any violation.
- The district, ESD or school service provider (subgrantee) must take the corrective actions OSPI prescribes within 30 calendar days of the final decision.
- A citizen complaint is considered resolved when OSPI has issued a final written decision and corrective measures, if necessary, are complete.
Extend or Waive Timelines
If you as the complainant, and the school district, ESD or school service provider (subgrantee) named in your citizen complaint agree to extend the timelines, this agreement must be in writing and sent to OSPI within 10 calendar days of the date the school district, ESD or school service provider (subgrantee) received notification from OSPI.
