3rd QUARTER HOA BOARD MEETING MINUTES
Covington Place Homeowners’ Association Minutes of 3rd Quarterly Meeting
Tuesday, September 17, 2019
Meeting called to order at 7:00 p.m.

1. Budget- The Board was happy to announce that it voted unanimously to decrease property assessments for Budget Year 2020 from $720 to $480 since there are little improvements needed to the neighborhood. Residents were also informed that property assessments in the future may increase when and if necessary. Residents were informed that payment of assessments are due on January 1, 2020 and that anyone prepaying assessments should make sure that they do not over pay. Residents were informed that once the budget is formalized it will be sent to each homeowner in the mail by the management company.
2. License Plate Readers- Covington Place Homeowners’ Association has partnered with Flock Safety who specializes in neighborhood safety. Flock is currently being used in 33 states and statistics have shown a reduction in crime by 34% where tag readers are being used.
There are four (4) tag readers located throughout the neighborhood and are located at the following locations:
(1) Front Entrance (2) Dearing Street (3) Pinewood & Crestview (4) top of Crestview
The tag readers will read any tag entering in the neighborhood and can be read by the police department and Board Members- Pat, Brian and Monique . The tag readers will register any stolen tag as well as amber alerts. Residents were informed that the only time cameras will be viewed is if there is a crime and will not be used for suspicious
vehicles. Residents were informed that if they suspect a suspicious vehicle to please call the Covington Police Department.
3. Pool Closing- The pool opens the first Saturday of May and closes the last Sunday of September. The 2019 pool season will come to an end on Sunday, September 29th.
4. Halloween- It was shared with new residents in attendance that Halloween is a huge event and there are hundreds of trick-or-treaters in the neighborhood. In addition to the four (4) police officers, volunteers are needed to assist in setting up cones and monitoring streets. If you have time to give to this huge event, please consider sharing your time.

Tag Readers
To Community Neighbors;
The Covington Place Homeowners Association has partnered with Flock Safety, an Atlanta, GA based company that specializes in neighborhood safety through the use of license plate reading cameras. The camera is entirely self-sufficient in that it is solar powered and sends its footage via mobile technology to a secure cloud-based storage that is maintained by Flock. The camera records footage but also has both day and night-time capability to read and record license plates that pass through the entrance. Several police departments across the country have started to add more license plate readers around their cities and encourage communities to do the same. In fact, any stolen or otherwise wanted vehicle that passes by a Flock camera has the ability to send an automatic alert to the local Police Department. Beyond making arrests, Flock’s ultimate goal is to eliminate crime, and according to the Marietta Police Department, communities with Flock saw a 34% reduction last year in crime.
Despite this technology, it is just a camera. The #1 way to deter crime is a responsibility we each own individually; lock your doors and keep your valuables out of sight. But, having video camera/ surveillance has been shown to deter mischief activity and also provides a valuable resource to help solve any crimes that may take place. We are fortunate to live in such a safe neighborhood, but we believe that this service will urther deter mischief crimes.
WHAT YOU NEED TO DO:
1) You have the ability to register on the “Safe List” established for our community. You don't need to give your actual name if you prefer, but by registering your license plate the police will know that your vehicle belongs to a resident and it will make sorting through data much faster in the event they need to research a criminal event. You can add any vehicle that you own or that frequently visits your home. The link to their secured site is:

2) If you are the victim of a crime please report it to the police department - -- - CALL 911.
3) Lock your house and car doors and keep your valuables out of sight.
4) Wave and smile to your neighbors, register for a community event, and continue to make Covington Place an incredible place to live.

Annual Assessments were changed from $720 to $480
As a reminder, here is the payment schedule for your HOA dues:
January 1, 2020 - $480 due

PLEASE NOTE: You will be REQUIRED to answer the 3 questions which ask for your street address (including house number) so that we can verify that you are indeed a resident of CP. If you do not answer the 3 questions, your request will be automatically denied.

We receive member requests every week from people all over the place and we only allow CURRENT RESIDENTS to be a member of our Page. As residents move away, they are removed from the list. Family members and friends who don't actually live in our neighborhood are not allowed to join our FB page. Our only exception is the Covington Police who are helping to keep our neighborhood safe.
OVERNIGHT VISITORS & CAMPERS/RVs PARKED IN THE STREET or AT POOL PARKING LOT - VISITOR PARKING PASS REQUIRED - NO EXCEPTIONS
Leaving unmarked cars parked in the Pool Parking Lot during the day or overnight is not allowed. If vehicles do not have a Green Vehicle Sticker on them then they MUST have a Visitor Parking Pass on them to keep from being towed. NOTE: If you see a non-resident vehicle parked at the Pool Parking Lot during the day or night, please call the Covington Police to come and check it out.
