What the 2nd amendment says:
"A well-regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed."
What it means in modern day English is:
The 2nd amendment means that people still have the right to bear arms, and that a free state must have a well-regulated military force in it's security.

What the 10th amendment says:
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people."
What it means in modern day English is:
The 10th amendment says that the federal government has only those powers specifically granted by the Constitution.
