2018 SAFE HALLOWEEN INFORMATION

The information in this Newsletter is provided to make sure that every resident is fully aware of the Traffic Plan and hours in our neighborhood.

Please make sure you do the following before 5:00pm on Halloween night:

1 - READ ALL OF THE DETAILS PROVIDED IN THIS NEWSLETTER

2 - IF YOU LIVE ON A CLOSED STREET, PRINT OFF THE PASS NEEDED FOR YOUR CAR.

3 - IF YOU HAVE GUESTS COMING TO VISIT YOU AND YOU LIVE ON A CLOSED STREET, MAKE SURE THEY PRINT OFF THE PASS NEEDED FOR THEIR CAR.

4 - IF YOU CAN HELP VOLUNTEER EVEN FOR ONE HOUR, PLEASE DO!

TRAFFIC PATTERN MAP, 5:00-9:00PM:
SAFE HALLOWEEN DETAILS:
.
The following Traffic Flow Plan will be in place for Covington Place from 5:00-9:00pm on 10/31/17 as follows:
.
1 – Traffic can ENTER into the neighborhood in TWO LOCATIONS: (1) at Crestview Drive from downtown Covington and (2) from Plantation Trace at Dearing St at the Laurel Lake Entrance. Those are the only two entrances.
.
2 - Our Main Entrance from Eagle Drive/MLK Jr will be EXIT ONLY and “Closed to Entry Traffic”. Police will have barricades and signage stating that all cars must go to the next light (Dearing St) and turn right and enter at the Laurel Lake Entrance.
.
3 - We will allow ONE WAY car traffic on Crestview Drive, Plantation Trace, parts of Fairway Drive, Parkside Lane, and parts of Golfview Circle. See Traffic Pattern Map for traffic arrows.
.
4 - The following streets will be CLOSED except to golf cart traffic and walkers: Golfside Drive, High Lake Terrace, Willow Point and Azalea Drive. Homeowners that live on these streets (or cul-de-sacs off of them) may access as well with Halloween Passes on dashboards.
.
5 - Volunteers along with police officers will be encouraging everyone to park at the pool parking lot and at Eagles Point in the lower section where we have a lower number of houses. NOTE: there are 42 parking spaces at the Pool Parking Lot and once it's filled, we can't take any more cars until someone else leaves.
.
6 - CPD has asked that if you live on a street open to vehicle traffic, please bring your candy to the end of your driveway to prevent delay in the children moving from house to house. Traffic flow is always a problem and they have asked for our assistance in keeping the cars moving. PLEASE follow this request. *** PLEASE BRING YOUR CANDY TO THE END OF YOUR DRIVEWAY ***

Note: This Traffic Flow Plan, if followed, will allow emergency vehicles to get to anyone in a timely matter as necessary during this event.

HOMEOWNER INFORMATION:
.
Homeowners will be allowed to enter and leave the neighborhood but will need to follow the one way traffic flow. Please remember that ALL VEHICLES who need to enter a barricaded (i.e. CLOSED) street MUST have a PASS on their dash. Please print it off today!
.
By following this request and placing a Pass on Your Dash, you will greatly reduce unnecessary delays and possible stress that evening. Please print it off now.
.
Please make sure your neighbors are aware of this just in case we do not have them on email or Facebook.
.
All golf carts that are driven on any streets must be permitted by the City of Covington. The Open Container law will be enforced. No underage drivers are to drive a golf cart under any circumstances. Citations will be given throughout Covington for any violations.

We also ask that you please turn your lights on at your residence and give out candy between 5:00PM and 9:00PM.
.
Please begin turning off your lights and stop giving out candy at 9:00pm so that the Covington Police and our Halloween Committee can get all visitors out of our neighborhood and things back to normal by 9:30pm.
.
Note: If you run out of candy it would be a good idea to turn off your porch light to avoid future candy kids.
.
Note: If you do not wish to participate in Halloween, we suggest that you leave your front porch light off that evening.
.
For your visiting Family and Guests who will be joining you that evening, they must have a Pass clearly visible on their dash if they wish to visit you on a Closed street. We ask that all vehicles be parked in driveways and not on the street for this event as any vehicles parked on the street will impede the flow of traffic and possibly be a safety concern. You will be asked by the CPD to move vehicles parked on the street.

As always, please be VERY cautious of golf carts and children walking in our neighborhood enjoying Halloween. Golf carts and walking are permitted in ALL areas of the neighborhood including closed streets or Safe Areas.

Please thank those neighbors who have worked hard to make this happen and who are volunteering to work shifts at the parking locations and to the teens at the barricades. It is not the most glamorous job and they will be the first line of greeters to those coming into our neighborhood.

HALLOWEEN NIGHT NO-NOs

1 - NO All Terrain Vehicles

2 - NO Trailers of any type

3 - NO non-permitted Golf Carts (i.e. must be permitted by the City)

4 - NO under age drivers behind the wheel of Golf Carts; a valid Driver's License is required

5 - NO Open Containers

6 - NO being rude to the CPD or volunteer workers

We still need additional ADULTS to help with working 1 shift each at the Pool Parking Lot helping with traffic.

VOLUNTEERS MEETING:
All volunteers need to meet at the Pool Parking Lot between 5:30 and 5:45pm on the 31st in order to receive your VEST and to share your CELL PHONE NUMBER.

Please try to make this meeting so you'll be prepared for your shift.
CAN YOU OR YOUR KIDS MAKE SIGNS?

She also needs two decorative parking signs - one for the Pool area and one for Eagles Pointe.

The barricade signs do need to say:

2017 SAFE HALLOWEEN VEHICLE PASS

BLOCKED STREETS ARE:
- Golfside Drive (and cul-de-sac)
- High Lake Terrace
- Willow Point
- Azalea Drive (and cul-de-sac)

Note: If you do not live on a blocked street and won't be visiting in your vehicle with neighbors who live on a blocked street, then you do NOT need to have a Pass on your dash.
.
Golf Carts do NOT need to have a Pass.
.
Please print if off on 8.5 x 11" paper so it is visible. It is attached to this Newsletter in 2 versions - Color and B&W. Print whichever one you prefer but have it on your dash!
.
Please print off the Pass and do not be upset and rude to the person at the barricade who doesn't know you and is only doing their job. Nobody deserves to be treated disrespectfully like that because YOU did not plan ahead.

Newsletters are quarterly now and come out after each quarterly HOA Meeting. In order to stay up-to-date on neighborhood news between issues, you are encouraged to join our FB Page.

Search "Covington Place Neighborhood Announcements" and you should find us.

You will be REQUIRED to answer the 3 questions which ask for your street address so that we can verify that you are indeed a resident of CP.
.
We receive member requests every week from people all over the place and we only allow CURRENT RESIDENTS to be a member of our Page. As residents move away, they are removed from the list. Family members and friends who don't actually live in our neighborhood are not allowed to join our FB page. Our only exception is the Covington Police who are helping to keep our neighborhood safe.
OVERNIGHT VISITORS & CAMPERS/RVs PARKED IN THE STREET or AT POOL PARKING LOT - VISITOR PARKING PASS REQUIRED - NO EXCEPTIONS
Leaving unmarked cars parked in the Pool Parking Lot during the day or overnight is not allowed. If vehicles do not have a Green Vehicle Sticker on them then they MUST have a Visitor Parking Pass on them to keep from being towed. NOTE: If you see a non-resident vehicle parked at the Pool Parking Lot during the day or night, please call the Covington Police to come and check it out.

If you need a Visitor Parking Pass Template, please sign in to HOA Butler and print it from Community Documents and Information.
GREEN VEHICLE STICKERS - IT'S ALL ABOUT NEIGHBORHOOD SAFETY!
If you do not have a Green Vehicle Sticker on each of your vehicles, please send an email to l_seabolt@hotmail.com providing your Name, Street Address, and the Number of Vehicles you have and they will be delivered to your mailbox.
If you would like a sticker for your golf cart too, please make that request as this is a great idea since many residents drive their golf carts to the pool.

Clubhouse Rental - the clubhouse is available to all residents to rent for private parties; no corporate events or non-resident parties allowed; $75 fee during Pool Season, $50 fee during remainder of year; Rules & Regulations available; some restrictions on dates/times of availability; Contact Kaye Plitt at Kayep1030@gmail.com

Green Vehicle Stickers - Send email to l_seabolt@hotmail.com and provide street address and number of vehicles; place them on the rear window of each vehicle; they are available for golf carts too and should be placed on the windshield

REEF Pool Management - 770-389-9999 - to report any problems with the pool during Pool Season (ex. chemicals, cleanliness, fecal matter, etc.)
Tennis Courts are accessed via the same Pool Card that opens the pool gate. The tennis courts are available for residents and their guests only. Guests must be accompanied by a resident at all times. Leagues or Teams are not allowed. Rules of etiquette were included in the HANDBOOK so please refer to them if you have any questions.

Street Light Outage - City of Covington, 770-385-2000, use Option '0' and speak to a Customer Service Agent to report the outage and have a repair ticket created.
FREE ADS FOR RESIDENTS WHO OWN A BUSINESS
Our HOA offers residents who own a business the opportunity to reach over 340+ resident email addresses via our Newsletter and our Facebook Page. Our average weekly reach is over 425 views.

Here's how it works:

For Residents who own a business:
- No charge to run an Ad
- A print-ready Ad in JPEG format is required
- We'll run it several times if requested

For Non-Residents to place an Ad:
- $25 to run 4 times
- A print-ready Ad in JPEG format is required

All Ad JPEGS must be emailed prior to any Saturday to tp81854@yahoo.com in order to be placed in the next issue of the Newsletter. Please make sure that your Ad is clear and legible before sending your JPEG.

Paid for Ads will be posted to our FB Page by someone on our Communications Team only. If an Ad appears on our FB Page that doesn't belong to a resident and hasn't been pre-paid for, it will be deleted.
