Middle School Boundary Adjustment Meeting Summary
The Middle School Boundary Adjustment Advisory Committee held a second public meeting on November 21, 2019 at Conestoga Middle School. The meeting was livestreamed and is available on the Middle School Boundary Adjustment webpage.
The primary activity was a second visioning workshop, where the public helped create the first set of themes for potential middle school boundaries. Everyone in attendance was at a table with approximately 6-8 people; they each had a large district-wide map and markers with which to work. The objective was for each table, as a group, to create a new boundary for the new middle school, reduce the size of Stoller Middle School, and amend other middle school boundaries to accommodate the changes created by the first two items.
This exercise was more qualitative than quantitative. The emphasis of the exercise was for participants to show the committee how they see their neighborhood identities, where “natural” boundaries (such as major roads, parks/open space, etc.) may be, and anything else that should be taken into consideration by the Committee. Committee members joined table groups throughout the room to listen in on the conversations.
Following the workshop, staff will analyze the workshop maps from both the November 5 and 21 meetings and will provide the Committee with the themes coming from those exercises. This will serve as the starting point for the Committee's work in narrowing down a set of options leading to an eventual recommendation.
The next meeting will be held on Thursday, December 5, 2019 at 6:30 p.m. at Cedar Park Middle School, 11100 SW Park Way, 97229.

Seismic Reports & Upgrades
Parents have inquired about the recent Seismic Assessment report and the District’s plan of action to address the recommendations in that report. The Seismic Assessment report was published in Spring 2019 and Volumes 1, 2, and 3 are currently available on the District website.
Using the April 2019 report, the District is developing and prioritizing seismic upgrade projects for the future Capital Improvement Bond. The focus of this effort is to develop seismic upgrade projects for schools that fall into the Red Zone (Less than Collapse Prevention Performance Level). These projects will help improve these schools to be above life safety performance objectives and be better equipped to limit damage in the event of an earthquake. These seismic projects will need to be prioritized along with other potential bond projects that include new capacity schools, replacement schools, modernization, and other capital improvement projects.
There is no change to the District's recommendations on earthquake preparedness and following the instructions for "Drop, Cover, and Hold On." The District participated in the Great Oregon Shakeout earthquake drills on October 14, 2019 to review and refresh all students and District employees on "Drop, Cover, and Hold On." Student Success Act Update
The District’s work on the Student Success Act continues to move forward. Phase 1 community engagement has come to a close and the response from the public was substantial. More than 4,000 survey responses were submitted representing a wide range of community interests from students to parents to staff to the broader community. More than 1,000 student surveys were completed. We are working with the Northwest Regional Education Service District (NWRESD) to analyze the responses and provide a summary that will be used in the next phase of our work.
The responses were gathered through a broad engagement strategy that included email solicitation for survey responses, four broad- based community meetings, targeted meetings with groups of individuals (language specific families, Beaverton Student Advisory Committee (BSAC), school-based groups, etc), and empathy interviews with sensitive students and families (homeless, foster families, etc.). The feedback gathered for this purpose will be used to inform the district’s Continuous Improvement Plan (CIP) which will be submitted to the Department of Education this month.
With Phase 1 coming to a close, the planning team has begun to implement Phase 2 of the plan development effort. In this next phase, the District will convene a series of expert panels (instructional, equity-based, and student health & wellness) that will review the District’s CIP, strategic plan, and student achievement data, overlay it with the feedback gathered in the community needs assessment work, and align it with the requirements of the Student Investment Account. These convenings will then review best practices, the Quality Education Model, and education research to develop a draft investment plan.
That draft plan will then be reviewed and refined by convenings of representative demographic groups (students, teachers, principals, MLD families, special education families, etc.). The final draft will then be presented to the community and the District will engage in another round of broad-based community engagement for additional feedback. Following the final round of broad feedback, the investment plan will be reviewed a final time and aligned with community input for recommendation to the Superintendent and the Board for final adoption.

Bond Update: District-wide Security Upgrades
Since the summer of 2014, District-wide security upgrades have been completed in phases. This summer, perimeter hardening security upgrades were installed at Barnes, McKay, and Sexton Mountain elementary schools, the International School of Beaverton (ISB), and Mountain View Middle School. At McKay and Mountain View, new visitor entrances directly into the main offices were completed. Crews installed a vestibule at ISB, directing visitors into the office. Due to the location of their main offices, the District installed lockdown doors at Barnes and Sexton Mountain elementary schools that will separate the classrooms from the lobby area if necessary.
The programming and final testing of the systems at these schools is still underway. Improvements were also made at Cooper Mountain, Findley, Fir Grove, Hiteon, Raleigh Hills, and Scholls Heights elementaries, and Cedar Park, Highland Park, Meadow Park and Whitford middle schools.
The final schools that will receive upgrades in phase four are the high schools (excluding Mountainside which had these installed during construction). The upgrades will include card readers, hardware upgrades, cameras and fencing.
