School District Asks Voters to Head to the Polls on November 5, 2019
State funding formulas and Iowa law related to school district funds can be complex. As
superintendent, I welcome any questions regarding funding, school board elections, legislative priorities, and our district’s budgeting process. This week’s column deals with the upcoming school board elections and renewal of the current PPEL levy on November 5th.
Several years ago I created a school finance video and I explained Iowa‘s law creating several
funds (buckets) for school districts and each fund (bucket) is allowed to be used for the purpose authorized and no other. One of the funds is called Physical Plant and Equipment Levy (PPEL). PPEL is a current levy that was passed in 2011. This vote is to continue the levy up to a maximum of $1.34 per $1000 of assessed value over the next ten (10) years. This fund can only be used for school district expenditures including energy conservation, building
repairs/renovations, purchasing of buses and other school vehicles, and technology and
equipment exceeding $500. Our district’s emphasis continues to be on security improvements, efficiency projects such as LED lighting, transportation fleet rotation, playground equipment, building furnishings and the remodel of classrooms and hallways. The district is doing everything it can to continue to provide the highest quality education to our students.
On November 5th, we are asking voters to extend the current Voted PPEL (VPPEL) for ourdistrict. Specifically, voters will be asked to approve a VPPEL of not to exceed $1.34/$1,000 of assessed property value blended with an income surtax.
This is NOT a new tax, but an extension of the levy that is already in place.
There will be a public forum to answer questions on Wednesday, October 30 at 6 PM in the

Middle School Happenings
Feed My Starving Children Mobile Backpack - October 25th
7th grade students will have the opportunity next Friday to volunteer their time packaging meals that will be sent over seas for children in need. This will take place at the CRC!
Middle School Fundraiser
On Monday, October 28th at 2:45 we will have our Fundraiser kick-off, please consider supporting OMS. It's because of your kindness that we are able to continue to offer field trip experiences for all of our students. Ask any 8th grader about their time at Eagle Bluff and you'll hear stories of camaraderie, challenges and conquering fears. This is all due to your contributions and generosity. Thank you in advance!
High School Happenings
SUCCESSFUL HAPPENINGS
MR. BURRINGTON’S SOCIOLOGY CLASS got hands-on social interaction volunteering their time at the community kitchen in Mason City.
MRS. KOFOOT’S ECO CLUB TRAVELED TO to Decorah Community Schools to meet/learn with Science teachers who started a program to compost everything they can at their schools.
Each cafeteria has buckets for students to put uneaten food. Each day, the compost buckets are weighed, then dumped into a bin. The compost is then mixed with mulch, wood, shredded papers, or sawdust to decompose. All the organic matter from the compost is used in grow beds for the school to produce vegetables for the cafeteria and flower gardens.
We will start this at Osage Community Schools in the next month with the generous grant of 1500.00 from Shop On State.. Be watching for the buckets with signs on what can be dumped weekly, let’s do your part to OCS to protect the future.
- TUESDAY, OCTOBER 22nd, AND WEDNESDAY OCTOBER 23rd MRS. OTT AND MEMBERS OF MODEL UN WILL ATTEND A 2 DAY CONFERENCE. The Iowa Youth Symposium is a conference hosted by the Iowa high school advisors for Model UN at the Capitol building in Des Moines each October. This conference focuses on the creation of a position paper and writing of formal resolutions for topics related to issues faced by the United Nations. Schools represent the United States' point of view for this symposium. Students pretend to be United Nations delegates taking the United States position in the areas of Economics, Politics, Science and Social.
- Elijah Bluhm was selected as an outstanding delegate in politics, which is his 4th year representing Osage in Des Moines. The outstanding delegates for Osage in the area of economics are Makayla Mostek, Sawyer Chisholm and Andrew Schneider. Mitchell Christenson was selected as the outstanding delegate in the area of science. Two students Makayla Eagen and Rafe Miller, are alternates in the area of science.
Mrs. Abbas and the Sophomore class will be visiting NIACC on Wednesday, October 23rd to participate in the Explore program. Students will have the opportunity to experience hands-on activities, demonstrations, and simulations as they “EXPLORE” their career opportunities.
Our Juniors and Seniors will have the opportunity on October 24th to sign up for Fall college credit classes through NIACC. We have half of our juniors and seniors already taking advantage of early college credits through NIACC online or night classes.
On October 25th Our Junior class will have their 3rd session with MOBILE MAMA…moms with a passion for sharing resources, tools, and education with our young adults on how to deal with potential benefits and potential harms of technology.
Thursday High school students and staff will be practicing our procedure for any potential school lockdown.
We are excited to announce the high school's upcoming Musical "Beauty and the Beast" has begun ticket sales. There will be approximately 200 reserved advance seats sold for each performance. The rest of the seating for each show with be general admission on a first-come basis. Tickets may be purchased by going online at seatyourself.com. The cost for tickets are the following amounts: $10.00 adults, $ 5.00 students, and children 5 years & under are free.
