ABSENTEEISM AND LEAVES
- If it is necessary for you to be absent from school, report your absence on the Aesop Sub Finder System as early as possible. You are responsible for arranging coverage for your class. Be sure to get the job number to verify that a substitute is hired for your absence.
- If you need to be out for an unexpected absence, you should let your team leader and Lisa know as soon as possible. Let them know who your sub will be.
- A “Request to Take Discretionary Personal Leave” form must be completed if you know you will be absent in advance. These forms are kept in Lupita’s office. Once you’ve completed it, submit it to Lupita for approval by Lisa. Complete the form thoroughly by including the date of your potential absence and the name of the substitute teacher. Please allow five days in which to receive approval. Absences and substitute coverage will be the direct responsibility of the staff member reporting an absence. It is critical that you confirm the job with the substitute system and/or the substitute teacher themselves. Discretionary leave shall not be allowed on STAAR testing days, professional or staff development days, and days preceding or following a school holiday or other times determined by administration.
- If you will be taking a “Leave of Absence” requiring you to be absent for an extended length of time, you are welcome to recommend potential long-term substitutes to administration. However, do not make official arrangements with any substitute without verifying the decision with Lisa Garrison. You are required to follow the district guidelines regarding extended leave if you will be absent from duty more than five consecutive days.
- If there are circumstances during the school day or one that will require you to leave prior to 3:30 p.m., please contact the Lisa, Erin, or Sarah to discuss.
- Staff members are not permitted to split up their students into other classes unless approved by an administrator.
ANIMALS IN THE CLASSROOM
Animals may not be on campus without principal permission
ASSEMBLIES
Review the following guidelines with your students prior to every assembly:
- Students will use the restroom prior to leaving their classroom; it is disruptive when students walk through the audience to leave.
- Students will leave their classroom in one line walking quietly to the Gym/Cafeteria.
- Teachers will make sure students who should not be seated next to each other are. separated prior to leaving the classroom and upon being seated in the Gym.
- Students on the floor will be seated criss/cross.
- Students in the bleachers should keep their feet quiet while seated.
- Students will be respectful of the speaker/presenter and clap when it is appropriate.
- Students will refrain from yelling out for a friend or saying anything derogatory.
- Staff members should be spread out among their grade level to encourage appropriate behavior.
CARE OF CLASSROOMS
- The building should be kept neat and clean. Do your part to help maintain its beauty and enlist the help of your students to be responsible for their area.
- Monitor student displays to make sure they are not on display too long or showing signs of wear.
- Staff should report any damage to walls, carpet, furniture, etc. to the school receptionist.
- Staff members should not use lit candles in their room, as burning candles are a safety hazard. The use of Scentsy type products is not acceptable at school.
CELL PHONE USAGE
Personal cell phone usage during class, meetings, or duties is unprofessional.
CLINIC
- State law requires all schools to have the following information on file for all students who receive any medication at school:
- Non-Prescription Drugs-Written, dated permission from parent or guardian giving the exact name of the drug and the exact dosage.
- Prescription Drugs-Written, dated permission from the parent or guardian. The drug must be in the original bottle with the exact dosage and the child's name written on the bottle.
- Discuss any health problems a student may have with the school nurse. She is responsible for all health care in the building.
- · Any suspected case of child abuse or neglect be referred to the school nurse and an administrator/counselor immediately. We are required by law to notify authorities in suspected abuse cases.
- Parents may not send medication on the school bus.
- Teachers should NOT administer any type of medication to any student. If the administration of any form of medicine is necessary, this is to be done by the school nurse or clinic aide.
- When a child is in the clinic (or anywhere else in the building), do not count him/her absent.
- If an emergency requires 911 services, call 911 and then notify the front office.
COLLECTING MONEY/FUNDRAISING
- Money can only be collected after principal approval.
- Procedures for setting up money collections will be provided by the campus secretary.
- CISD discourages collecting cash.
COPYING INSTRUCTIONAL MATERIALS
- Teachers are responsible for making sure they are copying material that has prior written approval from the publisher before copying material.
- The library color printer should be used sparingly and should not be your default printer.
- Times for are scheduled during your conference period. Minimal copying should be done before school. Large jobs should be completed during your conference period or after school.
- Use professional courtesy when you are in the copy room. If you are copying a large quantity, make sure there aren’t others waiting to use the machine.
CUMULATIVE FOLDERS
- Cumulative Folders are kept in filing cabinets by alphabetical order by grade level.
- If you need to see a child's folder, it must be signed out.
- If you are pulling an entire class, leave a copy of your roll attached to the sign out clipboard. Remember to sign them back in when you return them.
- Folders my not be kept in classrooms overnight and must be returned to the PEIMS office at the end of each business day.
- NO RECORDS MAY EVER LEAVE THE BUILDING.
COUNSELING REFERRALS
- To refer a student for counseling, contact Shawn to receive specific feedback. Please do not send a student to her office until she lets you know that she is available. We do not want students waiting in her office or in the hall unmonitored. If you need immediate assistance and she is not in her office, call the front office and someone will locate her in the building.
- If a student makes a suicidal outcry, contact Shawn immediately. The student’s parent will need to be contacted and a plan made for sending the child home.
- Third Party Questionnaire: If a parent asks you to complete a questionnaire for their child’s doctor, please give it to Shawn once complete to fax or mail to the doctor. If it is an on-line questionnaire, print a copy for Shawn before sending to the doctor.
CUSTODY ISSUES
- Custody issues can be extremely emotional for all involved, including you as a child’s teacher. In any case involving custody of a minor, have all the facts before you make any promises. Make sure you have thoroughly determined what is legal when communicating with a child’s parents. Before speaking with someone you think is a parent/guardian, be sure custody papers are on file. Do not assume the person you are speaking to is legal guardian. Follow all information given on child’s ViewIt page. If you have any doubt, call an administrator. Be familiar with terms of custody papers. Some legal documents require report cards to be copied and sent to both parents while some do not, etc.
- Students may be released only to designated parents or guardians. The parent or guardian will have listed any person given permission to pick up their child.
- Lunch is considered a school activity.
DRESS CODE
- Designated days for specific spirit shirts are as follows:
- Wednesday: Green Positivity Project shirt with jeans or black warm-up pants.
- Thursday: Powell patriotic shirt with jeans.
- Friday: Powell Shirt (purple, black, or gray) with jeans.
- When jeans are allowed throughout the year, they should not be too tight, excessively faded, or have distressing that shows skin.
- Flip-flops and “Croc” type shoes are not permitted. If your shoes are the type you would wear to the beach or pool, they aren’t professional enough for school.
- Tank tops are not permitted (sleeves should have a width of at least three fingers), and cleavage and/or midriffs should not be visible. Be conscientious that your top covers undergarments at all angles.
- At no time should yoga pants be worn. If you could go straight to the gym from school, you need to consider an alternative outfit for school.
- Make sure your dress or skirt length is appropriate. Appropriate length would be closer to the knees so that when you bend over everything is covered up.
- Only naturally occurring hair color is acceptable.
- If you are in doubt as to whether something is appropriate for school wear, please talk with Lisa. It is very uncomfortable for adults to tell other adults that their manner of dress is inappropriate. Let's avoid an uncomfortable situation!
DUTIES: AM
- Each grade level will have staff on duty at 7:40 in grade level hallways.
- All teachers will be at their door (not in their classrooms) to greet students.
- In the gymnasium:
- Students will sit in a single-file line by gender and grade level as indicated on the wall
- Students dropped off in the car line will walk to the gym and be seated until dismissed
- Dismiss by grade levels at 7:40 a.m.
DUTIES: PM
- All Teachers are expected to help with dismissal duty.
- Expected voice level during dismissal: 0-1
- Foundations Committee members will work with Team Leaders to facilitate the assignment of dismissal duties of staff within their grade level teams.
- PK and Kinder will dismiss from both K hallways.
- All teachers will remain on duty until all students in the grade level have been dismissed.
- Scan students at exit point
FACULTY MEETINGS
- Faculty meetings, grade level meetings, and department meetings held before and/or after school are considered assigned professional duties. Faculty meetings are scheduled on various Tuesday afternoons from 3:30-4:20 p.m. Scheduled meeting dates are always given at least a week in advance and published in the Staff Bulletin and on the Powell Calendar. You should refrain from scheduling other appointments on Tuesday afternoons.
FIELD TRIPS
- Team leaders are responsible for organizing grade level field trips.
- Field trips must be instructionally related, have prior administrative approval, have written parental consent/electronic parental acknowledgment, and may not require students to pay unless principal approved.
- All off-campus trips need assistant superintendent approval that is submitted via Eduphoria. Lupita can help you with the submission form.
Foundations/Discipline
GRADING GUIDELINES
- You are expected to follow the district guidelines for grading and reporting (See CISD Grading Guidelines below).
- Teams will collaborate and plan for the required minimum daily and major grades to be uniform.
- Grades below a 50 are to be entered into the grade book; however, no grade below a 50 will be recorded on the report card without consulting the campus principal.
- Students must be given the same number of days to complete assignments as they were absent. It is not necessary for student to be given every assignment they miss if they are out sick.
- Thoroughly check IEP’s for special education students.
- Thoroughly check accommodation plans for Section 504 and ESL students.
- In order to be confident of a child’s grades, you need to make sure all accommodations or modifications have been met. If a special education student is in danger of failing for the grading period, their special education teacher should be notified as soon as possible in order to intervention to occur.
- It is expected that a teacher personally contact a parent via a phone call or parent/teacher conference if a child is going to have a failing grade on the report card. A parent phone call or parent/teacher conference needs to be conducted in a timely manner. Parents should be notified at least a week in advance. It is not acceptable to send an email to notify a parent that their child is failing unless you have already had a parent/teacher conference or phone conference.
- Teacher Gradebooks must be updated at least once per week. Enter grades in Gradebook on a timely basis so parents and students are able to monitor progress.
- If a student transfers from another CISD school, the report card will reflect the average grades from the sending and receiving schools. Students must be in attendance at least 50% of the marking period to have a grade on the report card, unless grades are coming from another CISD school.

- Teachers should model the behaviors expected of the students

INCLEMENT WEATHER/SCHOOL CLOSING
CISD will notify all employees via phone and email if there is a school closure. Notifications will be made by 5:00 a.m. the morning of the closure.
INTEROFFICE MAIL
Mail is delivered to administrative offices and other schools via Conroe ISD interoffice mail. Interoffice mail envelopes are located outside of Lupita’s office in the black drawers. Interoffice mail is for school business only, not for personal use.
KEYS TO ROOMS
- Keys for your classroom will be provided. The campus secretary will distribute them to you, and they will be collected by the end of the year workday. Your ID badge serves as a key to enter the building.
- You are not to enter the building after hours alone for any reason. (6:30am – 7pm)
LESSON PLANS
- Lesson plans should follow the CISD scope and sequence.
- Accommodations for Special Ed/504/ESL/RTI should be kept in the Powell Teacher Binder and readily accessible. You will be given a copy at the beginning of the year. It is your responsibility to print and update the binder throughout the year after ARD or 504 meetings.
- They should be done in a minimum of one-week blocks, prior to instruction.
- The district’s expectation, as well as that of Powell, is that lesson plans be in Eduphoria. In the event you are absent, you can print out your plans for the substitute or email them to your team so they can share them with the substitute.
LUNCH PROCEDURES
- A lunch duty teacher should be present in the serving lines while students are buying lunches
- Students must stay seated unless they have received permission from a teacher to go to the restroom, cafeteria lines, etc.
- Hand signals will be uniform across all grade levels:
- Restroom- “R” in sign language
- Water- “W” in sign language
- Only the restroom in the cafeteria should be used during lunch
- During lunch, students will be no louder than a voice level 2
- During lunch dismissal, students will be on a voice level 0
- Dismiss by tables
MASS COMMUNICATION TO PARENTS
- All letters and memos should be professional in nature, clear to read, and checked for grammatical and spelling errors. Either the principal or an assistant principal should approve any mass communication being sent to a group of parents with the exception of your grade level weekly newsletter.

PARENT COMMUNICATION
- Parent conferences are vital in order to communicate a student’s academic, emotional, and social progress. Two parent contacts per year are recommended. Document the important points of the conference in View-It under “Parent Contact”. Many times issues can be discussed on the phone and a conference is not necessary. If you want an administrator or counselor to attend, make the conference known as early as possible to get it on their calendar.
- You are encouraged to call parents or hold a face-to-face conference rather than email. It is often difficult to get the true meaning of a problem from a note/email. Communication is more effective through personal conversation.
- Grade level newsletters/ parent emails should be distributed as deemed necessary for ample communication.
PARENT VISITATION
- All visitors are required to check in at the front office and get a visitor badge before going to a classroom. If you see someone in the building without a visitor's badge, ask him or her to return to the front office for a badge and notify the front office. No matter how familiar the person is, they need a badge!
- If a parent requests a classroom observation, it must be approved by the principal.
PARTIES
- Communicate to parents that they may send birthday treats (no cupcakes) with their child to be eaten in the classroom. Birthday treats must be store bought and teachers must wear gloves to serve. Check for student allergies before distributing treats. Provide an alternate food item if allergies prohibit the student from enjoying the treat.
- Two parties will be allowed through the year- Winter Party and Valentine's Party. All homeroom teachers are expected to work closely with their homeroom parents to plan a festive/politically correct celebration for their students.
- Team leaders should follow the nutrition guidelines and plan accordingly for special recognitions, holiday parties, and PTO events that involve food.
PRIVATE TUTORING
- Staff may not be paid to tutor students on school property
- Staff members are not to transport students for any reason, including private tutoring

PROMOTION POLICY
- The policies governing promotion/retention of students follow the law of the State of Texas. Students can be retained if:
- they do not attend school 90% of the state mandated days;
- they receive a yearly average below 70% in math or reading or language;
- othey have an overall average below 70. A committee reviews children in danger of failing for final determination of their promotion/retention status.
- Conroe ISD Board Policy states: In grades 1-8, promotion to the next grade level shall be based on an overall average of 70% on a scale of 100% based upon course-level, grade-level standards (essential knowledge and skills) for all subject areas and an average of 70% or above in the following areas: language arts, mathematics, science, and social studies.
- Research shows that retention is often harmful, not helpful. It is the job of every professional in this building to provide students the opportunity for academic success. It is the responsibility of the teachers, counselor, and administrators to discuss children who are failing and determine what other actions may be needed to help the child succeed. Individualization of instruction is absolutely necessary in every classroom. ALL children can learn and they may require different methods and means of delivering instruction. I expect that we will all do whatever is necessary to get these students to be motivated to learn-that IS our job.
PTO
- All employees are encouraged to join the Powell PTO. The PTO is very involved in providing services and financial support for our school. I expect every staff member to show appreciation for all the hard work from each member of the PTO.
- Teachers shall notify the principal of all requests for approval prior to submission to the PTO.
- Do not solicit funds from a member of the PTO. All request will go though team leader and will be approved by the principal.

PURCHASING/REIMBURSEMENTS
- Always check before buying something to see if you can be reimbursed. Only ORIGINAL invoices, sales receipts, grocery tapes, credit card slips, etc. can be accepted. If the receipt does not clearly indicate the purpose of reimbursement, please describe it. Reimbursements will be made in a timely manner if everything is completed correctly. Sales tax cannot be reimbursed. Tax exempt forms can be obtained from the campus secretary but any business has the right to refuse it.
- A list of vendors with whom we have accounts is available from the school secretary.
RECESS
- All students will have a 30 minute daily recess, weather permitting
- Each grade level should have their walkie talkie with them at recess duty
- Teachers should be spread out on the playground to ensure that all students in all areas are supervised
- Teachers should not be on their cell phones for personal use during duty
- If the temperatures outside are not safe for our students to be outside, the nurse will communicate that information through GroupMe
- If students are sent inside for the restroom or nurse, a teacher on duty should use the walkie talkie to let the front office know to expect them
RESIGNATION/RETIREMENT/EXIT
- Contract employees must resign no later than the 45th day before the first day of instruction. All Human Resources forms can be found on the Conroe ISD website. As a courtesy, it is much easier to find qualified, certified, highly sought after candidates prior to the school year ending. After the CISD Job Fair, the most sought after candidates have been offered a position. If you know you are not returning for the next school year, please resign/retire as soon as possible.
SAFETY AND SECURITY
- All school personnel must wear CISD official nametag at all times when on campus.
- Procedures for specific Emergency Scenarios can be found in your EOP Binder. Know where your binder is at all times and be familiar with the procedures.
- All doors to the school will be locked throughout the day. Make sure all doors close securely behind you.
- It is important to keep your classroom doors locked at all times. Everyone should have a magnetic strip to keep on the door jam. If you need one, see Lupita.
- Notify the front office of any suspicious persons or suspicious behavior.

ALERTS AND DRILLS
Lockout/Reverse Evacuation
- Used when a violent threat is off campus, such as someone fleeing from the police
- “Staff and students, we have a lockout alert.”
- Lock classroom doors and continue working
- Students in the portables will get inside the main building as quickly as possible
- People are allowed to move through the hallways if it is absolutely necessary
Lockdown/Shelter
- A violent person or threat is in or on the grounds of the campus
- “Staff and students, we have a lockdown alert.”
- Lock classroom doors immediately, turn lights off, students hide out of sight and remain quiet
- There are no class changes and everyone is to remain in their room
- Students in the hall or restroom will hide in the nearest classroom
- Teachers should not use the classroom phones for any reason
Severe Weather
- Used when the school is being threatened by weather
- “Staff and students, we have a severe weather alert.”
- All persons in the building should move to a “green dot” room
- Students in the portables will get inside the main building as quickly as possible
- Students will get under a desk or table and “duck and cover”
Fire Drill
- Once the fire alarm sounds, grab your emergency bag, turn off your lights, close your door, and walk your class outside
- Team leaders should carry their walkie-talkie
- Last class out of the building should close the outside doors
- Count your students and hold up the appropriate sign (Green, Yellow or Red). Green means you have all of your students. Yellow means you have a student with another teacher that you need to confirm, and Red is for emergencies.
- Your team leader will clear your grade level over the walkie-talkie. Wait for the "all clear" announcement to return to the building.
SPECIALS
- Specials teachers will be notified of exceptions for students in RtI/Speech/Dyslexia services
- Specials circumstances should be reviewed in advance with Lisa, Sarah, or Erin
- Students should not miss specials to complete classroom assignments
STAFF COMMUNICATION
- STAFF E MAIL/mailboxes: Staff members are expected to check their email daily. You should also check your mailbox in the front office throughout the day. Respond to e mails from parents within 24 hours. Refrain from responding to parents during classroom instruction.
- STAFF BULLETIN: The campus staff newsletter is typically sent out by email on Mondays and includes the upcoming week’s information. You are expected to read it thoroughly. Any article you would like published in the Staff Bulletin should be submitted to Katrina no later than Wednesday.
- POWELL PUBLISHER: Parent newsletters are sent out each Friday. You are expected to read it thoroughly. Any article you would like published in the Staff Bulletin should be submitted to Katrina no later than Wednesday.
- GROUP ME: Every staff member is expected to be able to receive communication through GROUP ME. This tool is vital to our communication and safety.
- TWITTER: Twitter is an import tool for sharing our story. (If we don’t, someone else will!) Every teacher is expected to actively maintain a professional classroom twitter account and tweet often.
- OUTLOOK CALENDAR: The Outlook Powell Calendar is utilized to schedule all school events. If you would like to have an event added to the campus calendar, please submit your information to Katrina well in advance of the intended event. Lisa will approve all school-wide events. See her to verify available dates. All staff members are expected to review the Powell Calendar in Outlook.
STUDENT ATTENDANCE
- When a student is absent, we request that a parent call or email the school that day to report the absence along with a reason for the absence. If no communication is received, an automated call from the district will be made with a pre-recorded message. If the child sees a physician for the absence, a doctor's note should be sent in to school upon the child's return. If the parent provides a note explaining the absence, that note should be given to the teacher and then forwarded to the attendance office. If a student arrives to school after 9:00 am after visiting a physician, they can submit a doctor's note to the front office upon arrival and the absence will be changed to "Health Care Provider" which is considered being present for the day.
- If a teacher receives a note or email from a parent concerning attendance, please make sure to forward to the Attendance office every time.
- Taking Attendance is required per TEA guidelines every day at 9:00am. Taking attendance before or after that time, or not taking it at all, could result in loss of funding for every student in your class. TEA reserves the right to audit these attendance records at any time and act accordingly.
- If a child has been absent for several days, please contact the Attendance Clerk. The family can then be contacted if no information has been received to date.
- A “planned absence” is one in which the parent knows in advance the child will not attend school. Usually this is for a family trip. Make-up assignments are to be given following the child’s return to school. It’s your discretion as to whether you provide assignments prior to the child leaving. Please notify the Attendance Clerk for these types of absences.
- Children leaving the campus during the day should sign out through the front office. Parents must come into the school to sign a child out. Do not let a parent get a student from your class or the bus area. See Lisa if you have any special reason for concern, such as a custody problem.
- Tardies will be reported when a student is not in his/her homeroom class by 8:00 a.m. The student should arrive with a yellow “Tardy” slip. Tardy slips should be returned to the front office.
STUDENT SUPERVISION
- There is no defense if something happens to a child and you are not present. If for any reason, you need to leave your class, make sure there is another staff member available who can monitor the children. You may not leave any child unsupervised.
STUDY HALL (OPPORTUNITY TO FINISH INCOMPLETE GRADED WORK)
- Occurs on Tuesdays and Thursdays only for grades 2 – 4
- Grade levels will monitor daily attendance and purpose of student attending
- Students should only attend to complete graded work
- Participation is optional
SUBSTITUTE COMMUNICATION
- All classroom teachers should have daily plans easily visible on their desk and a substitute binder readily available plans in their classroom in the event that they have to be out unexpectedly. Your substitute binder should include the following items:
- Homeroom roster and switch class roster (if applicable)
- Daily schedule for each class, including any student who attends another class for services
- Transportation list for dismissal
- Specials rotation schedule
- “Split list” for where students go if there is no sub
- Generic lesson plan with copies for activities
- Detailed lesson plans should be provided if you have a planned absence
- Special education and 504 accommodations
- List of students needing special attention and recommendations for the students. For example, some children escalate if someone gets too close to them. Be sure to indicate specific students and their special circumstances.
- Fire drill and emergency information/procedures
- Daily duty schedule

SUSPECTED CHILD ABUSE
- We are required by law to report suspected child abuse within 48 hours of the concern being brought to your attention. If a staff member reports a concern to another staff member, both staff members are expected to report the abuse to CPS. A group report can be made, but anyone with information regarding abuse of a child is expected to report.
- To report abuse, contact Child Protective Services at 1-800-252-5400 or online at: www.txabusehotline.org. Though it is appreciated that you notify the principal of the report you have made or intend to make, it is not required by law or district policy.
TEACHERS WITH CHILDREN ON CAMPUS
- Staff Development Days are considered days of contract employment. Therefore, please respect the professional environment and arrange childcare for your own children on these days. Personal children will be allowed on campus during workdays. They should remain in your classroom.
TRANSPORTING STUDENTS
- Staff members are NOT to transport students for any reason. Only the principal is covered with liability to transport students.
WORK HOURS
- Teacher hours are from 7:40 a.m. to 3:30 p.m. daily, except on Tuesdays from 7:40 – 4:20. Classroom teachers should be in the building and ready to greet students by 7:40 a.m. each morning. Remember, your smile might be the first one a child sees.
- Paraprofessional hours are individually set by the administration and will be reviewed at the beginning of the year. Paraprofessionals work 37.5 hours a week. Any additional hours worked must be approved by Lisa in advance.
- Tuesday afternoons should be reserved for faculty meetings, committee meetings, or professional development opportunities. Do not schedule appointments or other activities on Tuesday afternoons. Each Tuesday meeting will be planned in advance and generally include the professional staff. Meetings will be noted in the Powell Outlook Calendar and the Staff Bulletin. Paraprofessionals will not be required to attend unless otherwise noted.
