Welcome to the October of the 2023-2024 school year! We've been hard at work assisting with elections and organizing new units , and we hope that all of our leaders have had a successful start to the new year!

As a reminder...
Units, please remember to keep your councils in the loop when communicating with us (Corona-Norco, Hemet-San Jacinto, Lake Elsinore, Murrieta Valley, Riverside, and Temecula Valley - this means you!). Out-of-council units, you'll come right to us (This means Jurupa Valley, Alvord, Val Verde, Menifee, Perris, Cherry Valley, and Beaumont.)!

Every unit and council can file taxes, the RRF-1, and the CT-TR-1 (if needed) right now! These filings are legally required for all nonprofits - don't jeopardize your organization! Check out tips and tricks on our website www.23rdDistrict.org.

December Association Meeting - Thursday, December 7; 7:00 P.M.
We need you to make business happen!
This meeting will be in-person - the only in-person meeting we will have all year!
Presidents are our delegates, and we must make quorum to vote! We will be addressing the budget, releasing funds, providing information on upcoming programs and events, and collecting Reflections entries!

Upcoming Events: Reflections Entries DUE 12/7
Remember! Reflections Entries must be submitted to Twenty-Third District PTA at the in-person December 7 Association Meeting!
- In-Council: In-council units must remit Reflections entries through the council only. Council presidents will remit all entries advancing from the council at the meeting.
- Out-of-Council: Out-of-council units (Alvord, Menifee, Moreno Valley, Val Verde, Jurupa Valley) will submit entries directly to Twenty-Third District PTA at the meeting.
Late entries will not be accepted. If entries cannot be submitted at the meeting, reach out to Reflections@23rdDistrict.org at least 48 hours before the association meeting to make an appointment to remit entries - be aware that appointments are not guaranteed!

Question: How Do We Ask For Donations for the PTA?
When Donations are Solicited FOR PTA, They BELONG to PTA!
Donations sometimes make the difference between whether an event is a hit or flop, but it's also important that donations are recording appropriately because remember - documentation is required!
- Step 1: Donation solicitations ("asks") must be documented! In an executive board meeting, who will be requesting donations must be recorded in the minutes. For example: "Minnie Mouse will be reaching out Ralphs, Target, Walmart, and Sprouts for bottle water donations."
- Step 2: A letter including the EIN should be prepared for donation solicitations, and should be provided to all donors.
- Step 3: Donations received must be documented! In an executive board meeting, what donations were received (and their purpose) must be reported and recorded in the minutes. For example: "Ralphs donated 45 cases of bottled water, Target donated no cases of bottled water, Walmart donated 20 cases of bottle water, and Sprouts donated 5 cases of bottled water. The bottled water donations will support PTA family nights throughout the year."
- Step 4: Thank the donor! A letter of thanks, or a shout out during an event or on social media thanking the donor is fine - remember, we cannot commercially endorse any entity! For example: "Thank you to Fantasyland Pizza for the donation of 25 pizzas for our Astronomy Night event!" is absolutely fine!
Remember: Donations must be used for their intended purpose - you have to ask the donor to use a donation for another purpose - so make sure you are clear in your donation request!

Tax Filing Deadlines and Tax Filing Support
IRS: 990EZ, 990, or 990N
All units must file taxes annually! For units in 23rd District (Riverside County) - all taxes must be filed by November 15!
- If your unit's annual revenue exceeded $50,000 in the 2022-2023 fiscal year, your unit will file the 990 or 990EZ. If you are not familiar with tax filing preparation, we advise you to consult with a professional tax preparer to complete the filing. Don't forget to ask for a copy of the filing to share through channels/upload/store in the treasurer's records. The tax preparer can also file the RRF-1 for your organization!
- If your unit's annual revenue averaged less than $50,000 over the last three years, your unit will file the 990n (the postcard). This filing can only be submitted online.

AG: RRF-1 (and maybe CT-TR-1!)
All nonprofit public charities, all units must file documents with the California State Attorney General annually! The deadline is November 15!
- RRF-1: RRF-1 Form and Directions (See annotated form attached to help you!)
If the unit is current, filing may be completed online via this link: clicking this link. If the unit is delinquent, the filing must be done by mail. Verify status by clicking this link and entering your unit's EIN.
If the unit files a 990 or 990EZ, a copy must be submitted with the RRF-1 - don't forget! - CT-TR-1: CT-TR-1 Form and Directions (See annotated form attached to help you!)
If your unit filed the 990n (postcard), the CT-TR-1 must be completed and submitted with the RRF-1. Make sure to keep copies of both the RRF-1 and the CT-TR-1 for the treasurer's records!
California State PTA Tax Filing Support

California State PTA has tools and support to help you get tax filing done right! Please see the attached flyer for support videos and even information on how to book a time slot to get full-service support on filing all documents required on October 16, 17, and 19th.

Insurance and Worker Compensation Forms
Insurance Premiums: DUE DECEMBER 20th!
Premium Amount for
UNITS: $282.00
Premium Amount for
COUNCILS: $195
Each organization (unit or council) should have received an email from AIM directly - DO NOT IGNORE THIS EMAIL! Using the information provided, complete the insurance form via the link included in the email and then pay the insurance premiums DIRECTLY TO AIM.
Premiums may be paid by: ACH Transfer or by mailing a check. If mailing a check, the check must be received by AIM by close of business on December 20th.
If premium amounts are not received on time, late penalties are assessed! Don't jeopardize your unit's standing - make sure the insurance premium is paid!
PTAs and PTSAs organized AFTER September 1st DO NOT REMIT THE PREMIUM PAYMENT. Twenty-Third District PTA will contact you directly regarding how to proceed.

Worker Compensation Forms: DUE JANUARY 31st!
The form will open around December 15, and it covers the calendar year of 2023, not the fiscal year! If you haven't paid any employees - you'll note "0" paid, and submit the form! Don't forget to print a copy of the form (it will be sent to your email) for your treasurer to keep with the financial records!

Compliance: Financial Reviews
DON'T FORGET! Monthly Bank Statements and Reconciliations Must Be Reviewed and Signed!
In addition to treasurer's reports at every meeting, an important compliance item is that the unit bank statements must be opened, reviewed, dated and signed by a noncheck-signer monthly. The account reconciliation (whether it's the report from the accounting software, or the reconciliation form in the statement) must also be reviewed, dated and signed by a noncheck-signer monthly. Both items are then filed in the treasurer's records.
The same person should do this each month, and it should be a member of the board (like the financial reviewer or secretary) - not site staff!
If the unit receives online statements, the authorized party can be given "view only" or "authorized inquiry" access to the account to print the statement - it should not be printed and shared by the treasurer.
