Superintendent's Message
With over half of the 2022-23 school year in the books, I would like to extend a sincere “thank you” to our staff, administration, teachers, students, and families for their collaboration and dedication. Our entire district has worked tirelessly to ensure each of our students reaches their full potential. And, as usual, there is much to celebrate at Midview Local Schools.
Next week, over sixty seniors will be recognized at our annual Academic “M” Award ceremony for earning a minimum 3.50 (unweighted) GPA after six semesters of high school. Administration and staff are beyond proud to honor these outstanding academic students for their achievement.
Congratulations are also in order for both girls and boys varsity basketball! Each team’s dedication and determination has truly been inspiring and led to incredibly successful seasons.
As always, thank you for your support. The continued development of our schools and our district is due in large part to the cooperation of so many dedicated individuals.

Specifics of a Substitute Levy & Funding Needs
SPECIFICS OF A SUBSTITUTE LEVY & FUNDING NEEDS
Ohio Revised Code (ORC) allows school districts to “combine” emergency levies into one ballot issue rather than have multiple renewals on the ballot over the course of several years.
- Since this isn’t a “new” levy and is simply a combination of the 2012 and 2013 emergency levies, the state will continue to contribute an approximate 12.5% reduction in property taxes. These credits are no longer available with new levies.
Unlike a renewal levy, which only collects a fixed amount, a substitute levy allows the district to generate additional revenue from new construction in our community with no increase or change to current homeowners.
- Inflation and economic decline has increased operating costs substantially. $6.2M in 2013 is much less in value in 2023. Even with a healthy cash balance from responsible fiscal management, these incremental changes in operating costs will eventually lead to deficit spending if 1/6 of our budget is lost each year.

Congratulations, Board President Kathy Quintiliano!
Midview Local School District is proud to share that Board President Kathy Quintiliano has been recognized as a recipient of the 2023 Ohio School Board Association (OSBA) Service Award. Of the more than 3,400 board members in Ohio, only 52 will receive this year’s honors. Recipients of the Service Award accrue points over a three-year period for their involvement on a local school board and in district, region, and state leadership roles, including OSBA committees and local board offices and committees.
Elyria Rotary Contest
Over the last two months, MHS sophomores Daniel Roupe and Mallory Gordon have worked tirelessly to compete in the Elyria Rotary Club Four-Way Essay Contest. The Four-Way Test is a set of four questions that Rotarians use to assist in the conduct of their personal and professional lives. The questions are: “Is it the truth? Is it fair to all concerned? Will it build goodwill and better friendships? Will it be beneficial to all concerned?”
Both speeches revolved around the dangers and benefits of social media and how, as a society, we need to be more kind. Mallory placed fourth out of six, and Daniel finished second with a prize of $200. We are proud of both students and look forward to what they will accomplish in next year's competition!

Operation Share the Warmth
Operation Share the Warmth is a partnership program between Lorain City Schools and Lorain County Jobs & Family Services to provide up to 4,500 eligible children in Lorain County with $225 in FREE cold weather-appropriate clothing.
All families are encouraged to apply for this program by completing a PRC form AND a Clothing Order form. Once completed, save, upload, and submit the forms to operationshare@lorainschools.org, or print and take them to your child's school. Eligibility will be determined by Jobs & Family Services. Families will be notified of how and when to pick up their children's clothing.
Treasurer's Message
In a levy cycle or not, it is important for the district to regularly share information that helps our community better understand school finances, and more importantly, our own fiscal health. As mentioned, one of the ways we hope to achieve this is through a regular mailed series.
The first volume in this series, School Funding 101, is set to arrive in mailboxes by the end of February. Here, we'll explain the three types of funds - federal, state and local - that finance Ohio schools. I encourage you to read through this information and contact the Treasurer's Office should you have questions.
Not only does school funding directly impact the level of education we can afford to provide for our students, it affects our community as well.
