10. BUSINESS AND FINANCE

ESSER Funding Update 2022-23
As a result of the COVID-19 pandemic, the federal government issued three funding grants for public school districts, commonly known as ESSER grants:
- ESSER I
The Elementary and Secondary School Emergency Relief Grant – ER - ESSER II
The Elementary and Secondary School Emergency Relief I - E2 - ESSER III
American Rescue Plan (ARP) Elementary and Secondary School Emergency Relief
District Administration presented it's original plan for use of these funds to the Board of Education on May 6, 2021. Because these were multi-year grants intended to address needs resulting from the pandemic, District Administration updated the board on the status of our spending of these funds and plans going forward.

Presentation of the 2022-23 Tentative Budget
Assistant Superintendent of Business/CSBO, Stacey Mallek, presented the Board with the tentative budget for the 2022-23 school year.
Legally, this budget must be available for public inspection at least 30 days prior to its potential adoption. The proposed schedule is as follows:
- August 9, 2022 | Presentation of 2022-23 tentative budget
- By August 26, 2022 | Publish notice for public hearing
- September 27, 2022 | Public Hearing
- September 27, 2022 | Adoption of final budget

Proposed Referendum Bond Sale
Elizabeth Hennessy from Raymond James, the District's financial services firm, presented updated information regarding the proposed referendum bond sale. The recommendation made to the Board was as follows: an initial sale of $60 million in bonds, with a second sale of $15 million in calendar year 2025. This recommendation was based on the following considerations:
- Bond proceeds must be expended within 3 years following the sale of the bonds.
- The bonds are intended to cover the next 5 years of capital projects
- Capital projects will be scheduled to occur with the building additions as determined appropriate
- The Director of Facilities Management and Asst Superintendent for Business/CSBO have drafted various cash flow scenarios to recommend that $60 million is needed within the first 3 years
- We have the ability to issue a "Resolution to Reimburse" prior to the 2025 bond issue if needed

2022-23 Consolidated District Plan
That the Board of Education approve the Consolidated District Plan for Fiscal Year 2022-23 as presented.
Assistant Superintendent of Business/CSBO, Stacey Mallek, presented the Board of Education with the plan that Mrs. Mallek's department brings to the board annually. This is a consolidated plan for all of the District's federal grants including, Title I, Title II, Title IV, Title III. The District is required to present this plan to the Board, as Board approval of the plan is required.

Crossing Guard Locations for 2022-23
That the Board of Education approve crossing guard locations as presented for the 2022-23 school year.
Requests for crossing guard placements are considered on an annual basis, approved by the Board of Education, and set for the entire school year. Every year, the District collects data on the number of students and vehicles using intersections where crossing guards are placed. The District also meets with the School Resource Officers on this topic. Student and vehicular traffic counts continue to support many of the current crossing guard locations.
Crossing guards are funded through monies received from the Village of Arlington Heights.

Serious Safety Hazard Resolution for 2022-23
That the Board of Education approve the Resolution to Continue Serious Safety Hazard Busing for the 2022-23 school year.
This is an annual item that needs Board Approval first in order for the District to file to the state for reimbursement for the Serious Safety Hazardous Bussing. There were no changes from last year's resolution, recommended for the proposed 2022-23 resolution.

11. FACILITIES MANAGEMENT

Traffic Study
That the Board of Education award Traffic and Parking Studies to Erikkson Engineering in the amount of $58,900 for six elementary school additions.
Director of Facilities Management, Ryan Schulz, recommended to the Board of Education that the District hire Erikkson Engineering to conduct the traffic and parking studies, required by the Village of Arlington Heights, as the District moves forward with the addition projects at six elementary schools. These additions are for the full day kindergarten program set to begin in August 2024 in District 25.
The District will be billed hourly and the amount is not to exceed $58,900.

Freedom of Information Act Report
Superintendent, Dr. Lori Bein, updated the Board on some Freedom of Information Act (FOIA) requests from the public. Those include:
- Gerardo Mendez, Indiana, Illinois and Iowa Foundation for Fair Contracting requested information on Capital Improvements bid ; a response was provided on May 25, 2022.
- Tricia Trester requested information on personnel credentials; a response was provided on May 25, 2022.
- Karen Garcia, Smart Procure, requested information on staff information; a response was provided on June 9, 2022.
- Tracy Falconer requested information on incidents of racial injustice and segregation that took place in District 25; a response was provided on June 27, 2022.
- Wojciech Tarchala requested information on books in the district's LMCs; a response was provided on June 29, 2022.
- Dariusz Gatko requested information on institutions and organizations that have donated books/instructional material to D25; a response was provided on July 5, 2022.
Nathan Mihelich, Illinois Retired Teachers Association, requested information on certified staff retirements; a response was provided on July 5, 2022.
Wojciech Tarchala requested information on books reviewed as part of the D25 Equity Audit; a response was provided on July 7, 2022.

Referendum Review
Superintendent Dr. Lori Bein presented the Board with a recap of the referendum results and a draft timeline of events following the referendum. Those are as follows:
- Tuesday, August 9 | BOE Meeting to vote on contracts with architect, construction manager, engineers; review bond sale plan with bond consultant
- Wednesday, August 17 | First Day of School
- Tuesday, August 23 | BOE Meeting to vote on sale of bonds
- Fall/Winter 2022-2023 | Design, approval, permit, bidding phases occur; Contracts and costs come to the Board for approval, as well as design plans; Updates to the Board are ongoing. Full Day Kindergarten program design begins.
- Spring 2023 | Begin construction of kindergarten classrooms; Contracts and costs come to the Board for approval. Updates to the Board are ongoing.
- Nov/December 2023 | Full Day Kindergarten Programming presentation to the BOE to describe all aspects of FDK.
- January 2024 | Full Day Kindergarten Programming description is available for families registering for 2024-2025 school year.
- Spring 2023-August 2024 | Construction; Plan for schools to be closed to staff and students and community during spring break, summer, and winter breaks. Schools will be put on a schedule so some may be open at various times. Updates to the Board are ongoing.
- August 2024 | Full Day Kindergarten Begins

Pandemic-Related Procedures
Superintendent Dr. Lori Bein presented the Board with a summary of the COVID-19 related procedures for the 2022-2023 school year. A summary of the presented plans are as follows:
- Excluding positive cases for five calendar days (may return on Day 6 if symptoms have decreased and fever has been gone for 24 hours)
- Offering a remote learning option for parents who wish to have their children participate in some synchronous learning while they are absent.
Changes from the 2021-2022 School Year:
- District 25 will treat COVID-19 absences in 2022-2023 like any other absence (except for the required points above), and families will be able to request missing work on school absence Day 3.
- Discontinue the COVID-19 dashboard
- Discontinue sending letters home to a school community for each positive case
- Discontinue screening testing, but will provide resources for where testing is available in our community
- Return to cleaning procedures for high touch surfaces
Dr. Bein expressed that the District will need to continue being flexibility, and will make adjustments to these procedures if needed.

Policy Committee Meeting

The Policy Committee Meetings are public meetings where the members of the Board's policy committee meet to review and discuss the policies of the Board. No action will be taken at these meetings, and they will not be videotaped. These meetings may end prior to 6:00 p.m. if the agenda is completed.

Public Comments
Anyone who wishes to make a public comment can do so, in-person, at our Board of Education meetings. The Board hosts two public comment opportunities on their agenda: 1) at the beginning of the meeting, prior to any agenda items, 2) at the end of the meeting after the agenda items have been discussed/presented.
