House Bill 13: Scotland County Implications - What does it mean for us?
- Mandate/Law to lower class sizes in K-3rd grade classrooms, but the state does not provide any additional funding to comply with new law.
- On average, Scotland County starts the school year about 10 teachers short.
- With the new law, we would now need to hire an additional 20 teachers for the 2017-18 school year.
- It would cost SCS about $1 million dollars (almost $3 million per year when you add in benefits). This would be an annual, recurring cost.
- On the surface, it seems to be an elementary issue, but in reality, it's a 'trickle up' issue. If we can't find teachers for the needed K-3 positions, we could possibly have to pull those teachers from the upper grades that have those lower grade certifications.
- We won't have Teacher Assistants in every classroom.
- To accommodate the additional classroom space that will be needed, many art and music programs will have to go on carts.
- We already have a teacher shortage in NC. We would probably have to hire even more lateral entry teachers. Sometimes, because of the lack of an education degree, background, or experience, the quality of instruction could go down in these classrooms.
- In February, the House passed House Bill 13, which would add some flexibility to the impending class size law. At the moment, that legislation is stalled in the Senate.
