Borders
Borders are boundaries that define where one thing starts and another thing ends.
For example: city limit, school district, school zone, construction zone, demilitarized zone, county line, state border, international border, occupied territory, etc.
Borders can be determined by geography, and by human interaction
Powers
the ability to do something or act in a particular way, esp. as a faculty or quality.
