UPCOMING CELEBRATIONS IN THE OUTBACK
We have many wonderful Celebrations of Learning and Completion Ceremonies coming up in the Outback! Our students are so excited about this and we know you are as well. All celebrations and ceremonies will be in-person.
We are requesting that balloons, flowers, gifts, etc. not be brought to these events. If these items are brought to school, you will be asked to leave them in the front office while you attend the celebration/ceremony. You may collect your items when you exit the school.
For the Celebrations of Learning for ECSE-4th grade, school-aged siblings will not be allowed to be checked out to attend these celebrations. This includes junior high and high school siblings as well.
For the 5th Grade Completion Ceremony, high school siblings if accompanied by a parent and shows a student I.D. will be permitted to attend the 5th grade completion ceremony pending the student is on a modified school schedule and not missing class. Junior high students are still in session, therefore will not be allowed to attend.

STAAR 2022 & HB4545
The Texas Education Agency (TEA) requires all 3rd-5th grade public school students take the State of Texas Assessments of Academic Readiness (STAAR). If your child is absent on STAAR testing day and the STAAR make up day, he/she will be required to receive 30 hours of accelerated instruction the following school year through House Bill 4545 (HB4545) for each subject area test not taken.
5th grade students will be eligible to participate in the 4545 Accelerated Learning Summer program Monday-Thursday from 8:00-3:30 p.m., June 6-30, 2022.
3rd and 4th grade students eligible for HB4545 Accelerated Learning will be provided 30 hours of instructional support on the home campus during the 2022-2023 school year.

PRE-KINDERGARTEN REGISTRATION FOR 2022-2023
Online registration for the Katy Independent School District Pre-Kindergarten program for the 2022- 2023 school year opened on Monday, April 4, 2022. Parents must complete the online registration process through Katy ISD’s PowerSchool Registration website in order for their child to be screened for program eligibility.
The Katy ISD Pre-Kindergarten program follows the state Pre-K guidelines which focus on oral language development, reading and math readiness, as well as science and social studies knowledge and skills. SUMMER READING
Summer is an important time for students to practice reading. Research consistently shows that independent reading (reading students choose to do on their own) significantly influences students’ reading performance. The amount of free reading done outside of school positively relates to growth in vocabulary, reading comprehension, verbal fluency, and general information (Cullinan 2000). Katy ISD and the Fort Bend County Library system have provided resources to promote reading with your child this summer!

Fort Bend County Public Library’s Summer Reading Challenge for Kids, Teens, and Adults:
The Fort Bend County Library system is offering special reading challenges to encourage summer reading for all ages. “Oceans of Possibilities” is the theme for this year’s Summer Reading Challenge.
The Summer Reading Challenge online registration will begin on Monday, May 30th and continue through Wednesday, August 31st. Library programs and activities for children begin during the week of June 6th and continue through July 30th. You may register at any Fort bend County library or you may register online by going to www.fortbend.lib.tx.us and clicking on the “SRC Sign-Up” image, which will become available on May 30th. When the online registration form has been completed, readers can record their books and reading time on their own online page or using the Beanstack app. There is no charge to join, and it is open to everyone, regardless of the county of residence.
The Cinco Ranch Public Library is located at 2620 Commercial Center Blvd., Katy.
Texas 2x2 Reading Program at Kilpatrick (for students entering grades Pre-K-2):
Students may want to get a head start on the Texas 2x2 program by reading books from the current list: https://txla.org/tools-resources/reading-lists/2x2/current-list/.
At Kilpatrick, students who read five of these titles can receive a special 2x2 reading tag! Complete the Texas 2x2 Boot by coloring in the spaces that match the books you’ve read. When five spaces are colored, bring the form to the OKE library when we return to school and receive a “Texas 2x2” reading tag!
Texas Bluebonnet Award Program at Kilpatrick (for students entering grades 3-5):
Students can also get a head start on reading the current Texas Bluebonnet Award nominees: http://txla.org/TBA-nominees. Keep track of your progress using our school’s Texas Bluebonnet brochure. Students who read five of these titles can receive a special “Texas Bluebonnet Award” reading tag and are eligible to vote for their favorite title. Students who read at least eight of these titles will receive a personalized Bluebonnet Star Reader trophy!
Sora (Access in MyKaty Cloud):
Sora is a reading and listening app from OverDrive and Katy ISD. With Sora, students and staff can access a large collection of eBooks and audiobooks for independent, self-directed, or teacher-assigned reading. Login through MyKaty Cloud. Select “Katy ISD” and start reading! To access even more titles, you can link your account to the Fort Bend County Libraries by clicking on the three horizontal lines in the upper right-hand corner of your screen and selecting “Add a Public Library.” To apply for or renew a full-service library card, please visit any Fort Bend County Library location during business hours. You MUST provide one of the following forms for valid photo ID that is not expired:
· A valid, unexpired government-issued photo ID
· Passports from any country
· Any state driver license
If the photo ID does not include your current address, bring a separate document to validate this information (mail, utility bill, etc. from the last 30 days).

CAR RIDER LINE GUIDELINES
Please be reminded that our car rider line is a “No Phone Zone.” We ask that you do not text, read texts, or talk during your time in the car rider line . We also ask for your patience and cooperation during the loading/unloading of your students during arrival/dismissal times. Students should exit/enter the vehicle on the passenger side only when an OKE staff member or Safety Patrol student opens the door for them. Parents may not get out of their vehicle during this time. We try to keep this process moving smoothly and as quickly as possible while keeping the safety of our students our top priority.

BIRTHDAY BOOK CLUB UPDATE
Thank you for supporting the OKE Birthday Book Club! Proceeds from the Birthday Book Club allow us to purchase new books for our library. At this time, only faculty and students are permitted inside the Morning Announcements classroom during filming. State Testing
The Testing calendar lists the dates that testing will take place in Katy ISD during the school year. For secondary students who do not successfully complete their exams, KSAT will offer a summer opportunity to prepare for and retake the EOC Exam. For more information, review these Frequently Asked Questions regarding State Testing, opting out and Texas Education Code.

*Note* Students who cannot test in June will test in December at their home campus.
HB4545 Information - Accelerated Instruction
Per House Bill 4545, students who do not participate in or successfully complete state testing are provided opportunities to participate in 30 hours of accelerated instruction for each content area assessment not taken or not passed. Katy ISD will offer a variety of opportunities, for specific grade levels, through the KSAT program this summer to complete this requirement. Information regarding the HB4545 Accelerated Learning opportunities is available on the KSAT webpages and is offered by invitation only.
Health Services
All students enrolled in Katy ISD must be in compliance with state required immunizations. Immunization requirements can be found on the Katy ISD Health Services Immunizations page.
SAFE RETURN TO SCHOOL PLAN- updated 2/1/2022
Katy ISD sites returned to the least restrictive Stage 4 on Tuesday, February 1. Families are encouraged to review the Katy ISD Dashboard to monitor their child’s school and facility sites. Parents and guardians are reminded to please not send their child to school if they:
- Have COVID-19 symptoms
- Are awaiting a COVID-19 test result
- Are test-confirmed for COVID-19
Reminder:
Quarantine protocol for students who test positive is 10 days as per the Texas Education Agency (TEA) Public Health Guidance and the state Department of State Health Services (DSHS) COVID-19 School Readmission Criteria.
Intermittent School to Home academic support continues to be available for students with extended medical absences. Please contact your child’s campus attendance clerk or Intermittent School to Home Facilitator for assistance.
Stay Home When Sick
- Conduct a medical self-screen before arriving at school. Do not attend if you have a temperature of 100.0 degrees or greater.
- If you become ill while at school, notify the nurse immediately.
- Stay home if you test positive for COVID-19.
- An individual that is awaiting results from a COVID-19 test should stay home until the results are received.
- Consider staying home and monitoring your health if you have been identified by your county health department as having been in close contact with a person with COVID-19.
Guidelines for Student Returning to School
If student tested positive for COVID-19 – With or Without Symptoms:
- Recommend parent/guardian to consult with their primary care physician for guidance of care and testing
- Notify campus nurse
- Complete the reporting application form located via the COVID-19 self-reporting APP.
Student that has tested positive, with symptoms, may return to campus
- After symptoms have improved AND
- At least 10 days have passed since symptoms first appeared AND
- At least 24 hours have passed since recovery (resolution of fever without the use of fever-reducing medication)
New: Student that has tested positive, with no symptoms, may return to campus
- After 10 days from the test date with no experience of symptoms.
Student that has tested positive with no symptoms but then develop symptoms after the test date, but before the 10 day period has ended, may return to campus
- After symptoms have improved AND
- At least 10 days have passed since symptoms first appeared AND
- At least 24 hours have passed since recovery (resolution of fever without the use of fever-reducing medications)

Katy ISD will not accept over-the-counter/home tests results for student re-entry.
Library Book Information
Parents of secondary students may be notified via email if their child checks out a Young Adult Fiction book from the campus library. This optional notification is available if a parent elected to receive the library notification when filling out the online Return to School Enrollment update in August. If a parent did not elect to receive the library notification, parents may contact the registrar’s office at their home campus if they need to make a change and request the notification.
Parents of elementary and secondary students may also download Katy on the Go app to review the books that their student has checked out.
Intermittent School to Home Academic Support for Temporary Medical Conditions
“Intermittent School to Home” academic support program remains available for eligible students.
“Intermittent School to Home” academic support is a mechanism by which online instruction can be provided to in-person students if two requirements are met:
- The student is unable to attend school because of a temporary medical condition, AND
- The total amount of remote conferencing “Intermittent School to Home” instruction does not exceed more than 20 instructional days over the entirety of the school year.
In addition, one of the following requirements must be met:
- Student’s temporary medical condition is documented by a physician.
- The student has a positive test result for a communicable disease.
- The student has been identified as having been in close contact for COVID-19
Each campus will have an assigned employee to serve as an Intermittent School to Home Campus Facilitator to assist students. Please contact your child’s campus Intermittent School to Home Facilitator to request academic assistance with missed schoolwork.
Homebound Services
The District’s homebound services may be an option for students with medical conditions which require in-home academic support for an extended amount of time. Parents are encouraged to contact their child’s campus or click here for information regarding homebound services.
COVID Self-Reporting App
The District’s online COVID-19 Reporting System allows staff, students, and parents to self-report if they have received a COVID-19 positive test result. The self-reporting system enables the District’s Emergency Operations Management team to conduct contact tracing, as well as call and notify individuals in Katy ISD buildings who may have been directly exposed to the person.
Facial Coverings
Face coverings are optional, but highly recommended for staff and students when indoors. Current CDC guidance recommends the wearing of facial coverings for vaccinated and unvaccinated persons when indoors and in confined spaces. Additionally, Governor Abbott’s Executive Order 36 effective as of June 4, 2021, states that no governmental entity including public school districts may mandate the wearing of facial
Student Classroom and Student Program Notification of a COVID Positive
Parents will receive a notification if their child may have been in close contact with an individual who has reported a COVID-19 positive in their classroom or school program. Parents are encouraged to check the Katy ISD COVID-19 Dashboard at www.katyisd.org to review the current active number of COVID-19 cases at their child’s campus.

The former COVID-19 Testing Center recently transitioned to The Katy ISD Wellness Center, with expanded medical testing services available to students and staff. District Operational Staffing Challenges
There has been an increase in COVID-19 cases across the region and country. Katy ISD’s Operations Division, which consists of bus drivers, food service employees, custodians, skilled trades, and other essential staff, has been particularly hard hit by staffing shortages, with significant absences due to illness, alongside more than 250 already existing vacancies. In result, parents may see minor adjustments to bus service, cafeteria menu options, and campus maintenance schedules when needed. Please know that our dedicated operations teams are making every effort to minimize the impact on these services.

"No Homework" Night and Weekends
Katy ISD is excited to announce the return of “no homework night,” which has been expanded to “no homework weekends,” for the spring 2022 semester. We believe that it is important that during a busy spring semester that our staff and students have time to rest and recalibrate before an upcoming school week. Student Discipline
The Katy ISD Board of Trustees approved the 2021-2022 Discipline Management Plan and Student Code of Conduct on Monday, July 26. A summary of the changes can be found here. Two significant changes include:
- Students who engage in a second offense related to vaping or paraphernalia (selling, giving, delivering, possessing, using, or being under the influence) regardless of the substance, will be recommended to the District’s Disciplinary Alternative Education Program (DAEP), the Opportunity Awareness Center (OAC).
- Students who are in possession of synthetic or look-alike drugs will also be recommended to the DAEP.
Parents and students should review the Discipline Management Plan and Student Code of Conduct each year to be aware of behavior expectations and potential consequences.
Katy ISD appreciates partnering with parents to ensure all students can attend alcohol, drug, and vape-free campuses. Student safety and academic success is our number one priority!
Free Meals - Ends May 31, 2022
This May, the U.S. Department of Agriculture will conclude its free breakfast and lunch meal service that has been open and available to all students, regardless of eligibility. To determine eligibility for free meals this summer and fall, families will need to complete the meals benefit application for free and reduced meals. Annual Student Update via PowerSchool
The deadline has passed to complete the annual update. If you have not completed the update, an email will be sent to the address on file, requesting completion as soon as possible. Character Education
Katy ISD is continuing our partnership with CharacterStrong in our ongoing effort to actively support the emotional well-being of all learners. Schools will undoubtedly face a host of challenges with all students returning to in-person learning. We know that some of our students have not been on campus for 18 months. SpeakUP Anonymous Reporting App
SpeakUP is the anonymous reporting platform that students, parents, and patrons can use to report safety concerns, bullying, threats of violence, drug use, as well as any other concerns related to student physical or mental health. SpeakUP is available for download in the Apple Store or Google Play. It is also available on all district websites, computers, and district devices. SpeakUP provides an opportunity for the Katy ISD community to anonymously provide valuable information to district administration and law enforcement that will help keep our students safe.

Elementary Bell Schedule for 2022-2023
Katy ISD’s elementary bell schedule will see a slight adjustment beginning fall 2022 in an effort to maximize bus routes, minimize service delays, and accommodate for ongoing driver shortages. Please note that the bell schedule adjustment only affects elementary campuses. There will be no change to the 2022-2023 Katy ISD junior high nor high school bell schedules.
