3. SUPERINTENDENT REPORT
information item
The topic of Full Day Kindergarten has been a topic the Board and District Administration has concentrated on this school year. This topic was talked about at previous Committee of the Whole Meetings:
A. Public Opinion Survey Results
District 25 hired a consultant, Mr. Jim Hobart from Public Opinion Strategies, to survey the Arlington Heights community. The survey gathered data on how the people of Arlington Heights feel about the possibility of Full Day Kindergarten (FDK) in District 25 and how they might vote should the District ask the community permission to issue bonds for the building expenses that go along with FDK and some capitol projects in the June election. Mr. Jim Hobart presented via Zoom, the survey's findings.
Also, at this meeting, District 25's Assistant Superintendent of Personnel & Planning, Dr. Brian Kaye, District 25's Director of Facilities, Ryan Schulz, District 25's Assistant Superintendent of Business/CSBO, Stacey Mallek, District 25's Assistant Superintendent of Student Services, Dr. Peg Lasiewicki, and Superintendent Dr. Lori Bein presented on the following items related to Full Day Kindergarten:
B. Enrollment Study 2 - Full Day Kindergarten Impact
C. Facilities - Format
- Option 1: Build additions at Elementary Schools
7 Elementary Schools
5 Elementary Schools
Add additional space beyond minimum current need - Option 3: Build additions at South MS & Thomas MS; move 5th grade
D. Department of Student Services - Inclusion Impact
E. Financing
F. Timeline Considerations
G. Communication Plan
H. Alternate Plans
The Board discussed the presentations and their options and decided that Option 1 was the best option to focus on moving forward. The Board also determined that the best course of action was to keep the Integrated Services program at Westgate.
The Board also discussed the range of possible funding options for this project and how much of a bond limit the District could ask the community to approve in the June election. The range discussed was as follows:
- from $60 million (which would cost a home owner of a $400,000 home an extra $19 a month in property taxes should it be approved by the public in the June election) to
- $80 million (which would cost a home owner of a $400,000 home an extra $27 a month in property taxes should it be approved by the public in the June election).
The Board remains true to their previous goal of making a decision in March 2022.
