The council of elders prepared laws for the assembly to vote on and they had the power to stop the laws. The assembly in Sparta was made up of male citizen. Unlike the Athens, they could yes or no at the assembly.
The Sparta's economy
Sparta's economy relied on farming and on conquests of other the people, unlike the Athens. The Spartan men were expected to serve in the army until the age of 60 and Sparta had to rely on slaves and non citizens to produce the goods. The Sparta discouraged trade and they feared that contact with other city-states would lead new ideas that might weaken the government. Sparta did not use coin, they used heavy iron bar as money. The Sparta was different then other places but that's what made it a great economy.
