Explanation
Homeland Security, in a basic sense, protects us from outsiders that wish to harm us.
Stance
Our stance is that we should have a defense to the point of we are protected but not so much that all we do is worry. We could cause other countries to want to hit us before our upgrade is complete if we improve it.
