OPTEL Update
The OPTEL fulfills the requirement of Education Code Section 313.3, as added by Assembly Bill 1808, Chapter 32, Statutes of 2018. The OPTEL will be recommended to the SBE to be considered for approval as the statewide standardized protocol for criterion 2 (teacher evaluation) and 3 (parent opinion and consultation) for reclassification purposes in December 2020. The OPTEL is designed to move California closer to a statewide standardized exit criteria to meet Section 3111 (b)(2)(A) of the ESSA.

IDEA Indicator Available for CAASPP
Additionally, the notification email alerting LEAs that a student’s IDEA indicator has changed from “yes” to “no” in TOMS, as the result of change made by the LEA to the student’s record in CALPADS, has been turned off until November 7, 2019.
Follow these steps to identify students with disabilities in the LEA in TOMS:
1. Have the LEA CALPADS coordinator submit the special education record for individual students to CALPADS using the Special Education (SPED) file from the LEA’s Special Education Data Student Information System (SIS) . The record must include a student’s primary disability.
LEAs that have not successfully loaded these records in CALPADS may want to reach out to the LEA’s SIS vendor to determine when the record type will be available.
2. Confirm that the student’s CALPADS special education information displays correctly in TOMS.
3. Register the student for the CAAs, if applicable, and assign student accommodations.
2019-20 Deadline for CAASPP Test Administration Window Setup
Summative ELPAC Test Materials
- Primary Materials Ordering Window: November 1–December 20, 2019 (Materials to arrive the week of January 6, 2020)
- Supplemental Materials Ordering Window: January 15–May 15, 2020 (Materials to arrive 10–14 business days after the order has been placed)
Additionally, for this year, a paper-pencil braille form will be available for students in kindergarten through grade two who will need to take the braille version of the test. These test materials can be ordered through the CalTAC from January 15 through May 15, 2020.
Please check that the shipping address in the TOMS is correct prior to ordering to ensure that materials are delivered to the appropriate location. The shipping address must be a physical location; materials cannot be shipped to a post office box.
ELPAC Technology Readiness Checker Now Available
Computer-based ELPAC Practice Test
- Online practice tests by grade and grade span are now available for test examiners to begin preparing students to take the computer-based Summative ELPAC.
- Test examiners can access both practice and training tests from ELPAC.org by selecting the [Practice & Training Tests] button.
- Practice Test Scoring Guides will be available on the Practice and Training Test Resources web page by the end of November.

- Timeline for the transition to a computer-based assessment
- Key messages which provide an overview of the benefits of transitioning to the computer-based ELPAC and an introduction to the Alternate ELPAC. This document is intended to aid LEAs with their outreach materials and to help maintain consistent messaging about the computer-based ELPAC and Alternate ELPAC.
