Title I Part A Carryover & Reallocation- Complete Amendment to 22-23 ESSA Application
Grantees must start an amendment to the 2022-2023 ESSA Consolidated Federal Grant Application in eGrants to budget their final amounts and 2021-2022 carryover amounts. Once an amendment has been initiated, any final amounts and 2021-2022 carryover will appear on the BS6001 – Program Budget Summary and Support schedule in eGrants. Grantees will complete the program and budget schedules as appropriate, then certify and submit the amendment.
The deadline to submit amendments is 5:00 p.m. Central Time, June 2, 2023.
22-23 ESSA Amendment: Title I Carryover Guidance if your LEA receives more than 500,000 in Title I
Title IV Reminder!
There are new state school safety standards (see Commissioner’s Rules below) and a new state grant, the 2022-2025 School Safety Standards Formula Grant , now due August 1, 2023.
It is important for LEAs to review existing and new state school safety requirements because there are previously allowable Title IV, Part A activities and/or expenses that can no longer be federally funded if they are now state required.
An LEA may have been approved to use Title IV, Part A funds for an allowable activity in the past because it was not a state requirement at the time. As always, an LEA must ensure it uses Title IV, Part A funds to supplement and not supplant any existing and/or new state requirements for program activities.
TEA Extended Deadline! 2022-2025 Safety Standards Formula Grant- Now due August 1st

Title IV- Special Collections Submission is Due March 17th
Even if your LEA Reaps or transfers 100% of Title IV funds to another program, you are still required to submit and certify that decision within the WorkApp.
Marine Toys for Tots Literacy Program for Title I Schools
The Marine Toys for Tots (TFT) Foundation Literacy Program is sharing an opportunity for Title I-funded schools. These books can be distributed directly to students or used in school libraries and classrooms.
The 2022 program was a very successful endeavor. Last year, TFT was able to deliver over 800,000 books to schools receiving Title I funds! This year TFT will distribute up to 1Million free books!

If interested, complete an online Title I School Book Request Form and submit it directly to TFT by April 14th.
21-22 Federal Report Card Dissemination Requirement- March 2nd Deadline
Each LEA that receives Title I, Part A funding is responsible for disseminating the state-, LEA- and campus-level report cards to 1) all LEA campuses, 2) parents of all enrolled students, and 3) the general public via widely available public means, such as posting on the Internet, distribution to the media, or distribution through public agencies.
At a minimum, the LEA must—
- Post direct links to the State, LEA, and campus report cards on its web site;
- Notify parents of all students about the availability of the report cards and the options for obtaining them;
- Provide appropriate translation (either oral or written) upon request;
- Make hard copies available to parents upon request; and
- Make hard copies available for viewing in public locations.
Sample parent notification letters in English and Spanish that LEAs may customize are available on the TEA Federal Report Card Web Page. TEA strongly encourages LEAs to translate the sample letter in a language and format that all parents can understand.
LEAs are not required to use the sample parent notification letters, but they must make the federal report card information readily accessible to the public, and LEAs must notify parents of the availability of the federal report card information no later than Thursday, March 2, 2023.
Final Entitlements for 22-23 ESSA Consolidated and Special Education Consolidated Grants
As a reminder, local educational agencies (LEAs) will not be able to apply for their final entitlements at this time. To reduce the administrative burden, LEAs will instead be able to submit one amendment to apply for their final entitlements, carryover, and any reallocation amounts when they are announced in the coming days. This new timeline for LEAs receiving and applying for final amounts, and carryover is caused by the new federal requirement for a longer liquidation period on federal funds which is being implemented this year for the first time. LEAs should plan for this timeline continuing in future years.
TEA will send a separate notification when LEAs can submit amendments to apply for final entitlements, carryover, and any reallocation amounts.
TEA anticipates sending the notification regarding the availability of carryover and any reallocation amounts by Friday, March 3, 2023.

JET Grant Announcement from TWC
The Jobs and Education for Texans (JET) program provides grants to eligible entities to purchase and install equipment necessary for the development of career and technical education (CTE) courses or programs that lead to a license, certificate, or post-secondary degree in a high-demand occupation.
The Texas Workforce Commission (TWC) has published a Request for Applications (RFA) for the JET Grant Program for Public Junior, State, and Technical Colleges, Texas Independent School Districts, Open-Enrollment Charter Schools and the Windham School District. The JET program has approximately $8.6 million to provide grants to these applicants in FY 2023.
The complete RFA packet, which includes eligibility, requirements and submission documents can be downloaded from the Texas Comptroller of Public Accounts (CPA) webpage. All questions regarding this RFA should be e-mailed to RFAGrants@twc.texas.gov.
