Continuous Improvement Needs Assessment (Please respond)
As you think about your district's needs around this we want to ensure that we are providing the most relevant workshops and professional development to meet your needs. Please take 3 minutes to fill out this quick needs assessment and let us know what type of offerings would be most beneficial to supporting you and your leadership.
LCAP Season in Full Swing
As you work through drafts of your LCAP, our team is ready to provide feedback both in person and over the phone/Zoom. You can send us drafts of sections that you have completed or the complete LCAP and we will be happy to review it. Many of you have instructed DTS to provide us reviewer access to your LCAP. This allows us to download copies as you make progress. It is our desire to be your partners in this process and give you early feedback to ensure the draft your take to your Board will receive COE approval.
The earlier you provide us drafts, the more detailed the feedback we can provide. If at all possible, we would like to have a draft of your LCAP 2 weeks prior to your Board hearing. If this is not possible, we are still glad to receive your LCAP draft and provide feedback but depending upon when we receive it and our time available, feedback may be limited.
LCAP Federal Addendum Update
- Addendum Submission deadline: June 30, 2019
- CARS submission window: May 15 - June 30, 2019
- To use the Addendum submission portal, users must have a CAS login and must be associated with the LEA in CARS (please contact Dawn with questions)
- LCAP Addendum must be local board approved before being submitted (date required)
- Submission system has a 5000 character limit for each prompt (about 700 words)
- Must complete two CARS pages before submitting Addendum (Addendum Certification Page & Application for Funding)
- CARS Application for funding page determines what parts of the Addendum you will complete
- IMPORTANT NOTE: If you are transferring funds - CDE has directed that you should fill out the Addendum as if you are applying for the specific grant, according each grant guidelines. PLEASE BE SURE TO FILL OUT THE SECTIONS FOR EACH GRANT YOU APPLY FOR EVEN IF YOU ARE TRANSFERRING THE FUNDS TO ANOTHER GRANT (contact Dawn if you have questions about this)
- For Title III - ALL Consortia members must submit an Addendum
- SAVE as sections are completed
- SUBMIT only after you have finished editing all required sections
- Program departments for each Title will review and approve or request clarification for the applicable part of the plan
- LEAs will receive message if clarification is needed - LEA is responsible for completing these clarifications
- LEA will receive email when each section as well as the complete plan is approved
- Approved Federal Addendum document should be posted on the District website

2019 Spring Release
The Consolidated Application and Reporting System (CARS) 2019–20 Spring Release has a targeted opening date of Wednesday, May 15, 2019, and a due date of Sunday, June 30, 2019.
Attached is a complete list of all the forms that will be included in the release and, if applicable, a summary of form changes. If you have any questions concerning a change, then please reach out to the form contact. Only forms that have changes are listed on the first page of the attachment. The second page of the attachment lists all forms that are included in the 2019 Spring Release.

The Navigating CARS webinar is an introduction to the system that is targeted to new local educational agency users. It covers how to maneuver in the CARS application, reviews the function of each tab, provides examples of data collection forms, and offers additional information about how CARS operates. Members of a Consortium must submit a LCAP Addendum, complete the appropriate CARS pages and apply to be part of a consortium by July 31 if your Title III EL funds will be less than $10K.
Federal Program Monitoring (FPM) Reviews Announced for 2019-20
Notifications were sent to districts in April.
Please plan for FPM training for districts being reviewed this summer
- FPM Overview and intro to CMT: July 23 at SCCOE
- For Districts being reviewed: Southern CA on July 31 - August 1 at LA COE
- For Districts being reviewed: Northern CA on August 7 - 8 at CA Dept. of Health Building
(if being reviewed, you can attend either of the 2 training dates - North or South)
Program Instruments (documentation requirements) for 19-20 are not yet published. They will be shared and posted when they are available. Late May is the anticipated release timeline.
After the summer training days, Dawn will plan out technical assistance for districts being reviewed. Information coming soon.

California Career Technical Education Incentive Grant 2018-19
Following approval from the SBE, Grant Award Notifications will be sent (approximately late April 2019) to the local educational agencies (LEAs) which were awarded grant funds.
The grant period is beginning June 1, 2019, and ending June 30, 2020.
REMEMBER: For any funding received from this program, the CTEIG grant requires a proportional dollar-for-dollar match as follows: For the funding term June 1 2019, through June 30, 2020, $2.00 for every $1.00 received from this program.

WebinarTopic: ESSA Implementation Stakeholder Session
The California Department of Education invites you to attend a series of stakeholder sessions to discuss key implementation activities for California’s Continuous Improvement and Accountability System, specifically the alignment of Every Student Succeeds Act (ESSA) implementation within the system.
Information regarding many of these activities can be found in the Every Student Succeeds Act Implementation Timeline of the State Board of Education August 2018 Information Memorandum.

CDE’s ESSA Stakeholder Input Session
CDE held an ESSA Stakeholder Input Session webinar on April 19th. Topics included:
- Promoting Equitable Access to Teachers Program (PEAT)
- The LCAP as the School Plan: Planning requirements for one school districts and charter schools operating a Title I, Part A schoolwide program (SWP), as well as schools identified CSI, TSI or ATSI.
- WASC and Comprehensive Support and Improvement (CSI) Schools
- Submission of the LCAP Federal Addendum
- Five-Year Graduation Rate

Updates to 2018 California School Dashboard and New Business Rule for Academic Indicator
Reporting of the Five-Year Graduation Rate for Informational Purposes
The five-year graduation rates now reported in the 2018 Dashboard are for informational purposes only. This rate is being calculated and reported for the Class of 2017. Details regarding the five-year graduation rate are available in Attachment 1.Automatic Assignment of Orange for Academic Indicator
Beginning with the 2018 Dashboard, LEAs and schools are automatically assigned an Orange performance level if less than ten percent of their enrolled students are administered the English language arts/literacy and/or mathematics assessments. Attachment 2 contains the details to this new business rule.Update on the Smarter Balanced Summative Assessment Blueprints for English Language Arts/Literacy and Mathematics
The updated ELA blueprint contains the following updates:
- Increase in the number of machine-scorable items in the computer adaptive test (CAT) component related to items assessing the research claim, which assesses whether students can engage in research and inquiry to investigate topics, and to analyze, integrate, and present information
- Reduction in the total number of items assessing the writing claim in all grades
- Removal of constructed-response items from the CAT component assessing reading and writing in grades three through five
- Reduction in items assessing research across all grades in the performance task component
The updated mathematics blueprint removed the constructed-response items from the CAT component.

Electronic SSRs Communications Toolkit
CDE/ETS have posted a new communications toolkit to help LEAs communicate with parents and guardians about the transition from paper Student Score Reports (SSRs) to enhanced electronic SSRs. LEAs are encouraged to use these resources in their outreach efforts to parents and guardians.
The toolkit is now available on the CAASPP portal here. The path to get there on the CAASPP.org page is Home > Test Administration > Score Reporting > Student Score Reports Options > Electronic Student Score Reports Communications Toolkit.

ELPAC Electronic SSR Web Page
These web pages are available to assist LEAs in determining their best option(s) for providing Student Score Reports (SSRs). A Student Score Report Options web page was recently published on elpac.org under the Test Administration tab, where you can find further information about ELPAC SSRs, including additional information about each of the options for providing SSRs.
Reminder: Generate Credentials in TOMS
To successfully provide parents and guardians with CAASPP and ELPAC SSRs, you must complete all the steps shown in the How to Generate Credentials for Student Information System Vendors in TOMS quick reference guide.

California Science Test—Key Messages Now Available
The CDE will publicly release the 2018-19 California Science Test (CAST) results for the first operational administration. In preparation, the CDE has developed the CAST—Key Messages web page to help LEAs and school sites communicate about the CAST and the 2018-19 CAST results. Additional key messages will be provided shortly.
In fall 2019, the CDE will seek the California State Board of Education’s approval of the CAST threshold scores; after approval is obtained, the CDE will release the results.
New CAST Item Specifications Flyer
Have you heard about the new CAST Item Specifications and wondered how these documents might be helpful? If so, you can refer to the new Introducing CAST Item Specifications flyer (PDF), which provides classroom educators with insight on how to use these resources. The flyer offers a quick overview of the item specifications to describe the three-dimensional nature of the CAST. Educators are reminded, however, that the item specifications are not intended to guide instruction. The item specifications can be used along with the 2016 Science Framework for California Public Schools as resources for developing items for interim, benchmark, and summative assessments for the classroom.
CAASPP--Test Security Guidelines Video
ETS and the CDE have produced new videos for California testing called “Test Security Guidelines.” The videos provide detailed information about the test security required for the CAASPP and ELPAC assessments. The videos provide information on the following topics:
- Requirements for the testing regulations
- General and specific test security guidelines
- Test security incidents and types of appeals
- Common testing scenarios
- Auditor activities
- Help desk support

CAASPP and ELPAC “Starting Smarter” Websites
CDE has released the “Starting Smarter,” family websites for the California Assessment of Student Performance and Progress (CAASPP) and the English Language Proficiency Assessments for California (ELPAC). Using these websites, families can become involved in their child’s progress and:
- Learn more about the performance areas in each subject and grade.
- See sample test questions.
- Prepare for parent-teacher conferences with a useful downloadable guide.
- Access high-quality resources to support learning at home.
Starting Smarter for the CAASPP can be found at https://ca.startingsmarter.org/, and Starting Smarter for the ELPAC at https://elpac.startingsmarter.org/.

Coming Soon! Focused Interim Assessment Blocks
Starting in the 2019–20 school year, California educators will have access to new Smarter Balanced Interim Assessment Blocks (IABs) that are focused on fewer assessment targets than most current IABs. These focused IABs are designed to measure smaller bundles of content to give teachers a better understanding of students’ knowledge and academic performance and provide teachers with precise next steps for instruction. In addition to the more than 100 IABs that are already available to teachers, approximately 40 focused IABs are slated for release in 2019-20, followed by approximately 90 more over the following two school years.
More information about this new type of IAB is presented in an illustrated flyer, available on the CDE Smarter Balanced Interim Assessments web page. Watch for more announcements in the coming months regarding these new IAB choices for educators.
U.S. Department of Education (ED) Denies California’s English Learner Progress Indicator (ELPI) Waiver
In September 2017, the State Board of Education (SBE) approved the inclusion of: (1) reclassified fluent English proficient (RFEP) students in ELPI; and (2) an additional weight in the ELPI calculation for long-term English Learners (LTEL) who advanced at least one level on California’s English Proficiency assessment.
In April 2018, the SBE directed the California Department of Education (CDE) to request a four-year waiver from the ED that, if granted, would allow California to include recently RFEP students in measuring the progress of ELs to achieve English language proficiency and provide additional weight for LTELs who make progress. The CDE submitted the waiver request to ED on May 16, 2018.
In October 2018, the CDE and the SBE received a letter initially denying the waiver request. On October 17, 2018 California submitted an amended waiver request with updated arguments in support of the waiver to respond to the content of the ED’s initial determination of denial letter.
On January 11, 2019, a delegation of SBE and CDE staff appeared at a hearing before the ED in Washington, D.C., to provide final arguments in support of California’s waiver request. Despite the strong, unified effort of the California delegation to advocate for the waiver request and articulate the strong support for the waiver request from California’s equity and education stakeholders, the CDE and SBE received the final determination of disapproval letter on April 15, 2019. California has exhausted its rights under the Title I, Part A, Section 8401 waiver process.
The CDE will jointly work with SBE staff, stakeholders, and researchers to explore options and develop next steps regarding the best way to move forward with a new ELPI methodology for the 2019 California School Dashboard. The CDE anticipates a July 2019 SBE Agenda Item to further discuss and receive direction on this issue.
CA Dashboard Results - Fall 2018
A comparison “cheat sheet” that condenses and displays the statewide Dashboard performance by indicators and student groups. It is attached in PDF format. We will produce similar tables when the 2019 Dashboard is released in December.
