Most of the city was stuck in the past. (Westerfield 12) trying to create a perfect world were everyone is perfect is not real and makes the utopian emotionless.

Our perfect utopia is a dystopian

No matter how many times we try to change our society it will never be a utopian to someone's standers and that pushes us back. In the book extra it proves you can have a utopia to a certain extent by plastic surgery and appearances.
