Approval of Price Principal
The Governing Board approved the hiring of Ms. Margaret Lavin as the new principal for Price Middle School.
Ms. Lavin has served as the Vice Principal at Price for four years, and will begin in her new role immediately. She received her Bachelor of Arts in Education from St. Xavier University and her Masters of Arts in Teaching from Notre Dame de Namur University. Ms. Lavin was an 8th grade Language Arts teacher for 12 years before she received her administrative credential and began her administrative career.
"I love Price – the expertise and experience of the staff is unsurpassed,” she said. “They are dedicated and passionate about education. Our Panthers and their families are the heart of the school and exemplify our mantra of being respectful, responsible, and resourceful. I'm so honored to be the principal at Price and to be a part of the Cambrian family."
The District is grateful for Ms. Lavin’s continued outstanding service to the students and families of Cambrian.
Budget Adopted
The Governing Board voted to approve the Cambrian School District budget for 2022-23. During the June 2, 2022, Board Meeting, Chief Financial Officer, Dr. John Pappalardo, presented to the Board and public a summary of the 2022-23 proposed budget for the Cambrian School District. Accompanying the presentation were all the required State forms including and not limited to the Statement of Reasons for Excess Reserves and the 2022-23 SACS forms.

Recognition of TLC Preschool & Mrs. Jayne Tyson
The Governing Board and Superintendent Schwiebert honored Mrs. Jayne Tyson and T.L.C. Preschool and Extended Care for their love and dedication to Cambrian's children and families. T.L.C. Preschool & Extended Care was founded in 1978 and has cared for thousands of Cambrian students over the last 44 years. The district is very grateful for their excellence over these many years.
Agreement: CDTA and CSD
The Governing Board approved the AB 1200 Disclosure of Collective Bargaining Agreements and the tentative agreement between Cambrian District Teachers' Association and the Cambrian School District through June 30, 2023.
Assembly Bill (AB) 1200 requires local education agencies to publicly disclose the provisions of all collective bargaining agreements before entering into a written agreement.

The Governing Board approved the AB 1200 Disclosure of Collective Bargaining Agreements and the tentative agreement between California State Employees' Association, Local 641 and the Cambrian School District through June 30, 2023.
Assembly Bill (AB) 1200 requires local education agencies to publicly disclose the provisions of all collective bargaining agreements before entering into a written agreement.

Resolution: 21-22-12 Compensation and Adjustment for District Management and Confidential Employees
The Governing Board approved Resolution 21-22-12 compensation and adjustment for District Management and Confidential Employees. This resolution aligns compensation for the District Management and Confidential employees with that negotiated by Cambrian District Teachers’ Association(CDTA) and Cambrian School Employees' Association (CSEA).
Groups Include: Certificated Management, Classified Management, and Confidential employees.

Personnel: Non-Represented Certificated and Classified Employees Pay and Stipend Rates
The Governing Board approved the adjusted Classified Non-Represented salary schedules and the Certificated and Classified Hourly, Daily, and Substitute pay and stipend rates. The 2021-22 and the 2022-23 Classified Non-Represented salary schedules have been adjusted to align with the negotiated contracts by Cambrian District Teachers’ Association(CDTA) and Cambrian School Employees' Association (CSEA).
The 2022-23 Certificated and Classified Hourly, Daily, and Substitute pay and stipend rates have been adjusted to align with the negotiated contracts by Cambrian District Teachers’ Association(CDTA) and Cambrian School Employees' Association (CSEA).

Employment Agreement: Chief Financial Officer First Contract Amendment
The Governing Board voted to approve the amendment to the Chief Financial Officer’s Employment Contract to align with the salary increase for 2021-22 and 2022-23. On January 20, 2022, the Board approved a two-year contract with Chief Financial Officer, Dr. John Pappalardo. The Chief Financial Officer’s base compensation has been amended to reflect the 5% increase provided to all employees, effective July 1, 2021 and an additional 5% increase effective July 1, 2022.

Budget: Resolution 21-22-09: Designating Certain General Funds as Committed Fund Balance
The Governing Board approved Resolution 21-22-09: Designating Certain General Funds as Committed Fund Balance. Cambrian School District wishes to commit portions of its general fund ending balance in the 2022-23 fiscal year for the Tentative Agreement reached for salary offers for both the 2021-22 and the 2022-23 fiscal years.
Student Services Update
Ms. Maggie Spehar, Director of Student Services, updated the Governing Board on what is transpiring in the District regarding the Special Education Program and our Student Services Department.

Property Redevelopment: Exchange and Joint Escrow Agreement with Engstrom Properties, Inc. – Fire House
The Governing Board approved and authorized the attached Exchange and Joint Escrow Agreement with Engstrom Properties, Inc. The District has been exploring options for the use or disposition of the property located at 720 Curtner Avenue in San Jose, also known as the Fire House property. On June 2,2022, the Board approved Resolution 21-22-08: Intent to Exchange Interests in Real Property. The District would like to complete a property exchange agreement with Engstrom Properties, Inc. The Exchange Agreement is authorized pursuant to sections 17536 and 17537 of the Education Code.

Extended Learning Opportunities and Extended Day Program Update
The Governing Board approved the Expanded Learning Opportunities Program Plan as presented. Mr. Linh Nguyen, Assistant Superintendent of Educational Services and Coordinator of the Cambrian Extended Care Program, updated the Governing Board on The Expanded Learning Opportunities Program (ELO-P), which provides additional funding for before school, afterschool, intersession and summer enrichment programs for transitional kindergarten through sixth grade. The Expanded Learning Opportunities Program was authorized by Item 6100-110-0001 of the 2021–22 Budget Act (Senate Bill 129, Chapter 69, Statutes of 2021), and Assembly Bill (AB) 130, Chapter 44, Statutes of 2021, as amended by AB 167, Chapter 252, Statutes of 2021.
Statutes require that the Expanded Learning Opportunities Program Plan be presented to and approved by the Board at a public meeting before June 30, 2022.

2021-22 California Dashboard Local Indicators Update
The Governing Board approved the California Dashboard Local Indicators for 2021-22. Mr. Linh Nguyen, Assistant Superintendent of Educational Services, updated the Governing Board on the California School Dashboard. The Dashboard provides a quick overview, with details about overall performance and student group performance on multiple measures of student success. The Dashboard assists in identifying strengths, weaknesses, and areas in need of improvement for local educational agencies and schools.

Local Control and Accountability Plan
The Governing Board voted to approve the 2021-24 Local Control and Accountability Plan.
On June 2, 2022, the Assistant Superintendent of Educational Services, Mr. Linh Nguyen, provided a summary and outline of the District’s Local Control Accountability Plan. The summary included the actions and services for improving student outcomes according to the eight priorities set by the state.

Measure R: Resolution 21-22-10: Procedures and Criteria for Selecting Modular Building Contractors for Design-Build Procurement
The Governing Board approved and authorized the Resolution 21-22-10: Procedures and Criteria for Selecting Modular Building Contractors for Design-Build Procurement.
On August 5, 2021, the Board authorized to move forward with Measure R Tier I projects which includes replacement of the oldest portables located at Fammatre, Farnham, Sartorette, and Price.
The District intends to issue a Request for Qualifications to prequalify Modular contractors and begin the Request for Proposals process. The request for proposals will include the design and construction for the new modular classrooms via Design Build pursuant to Education Code 17250 et. seq. which requires school districts to adopt procedures and criteria for selecting Design Build contractors via a Best Value selection process.
The attached resolution includes the Best Value procedures and guidelines, as well as, the prequalification questionnaire. The target date for issuing the Request for Qualifications is June 20, 2022.

Measure R: Change Orders
The Governing Board ratified the six (6) necessary change orders 1A-E and 1H, in connection with the Phase 1 Modernization Projects.In accordance with the District's change order approval process, the following change orders are in connection with the Phase 1 Modernization Project to replace the aging HVAC systems at Bagby, Fammatre, Farnham, Sartorette, and Price Middle School.
The total change orders for larger modernization projects typically range from 6% - 8%. The attached charge orders are the first round of changes on our summer construction projects. The attached change orders total $35,925.99 which represents a .335% change of the total contracts listed of $10,715,473.

New Job Description: Campus Safety Assistant (Classified Position)
The Governing Board approved the new Campus Safety Assistant Description.
Cambrian wishes to provide a safe, supportive environment for all students and will present a new job description for a Campus Safety Assistant. The proposed job description and position will provide additional support for a safe working and learning environment for staff and students at Price Middle School.

New Job Description: Enrollment Specialist and Community Liaison (Classified Position)
The Governing Board approved the new Enrollment Specialist and Community Liaison and added the position to the Classified Salary Schedule.
Cambrian School District is partnering with Santa Clara County School Linked Services to help provide students and families with school based coordinated services to improve health and wellbeing of families through a community participatory approach.
Santa Clara County School Linked Services was first initiated in 2011 to better coordinate various social services and health agencies with the school districts so students and their families can more easily find the help they need.
Staff wishes to partner and collaborate with Santa Clara County School Linked Services and will present the Enrollment Specialist and Community Liaison job description. This new position will support Cambrian families by fostering community partnership, coordinating community services, and resources among students and families as soon as they enter the District.
New Job Description: Intervention Support Specialist (Classified Position)
The Governing Board approved the new Intervention Support Specialist description.
Cambrian School District has been providing specialized instruction to support K-5 students who need assistance in the areas of English Language Arts, Math, and English Language Development for many years with limited term employees. Cambrian wishes to replace the current Level Literacy Intervention Program to Intervention Support Specialist to better meet the needs of the District. This change will place the Intervention Support Specialists on the Classified Salary Schedule for better recruitment and retention of staff.

Adoption of Consent Agenda Items
The Governing Board voted to accept the consent agenda items. Items listed under the consent agenda motion are considered to be a regular course of procedure and are acted on by the Board of Trustees in one motion. There is no discussion of these items prior to the Board vote unless a member of the Board, staff, or the public requests specific items be discussed and/or removed from the agenda. It is understood that the administration recommends approval on all consent items. Each item on the consent agenda approved by the Board of Trustees shall be deemed to have been considered in full and adopted as recommended.

Williams Quarterly Report
The Governing Board voted to approve the Williams Quarterly Report through June 30, 2022, as part of the Consent Agenda. Each quarter the District is required to submit a report reflecting any formal complaints that the District has received in the areas of sufficiency of textbooks and instructional materials, teacher qualification, and the condition of our facilities. The District has received no formal complaints with respect to textbooks, materials, teacher qualifications and facilities.

Resolution 21-22-11: Order of Election, Specifications of the Election Order and Consolidation Request
The Board approved Resolution 21-22-11: Order of Election, Specifications of the Election Order and Consolidation Request. A Biennial Governing Board Member Election has been ordered to be held on Tuesday, November 8, 2022, in the Cambrian School District for the purpose of electing three (3) members of the Governing Board. The Governing Board of Cambrian School requests the Board of Supervisors of Santa Clara County to completely consolidate such elections and to further provide that the Registrar of Voters canvass the returns of the elections.
Board Meeting Schedule
The Board of Trustees’ meetings will end for the 2021-2022 school year, and resume in August for the 2022-2023 school year. More information will be sent out before the first meeting of the new school year in August.
