HB 22 A-F State Accountability System Domain 2
The Commissioner of Education, Mike Morath, is asking for your input on various issues concerning the new A-F Accountability System. Below you will find a link to a recorded presentation over The School Progress Domain 2.
Once you have viewed the recording, please complete the brief survey asking for your feedback on the development of Domain 2. We encourage you to share this recording and survey with all stakeholders within your district. In addition, TEA has provided the following email address for all stakeholders to submit any feedback regarding the content of the recorded presentation that is not discussed within the survey: feedbackAF@tea.texas.gov
Local Accountability System Pilot Program
The Registration Process
Each district and charter interested in participating in the LAS pilot must complete and submit the attached Notification of Interest form. The form must include a brief description of the district’s focus area(s) for the pilot, as well as a synopsis of any local accountability systems that have already been developed or that are currently in development. The Notification of Interest form must be submitted electronically to performance.reporting@tea.texas.gov no later than 5:00 p.m. CDT on Tuesday, October 31, 2017.
By submitting a Notice of Interest form, you are committing to participating in the pilot (if selected) and committing to participating in a panel to review local accountability plans submitted by districts for the 2018–19 school year.
The LAS Pilot Time Line
Phase 1: Districts submit Notification of Interest Form. Deadline is October 31, 2017.
Phase 2: Texas Education Agency reviews Notice of Interest forms, selects pilot participants, and provides detailed explanation of participation in, and commitment to, the LAS pilot to selected districts. Deadline is December 1, 2017.
Phase 3: Pilot program ongoing from December 2017 through July 2018.
Phase 4: Pilot program results released in conjunction with 2018 accountability ratings. Deadline is August 15, 2018.

TEA submits ESSA state plan to U.S. Department of Education
The Texas Education Agency (TEA) formally submitted to the U.S. Department of Education the state’s Every Student Succeeds Act (ESSA) consolidated plan on Sept. 25, 2017.
ESSA became law in December 2015, replacing the No Child Left Behind Act. ESSA requires federal review and approval of a state consolidated plan, which provides a comprehensive overview of how each state will use federal funds to advance its own goals and visions of success for students. The new law increases flexibility and decision-making authority afforded to states, encourages innovation, and holds states accountable for results. The U.S. Department of Education has 120 days to review Texas’ state plan and will conduct a peer review as part of the process.
