Negotiations Update

District Comprehensive Proposal: Presented as a package deal – salary increase contingent on acceptance of other proposals.
Seniority: District employees from other employee groups who secure a teaching contract will have their seniority backdated to their original date of hire after the completion of probation rather than the date of hire as a teacher.
Teachers as Substitutes: This pro-rata provision will apply only to licensed staff who are assigned an instructional classroom of five or more students for the majority of the instructional day. Teachers who do not have a classroom of five or more would not be paid for their time.
Group Benefits/Insurance: Cap the District contribution for premiums at the current amount. HSA contributions for employees enrolled in the high deductible plan will not change.
Union Leave/Cost of President: Beginning the 2014-2015 school year, the cost for the replacement teacher shall be $58,000.
Part-time and Hourly Rate Teachers/Health Insurance: Cap the District contribution to premiums at the current amount.
Professional Learning Communities: Flexibility with when PLC, Data Teams, collaborative Learning Teams, etc. meet. In the interest of student achievement, these teams need to meet more than once a month. Removal of MOU, therefore, meetings could be scheduled any time at the will of the principal.
Salary Schedules and Rates of Pay: Adds to current language that employees advancement on salary schedule (steps & lanes) would not be withheld unless “advancement on the salary schedule is not part of the terms and conditions of employment for the given school year”. Even if the teacher completes ATTPS requirements, he/she may not advance on the salary schedule if the terms and conditions of the contract freeze steps.
Schedule A: Salary: 2013-2014: $1200 stipend for all active employees. Step movement granted for all eligible employees on July 1, 2014. No lanes and no back pay. 2014-2015: 1.75% increase on the salary schedule, includes steps and lanes.
Union Response: The proposals on which we have said we have tentative agreement are also contingent on a salary increase.

Teachers as Substitutes: Not interested. This attempts to redefine who is a teacher, and does not recognize intrinsic value of all employees.
Group Benefits/Insurance: Keep the 100% of premium coverage for non-HSA singles. Cap the District contribution for premiums at the current amount for 2013-2014, add 2% for 2014-2015. HSA contributions for employees enrolled in the high deductible plan will not change.
Union Leave/Cost of President: We have budgeted $50,000 for the replacement cost, and cannot increase the cost without significant salary increases to offset any increase in member dues.
Part-time and Hourly Rate Teachers/Health Insurance: Cap the District contribution to premiums at the current amount for 2013-2014; add 2% for 2014-2015.
Professional Learning Communities: Encourage sites to find ways to provide PLC/Data Teams, etc. during the student contact day, and if not, require teams to meet one (1) hour a month outside of the student contact day. If principals feel more than one hour a month is needed they would need 70% of staff voting to approve additional time.
Salary Schedules and Rates of Pay: As long as a teacher successfully completes the requirements for ATPPS, they have earned the step and lane advancement for the following school year.
Schedule A: Salary: 2013-2014: 3.25% increase on the salary schedule with steps and lanes. Payment deferred to July 1, 2014. 2014-2015: 3% increase on the salary schedule, includes steps and lanes.

Looking to have teachers attend the basketball games at Osseo HS this Friday, February 7, as Osseo plays Maple Grove. Girls game begins at 6:00 and the boys begins at 8:00. Wear your blue Kids Count t-shirt so we are easily identifiable sitting together in the bleachers! We are creating a fact sheet so we can have conversations with parents and encourage them to support teachers by contacting school board members.
