Because Neptune is not solid body, its atmosphere under goes differently rotation. the wide equatorial zone rotates with a period of about 18 hours, which is slower then the 16.1-hour rotation of the planets magnetic field.
Neptune is the 8th planet, farthest from the sun but also considered last because Pluto is no longer considered a planet.
The voyager 2 spacecrafft was lanchection Aug 20, 1977, and it reached Neptune on Aug 24, 1989. So voyager 2 took about 12 years to reach Neptune.
